Statement of Work

Repair Two Air Handler Units

Sugarcane Research Center

5883 USDA Rd

Houma, LA

STATEMENT OF WORK:

Contractor must furnish all labor, materials, and supplies to perform the following work for U. S. Department of Agriculture, Agricultural Research Service, Sugarcane Research Center, 5883 USDA Rd, Houma, LA 70360.

All work must be completed in accordance with all local, state, and federal codes and regulations. All work must meet the manufacturer’s requirements for all equipment used in the project. All work must also meet the requirements of the ARS Facilities and Design Standards (P&P 242.1). The P&P 242.1 document can be found at:

http://www.afm.ars.usda.gov/ppweb/PDF/242-01M.pdf. All work must be accomplished in a professional manner and in accordance with good workmanship and acceptable practice.

Contractor is responsible for inspecting the site and for determining the exact dimensions and requirements of the project with input from site personnel prior to submitting a quote.

Contractor must obtain at own expense all permits, licenses, and inspections required by all local, state, and federal authorities. Contractor must submit written specifications for all materials and supplies to be used and included in the quote.

Contractor’s working hours must be scheduled to coincide with the normal working hours (8am-4pm) at the site.

Should it be necessary to schedule working hours other than normal working hours, the contractor must arrange for access to the work area with the Contracting Officer’s Representative (COR) at the site at least three days prior to the need.

Contractor must notify and schedule utility outages at least 24 hours in advance.

During work, contractor must maintain a safe work area around the site of repair and clearly mark danger areas with cones and safety tape. All unused and demolition materials must be removed from the site by the contractor and must not be placed in the owner’s disposal areas.

The contractor will be responsible for replacing at their cost any property damaged at the site during the construction process.

PROJECT REQUIREMENTS:

1. Lock out electrical to chiller and the 2-AHU’s.

2. Recover refrigerant from the chiller and replace both TXV powerheads.

3. Pull vacuum and charge both circuits back up with recovered freon.

4. Remove the panels from the AHU’s and replace the induced draft motors in both heater sections.

5. Remove and replace the burnt VFD on AHU #2, also reinstall the motor that was removed to access the VFD.

6. Replace the missing vent caps on the 2 AHU’s.

7. Start unit up and check operation.

INSPECTIONS AND COMPLETION:

1. Upon completion of the project, contractor must coordinate a site inspection of the work with the COR.

2. Contractor must remove all excess materials, debris, and equipment from the site.

Site Visit:

Vendors are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a quote is submitted. The site visit must be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.

Contractor must be registered in System for Award Management, (SAM), prior to submitting a quote.

Utilization of Bio-Based Products:

As required by the Farm Security and Rural Investment Act of 2002 and the Energy Policy Act of 2005 (7 U.S.C.

8102(c) (3)), the Offeror certifies, by signing this offer, that bio-based products (within categories of products listed by the United States Department of Agriculture in 7 CFR part 3201, subpart B) to be used or delivered in the performance of the contract, other than bio-based products that are not purchased by the Offeror as a direct result of this contract, will comply with the applicable specifications or other contractual requirements.

The contractor must utilize products and material based from bio-based materials as applicable, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials must be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting

Officers Representative (COR). Products can be found at: https://www.biopreferred.gov

Safety: The contractor must submit a Site Safety Specific Plan/Accident Prevention Plan in industry recognizable format to the Contracting Officers Representative within 14 days of contract award. Contractor must furnish a Site-Specific Safety Plan (SSSP) and the Government shall review the SSSP prior to the beginning work. SSSP must be in typically accepted industry format.

Detailed Quote: Provide all materials, labor, and equipment to fully and successfully complete the work described in this document.

CONTRACTOR RESPONSIBILITY:

1. Contractor must verify all dimensions and quantities of materials and existing site conditions prior to beginning work.

2. Contractor must keep work area clean on a daily basis and take measures to control debris while work is being performed.

3. Contractor must manage the project and consult with the Government prior to beginning all work phases and work in a manner that minimizes the impact of the work on Government operations, research, and functions.

4. Contractor must provide daily reports of work performed to the COR.

5. Contractor must remove and dispose of all construction related materials from all work areas on a daily basis and remove these waste materials from the site on a weekly basis.

6. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, or the onsite facility operations.

7. Contractor must have a superintendent responsible for overseeing this project.

8. Contactor must provide their own restroom facility.

Installation Procedure:

Contractor must verify all dimensions and site conditions prior to beginning work. Contractor must schedule the work between 8:00 am and 4:00 pm, Monday - Friday. The Contractor is required to provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No Government equipment will be available for use by the contractor. Upon completion of the project, the contractor must remove from the premises all accumulated materials and rubbish caused by the project. Premises must be left in a clean, orderly, and acceptable condition.

Damage to Property:

Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities must be repaired or replaced to the satisfaction of the Government.

Inspection and Acceptance:

A government representative will inspect and approve the work performed on this project. The Contractor must schedule an inspection a minimum of 10 days in advance to the Contracting Officers Representative.

Project Schedule:

The completion of this project must not exceed 90 days from date of notice to proceed with the repair of the two

AHU’s at the Sugarcane Research Center. A request for a time extension must be submitted to the Contracting

Officer in writing. Each request must include specific reasons in support of the schedule alteration.
