Replace and Update Three Tactile Exhibits, Blue Basin Area

John Day Fossil Beds NM Grant County, Oregon

1.0 BACKGROUND

Three exhibits containing fossil replicas (oreodont, false saber-tooth cat and a large tortoise) are showcased along the 1.3-mile (2.1 km) Island in Time trail in Blue Basin of the John Day

Fossil Beds National Monument. These exhibits are currently being displayed beneath large plastic bubbles that capture and hold moisture, often blocking public viewing of the exhibits

(see photo above). The steel trays holding these fossil replicas are noticeably weathered and eroded from exposure. The over 20 year old exhibits were installed in the year 2000 and are now 15 years older than their designed life span.

This project will re-design the exhibits and improve visitor experiences by removing the plastic bubble and replacing the original plastic and fiberglass forms with safe, touchable, detailed ceramic replicas. The new tactile exhibits will offer visitors better opportunities to directly touch fossil replicas and make stronger connections to the resource through direct interactions rather than just static viewing. The project will affect 35-45% of all park visitors.

2.0 SCOPE

The work contains replicating existing fossil replicas for three new exhibits of tactile elements made from glazed pottery: 4 complete sets of fossil replicas in each of the three exhibits for a total of 196 pieces of high fired glazed pottery are to be produced.

• The contracting artist will use government provided photos, provided old exhibits, and provided fossil measurements of the false saber-tooth cat, oreodont and tortoise shell to design and produce the replicas.

• Upon request, the artist will provide progress reports in the form of pictures and will communicate progress with the project leader by email and phone conferences.

o The government has estimated the time each separate project (the oreodont, false saber-tooth and large tortoise) will take to complete. The estimate includes artistically creating the individual pieces, the kiln fires and glaze applications and all the handling such as loading and unloading the kiln with each fire and application of the glazes. Progress reports will be requested in accordance with and compared to this estimate.

• Each fossil replica –will be glazed with an appropriate material closely matching the real color of the actual fossils.

• The artist must use techniques and artistic style that produces a result which matches with three existing tactile exhibits that are on display at the Thomas Condon Visitor

Center. The extra sets of exhibit material will be used as replacement pieces if vandalism or damage from storms occurs.

• A site visit of approximately three days is required prior to production. The quote for this project should include travel, lodging, design/research and study during the site visit.

• The contractor shall supply all labor and materials necessary to meet all requirements.

Quotes should include supplies, tools, equipment if applicable, fabrication labor, time and delivery efforts necessary to complete the accurate fossil representations. For example:

o Include all materials - including high fire clay, glazes, consumable tools, and materials needed for designing, sculpting, and manufacturing 4 complete sets of fossil replicas.

o Also include extra material for trial kiln firings and glaze trials to establish the correct final product sizing and color.

3.0 DELIVERY

• The completed project will be packaged in hard sided boxes for transport and delivery.

The artwork will be stored at JODA in the hard sided boxes to protect the finished pottery pieces until they are installed on the trail by park staff.

• Deliver entire final art interpretive project - three exhibits made up of four (4) copies of the oreodont, the false saber-tooth cat and the large tortoise shell (in total - 196 high fired, glazed pottery pieces) to:

• Contractor shall pack deliverables to protect pottery fossil replicas from damage. The

Government will verify lack of damage before accepting the shipment. The artist may be held responsible for fabricating and delivering new tactile exhibit pieces if any pieces are damaged. All deliverables shall be shipped with all shipping and transportation costs prepaid. Deliverables shall be shipped with a registered or certified service to ensure that shipments can be traced if lost.

4.0 GOVERNMENT FURNISHED PROPERTY

Three old exhibits – an oreodont, a saber-toothed Cat, and the plastron shell of a large tortoise fossil replicas made of resin and fiberglass - will be provided to the contracting artist for additional reference. These pieces will be safely returned to John Day Fossil Beds National

Monument when the art interpretive project pieces are delivered to the park.

5.0 PLACE

The replicas will be produced at the contractor’s facility.

6.0 PERIOD OF PERFORMANCE

This project is to be completed within 60 days of contract award.
