Questions and Answers

Q1: Do you have coordinates or a more specific description of the area?

A1: The approximate coordinates are 39.4749° N, 118.7770° W. The shapefile provides the best information about the area. Solicitation Attachments also gives a pretty good overview.

Q2: What are the payment terms for this contract?

A2: This requirement will be invoiced per completed image package. There are 9 total images.

Q3: would USBR be interested in a proposal to provide imagery of this area in 2023 and/or 2024 as well if it would reduce the unit price of the imagery?

A3: We would like to contract on a yearly basis to allow for flexibility. We are not interest in a multiyear contract.

Q4: Are these contracts relating to remotely multispectral imagery common and/or frequent to your organization/department?

A4: Yearly contracts in our department. The organization might also have contracts relating to remotely multispectral imagery.

Q5: When it comes to competition (no names required), are there a lot of bids received for this type of request?

A5: We do seek competition for this type of work.

Q6: Based on the IT requirements, it looks like a PIV card is required by your department in order to access your system for data transfer. Is this something that can be accomplished in advance of contract awards?

A6: As stated in PWS, “Digital data is to be provided for download via a secure, government approved File Transfer Protocol (FTP). The contractor shall keep the data available for the life of the contract.”

PIV card is not required, and the data transfer will occur after the contract is awarded. The contractor shall provide a secure, government approved FTP for our personnel to access these files. We would be retrieving files from a system the contractor hosts.

Q7: Does your department provide assistance with getting compliant as it relates to IPv4 and IPv6 requirements?

A7: Our department doesn’t provide assistance with getting compliant as it relates to IPv4 and IPv6 requirements.
