Air Handler Unit Repair

October 31, 2023

1. Will the contractor be responsible for the HVAC controls?

A. The chillers are controlled by a Siemens system that is separate from this contract. We had the system upgraded a few months ago and it is ready to go.

2. Will the USDA coordinate the HVAC controls separately from this contract?

A. Once the contract is awarded, the plan is to have Siemens and the awardee here at the same time to both work through the system.

3. Has the HVAC controls portion of the project been reviewed by the current control’s contractor to verify functionality?

A. Yes

4. Do the controls currently function?

A. They do, and they are “on” for the purposes of the chiller testing. However, potential awardees will not be able to modify controls as that is done only by Siemens or a representative (we don’t have the software to do it).

5. What are the model number and serial numbers for the chillers and air handlers?

A. Chiller: serial, STNU151200061, model AGZ030EPMME-E00; Air handlers: serial, FBOU161101134 and FBOU161101135, model OAHOO3GDGC.

6. Is this project tax exempt?

A. Yes

7. Is a project specific accident prevention, safety, health, and environmental plan required?

A. No

8. Is a project specific quality assurance plan required?

A. No

9. Can one superintendent cover all supervision, safety, and quality assurance duties?

A. Yes

10. What is OSHA training/certification requirement for contractor’s superintendent/safety personnel?

A. I didn’t think there is a requirement for a specific OSHA training certificate. If there is, disregard.

11. Existing fan motor in AHU #2 is in working order and to be installed as-is. Please confirm.

A. I cannot confirm this. I would assume it is not working.

12. Power conductors for fan motor in AHU #2 are in working order and will be reused. Please confirm.

A. I cannot confirm this. I would assume it is not working.

13. Contractor is to replace-in-kind VFD in AHU #2 with OEM part. Please confirm.

A. Yes

14. No troubleshooting or investigation is required to determine cause for failure of VFD in AHU #2.

Please confirm.

A. No

15. Does USDA wish to replace inline dryers while replacing TXV powerheads?

A. If they are required for proper operation, yes.

16. Controls work, if required, will be provided by others (Siemens) through USDA.

A. Yes

17. Should the liquid driers be replaced on the chillers once the repairs are completed?

A. If they are required for proper operation, yes.
