Performance Work Statement Newlands Remotely Sensed Multispectral Imagery

December 2021

1.0 Background

The United States Bureau of Reclamation (Reclamation), Lahontan Basin Area Office (LBAO), requires remotely sensed data of the Newlands Project irrigation area to be collected a total of 9 times. The imagery is used to identify areas that have been irrigated during the normal irrigation season on the Newlands Project. Such monitoring is required by the Operating Criteria and Procedures for the Newlands Reclamation Project, Nevada

(43 CFR 418) (OCAP).

This requirement is for acquiring multispectral (blue, green, red, near infrared) corrected remotely sensed imagery of the Newlands Project. Imagery collection is typically required nine times a year during the irrigation season (between March 15th and November 15th). During abnormally wet or dry years, fewer images may be required.

The remaining images should be collected the following year. The general area of interest is from the western edge of Fernley, Nevada, to the eastern edge of the Stillwater National Wildlife Refuge to the southern edge of Carson Lake and Pasture near Fallon, NV. The contractor will provide all necessary services to acquire the digital imagery per Reclamation specifications.

2.0 Scope

2.1 Objective

The objective of this contract is to acquire multispectral (blue, green, red, near infrared) corrected remotely sensed imagery of the Newlands Project.

2.2 Project Area

A specific area of interest (AOI) polygon for the area to be collected is attached (Attachment 1). The total AOI area is 887 square kilometers and includes all or part of the following townships (all Townships are North, all Ranges are East, Mount Diablo Base and Meridian): T17R28; T17R29; T18R28; T18R29; T18R30; T19R26; T19R27;

T19R28; T19R29; T19R30; T19R31; T20R24; T20R25; T20R26; T20R28; T20R29;

T20R30; T20R31; and T21R30. For an exact outline of the area for imaging, see Figure 1 below. A zip file of the ArcGIS shape files of the project area is also provided as an attachment (Attachment 2).

2.3 Imagery

Remotely sensed imagery is typically required nine (9) times a year during the irrigation season.

The eight (8) multispectral image packages shall be collected approximately once a month beginning in March 2022 through November 2022. One (1) panchromatic and high-resolution multispectral image package shall be collected in the June to September 2022 time frame for a total of nine (9) collections.

Images shall have less than 10% cloud coverage. In abnormally wet or dry years, less images may be required, as determined by the Contracting Officer’s Representative (COR). If nine (9) image collections are not needed in the year 2022, the additional image collections shall be collected and provided the following year in 2023 – beginning in March 2023.

Data packages shall be delivered within six (6) weeks following an image acquisition if downloaded and processed by the contractor.

2.4 Deliverable Specifications

Image Specs: • 8 remotely sensed data packages with a minimum of a 3-meter multispectral (Blue, Green, Red, Near Infrared) imagery

• 1 remotely sensed data package with a minimum of a 0.5-meter panchromatic resolution and 2-meter multispectral resolution

Image Quality: Less than 10% cloud cover over project area

Image Orientation: Map (north up)

Horizontal Datum: NAD83

Earth Ellipsoid: GRS1980

Resampling Technique: CC (cubic convolution)

Terrain Correction: To standard 1:24,000 map accuracy or better

Format: Geotiff

Output Medium: FTP

Image Naming Conventions: <sensor>_PathRow_mm/dy/yy_band.tif

Examples:

• S5_535270_081411_pan.tif (panchromatic band)

• S5_535270_081411_ms.tif (multispectral bands)

3.0 Type of Contract

The government will award a firm-fixed price (FFP) type contract.

4.0 Period of Performance

March 1, 2022 - December 31, 2022

5.0 Administrative Information

5.1 Recognized Holidays:

The Contractor is not required to perform services as recognized on the following holidays:

New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Independence Day Christmas Day

5.2 Hours of Operations

The contractor is responsible for conducting business, between the hours of 8 AM to 5 PM, Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

5.3 Place of Performance

The work to be performed under this contract will be performed at the contractor’s facility.

5.4 Security

The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use, if furnished.

6.0 Delivery

Digital data is to be provided for download via a secure, government approved File Transfer Protocol (FTP). The contractor shall keep the data available for the life of the contract.

7.0 Government-Furnished Property

The Government is not furnishing any equipment, services, facilities, etc. for this contract.

8.0 Applicable Publications (Current Editions)

Not applicable.

9.0 Tasks

Task 1 – Collect and deliver eight (8) multispectral image packages once a month from March 2022 through November 2022

Task 2 – Collect and deliver one (1) panchromatic and high-resolution multispectral image package in the June to September 2022 time frame

10.0 Performance Assessment and Disincentives

(a) Monitoring Performance. During the course of the evaluation period, the COR will track Contractor performance. Interim (mid-term) evaluations may be provided to identify strengths and weaknesses in the Contractor's performance during the period being evaluated. At the end of the period, the COR will assess the Contractor's performance in accordance with the Quality Assurance Surveillance Plan (QASP) and report to the Contracting Officer.

(b) Contractor Self-Assessment. Following each evaluation period, the Contractor may provide a written self-assessment of its performance to the COR to be considered in its report to the Contracting Officer. The self-assessment shall be submitted not later than 5 working days after the end of each evaluation period. The self-evaluation shall not exceed 1 page per PRS element. The self-assessment shall address both the strengths and weaknesses of the Contractor's performance during the evaluation period. Where deficiencies in performance are noted, the Contractor shall describe the actions planned or taken to correct such deficiencies and avoid their recurrence. The self-assessment itself will NOT be the basis for the Disincentives determination.

(c) COR Recommendation. The COR will consider all evaluations and any other pertinent information, including Contractor self-assessment, and will prepare a report to the Contracting Officer with findings and recommendations. The Contractor will be provided a copy of the draft findings and recommendations of the COR and will be afforded the opportunity to identify factual errors. The COR's draft recommendation is not subject to negotiation and the COR will not engage in discussions with the Contractor. Any errors identified by the Contractor will be addressed by the COR in its final report. The Contractor will be provided a copy of the final COR report at the same time the report is submitted to the Contracting Officer.

(d) Invoicing. The Contractor shall submit one copy of all payment invoices, with the appropriate backup documents to the COR. The COR will determine if the invoice is complete and proper as submitted. The COR also will determine if billed services have been satisfactorily performed and if expenses billed are correct. If it is determined that the amount billed is incorrect, the COR will, within seven days, request the Contractor to submit a revised invoice. The Contractor shall specifically identify his invoice “Final Invoice.” The Final invoice shall include the remaining payment claimed to be due under the basic contract and all modifications issued, if any. The final invoice shall also have the Contractor’s Release of Claims Certificate attached.

(e) The Quality Assurance Surveillance Plan is one evaluation method the government uses to surveillance performance to determine whether the Contractor meets the standards of performance as defined in the PWS. The absence of a QASP for any contract requirement, however, shall not detract from its enforceability or limit the rights or remedies of the government under any other provision of the contract in determining the quality of the Contractor performance.

Contractor shall comply with the Performance Work Statement (PWS) in accordance with the Scope of Work and Tasks 1-2.

(a) Timeliness: Remotely sensed multispectral imagery is collected within the desired timeframe/during the specified months and data packages delivered within six (6) weeks following an image acquisition 99% of the time.

(b) Quality: Deliverable specifications are met as stated in section 2.4 of the PWS. Quality of images meets the standards as stated in the PWS 99% of the time.

Comparison of the performance and submittals date(s) to the Government’s specified dates.

Periodic COR surveillance.
