Attachment A – Scope of Services
ATTACHMENT A
SCOPE OF SERVICES
1. OVERVIEW
The City of Santa Clara (hereinafter “City”) is soliciting bids from qualified contractors to provide all labor, equipment, materials, and supervision to perform sweeping and cleaning services at the Tasman Garage Parking Structure, Franklin Square Mall Parking Lots, and protected bicycle lanes at various locations throughout the City in support of the Department of Public Works
(DPW).
2. GENERAL SERVICE REQUIREMENTS
Contractor shall:
2.1. Comply with all applicable federal, state and local rules and regulations while engaged in the performance of services hereunder.
2.2. Have active licenses and/or permits required to perform the services specified herein.
2.3. Provide services that meet the City’s requirements and to the satisfaction of the City.
The City shall be the sole judge as to whether the workmanship is acceptable.
Contractor shall correct, at its own expense, unacceptable services within five (5) business days after notification by the City.
2.4. Provide protected bicycle lane cleaning, parking lot sweeping and walkway debris clearing services at the locations and frequencies specified herein including all labor, materials, equipment, and supervision.
2.5. Maintain specified locations at the level specified by the City.
2.6. Ensure that contractor’s staff assigned to work on services for the City have a valid and current California driver’s license if a vehicle or equipment will be operated that requires a driver’s license to complete the services.
2.7. Remove all paper, glass, leaves, dirt and other debris from garage floors, parking lots, driveways, walkways, aisles, stairways, pedestrian ramps, recycling area, and around wheel stops, columns and trash cans.
2.8. Use a parking lot sweeper, mechanical broom sweeper, blower, and broom for sweeping and cleaning at both parking garage locations.
2.9. Dispose of all debris generated from sweeping and cleaning. No City or private bins within the City shall be used for debris disposal, and all debris shall be disposed of outside of the City. No debris shall be blown into any landscape, turf areas, adjacent properties or roadways. Removal, diversion and disposal of debris shall be performed at no additional cost to the City.
2.10. Repair or replace, at no cost to the City, all existing improvements that are damaged or removed as a result of its sweeping services.
2.11. Notify DPW Project Manager (Parkways & Boulevards Division) or representative if there is a “No Show” the day of the missed service by 9:00 am on the service day.
This “No Show” shall either be reflected on the monthly billing as a deduction based on a daily rate or the rate that Contractor charges the City for equal work, or an alternate day can be discussed with City representative.
3. SITE SPECIFIC SERVICE REQUIREMENTS
3.1. Franklin Square (See Attachment B for Site Pictures): Franklin Square encompasses the inner area of Monroe Street, Benton Street, Jackson Street and Homestead Road. Contractor shall perform services as follows:
3.1.1. Services shall be performed daily Monday through Sunday between the hours of 7:00 a.m. and 9:00 a.m., except on National or City holidays. No sweeping or blowing of debris shall be performed before 7:00 a.m. per City ordinance for regulation of noise and vibration. 3.1.2. Sweep and/or remove all paper, glass, leaves, dirt and other debris from:
3.1.2.1. Franklin Square Mall parking lot area (parking stalls, driving aisles, ramps and in all the accessible areas) accessible using a parking lot sweeper, mechanical broom sweeper, blower, and broom for sweeping and cleaning;
3.1.2.2. Garbage area where the garbage and recycling dumpsters are located using a parking lot sweeper, mechanical broom sweeper, blower, and broom for sweeping and cleaning;
3.1.2.3. Walkways, aisles, internal aisles, internal sidewalks, pathways, perimeter curb lines, and in all the areas accessible in the Franklin Square Mall using a parking lot sweeper, mechanical broom sweeper, blower, and broom for sweeping and cleaning;
3.1.2.4. Planted areas in the Franklin Square Mall using a parking lot sweeper, mechanical broom sweeper, blower, and broom for sweeping and cleaning; and
3.1.2.5. Areas specified in Figure 1 of this section using a parking lot sweeper, mechanical broom sweeper, blower, and broom for sweeping and cleaning
3.1.3. Empty and clean trashcans in and around the Franklin Square area. The cleaning shall include removing and reinstalling the trashcan liners (not the dumpsters).
3.2. Tasman Parking Garage (Attachment B for Site Pictures): The Tasman Parking Garage (“Parking Structure”) is located at 2525 Tasman Drive, Santa Clara, CA. The parking garage consists of 1,850 parking stalls among six (6) levels. Contractor shall perform services as follows:
3.2.1. Performed the first Monday of each month between the hours of 4:00 a.m.
through 8:00 a.m.;
3.2.2. If the first Monday of the month falls on a Federal or City Holiday, work shall be done the first Tuesday of the same month;
3.2.3. Sweep and/or remove all paper, glass, leaves, dirt and other debris from:

3.2.3.1. All Tasman Parking Garage floor areas (parking stalls, driving aisles, ramps, corners where horizontal surfaces meet vertical surfaces, walking areas, dead spaces) and stairways in each of the six (6) levels of the Parking Structure;
3.2.3.2. All stairways of the Parking Structure;
3.2.3.3. The garbage and recycling area of the Parking Structure where the garbage and recycling dumpsters are located not including the dumpsters; and
3.2.4. Empty and clean trashcans in the Parking Structure. The cleaning shall include removing and reinstalling the trashcan liners (not the dumpsters);
3.3. Protected Bicycle Lane Cleaning (See Attachment B for Site Pictures):
3.3.1. The purpose of the protected bicycle lanes is to separate bicyclists from sidewalk pedestrian traffic and motor vehicle traffic to prevent encroachment.
3.3.2. The City of Santa Clara currently has 26,500 linear feet of protected bicycle lanes. The protected bicycle lanes are 7’ to 8’ wide. These protected bicycle lanes are located at the following locations:
3.3.2.1. Mission College Blvd between Burton Dr and the signal regulated intersection/entrance of 2700 Mission College Blvd. (8,500 linear feet)
3.3.2.2. Lafayette St between Aldo Ave and Reed St (18,000 linear feet)
3.3.3. Additional protected bicycle lanes may be constructed during the term of this contract and may be added to scope upon construction. Rates for cleaning additional protected bicycle lanes shall be charged at the same rate provided with this bid.
3.3.4. Contractor shall perform services as follows:
3.3.4.1. Services shall be performed in industrial zoned areas the first
Monday of each bi-weekly period between the hours of 3:00 a.m.
through 6:00 a.m.;
3.3.4.2. Services shall be conducted in residential zoned areas the first Monday of each bi-weekly period between the hours of 7:00 a.m.
through 3:00 p.m.;
3.3.4.3. If the first Monday of the month falls on a Federal or City Holiday, work shall be done the first Tuesday of the same month; and
3.3.4.4. Clean and/or remove and dispose of all paper, glass, leaves, dirt and other debris from all the protected bicycle lanes outlined in section 3.3 including the gutter up to where the curb face and gutter meet.
4. INVOICE REQUIREMENTS
4.1. Contractor shall invoice the City on a monthly basis for services provided by Contractor during the preceding month on an invoice and in a format approved by the City and subject to verification and approval by City. City will pay Contractor within thirty (30) days of City’s receipt of an approved invoice.
4.2. Invoice shall include at a minimum the below information:
