LABOR CATEGORY DUTIES AND QUALIFICATIONS
a) Project Lead Manager (With ATF Clearance and Top-Secret DOJ) Direct all activities in support of the Raven’s Challenge Program Manager and responsible for directing and administering critical duties that include but are not limited to:
1. Oversight and coordination of all contracted employees activities obligated to support of the program.
2. Development and oversight of all exercise scheduling for participants and controllers.
3. Manages the application and tracking of ODC expenditures, which include travel, and purchase of supplies and equipment to effectively conduct program execution.
4. Oversees exercise writing, documentation protocols, development of scenarios and
Ground Truth documents to endure compliance with HSEEP protocols.
5. Supports Program Manager at professional conferences, symposiums and other public engagements designed to promote and enhance the program, as directed.
6. Oversees and manages all deliverables.
7. Performs liaison between Public Safety Bomb Squads and Joint Service Military
Explosive Ordnance Disposal elements to insure full implementation of exercise goals and objectives.
8. Has purchase authority for ODC equipment and supplies procurement.
Qualifications Required:
1. Ability to obtain a Top-Secret Clearance and must be currently ATF Cleared for
ATF Systems access.
2. Bachelor’s Degree or equivalent experience.
3. Graduate of US Navy Explosive Ordnance Disposal School and have over 15 years of operational Explosive Ordnance Disposal experience.
4. Two (2) years of experience in managing large scale Public Safety Bomb Squad and Military EOD Exercises.
5. Two (2) years of experience in managing the RFMSS web interface.
6. Two (2) years of experience coordinating with Army FOUPS and COUPS for integrating exercise requirements.
7. Two (2) years of experience supporting Raven’s Challenge Exercises as an OC or primary staff.
8. Fully qualified in all Homeland Security Exercise and Evaluation Program
(HSEEP) requirements, completed HSEEP Basic Certification K0146 and certified as a Master Exercise Practitioner Program (MEPP) Course K0136 from FEMA Emergency Management Institute.
9. Fully competent in all Microsoft Office Suites.
b) Subject Matter Expert for Public Safety Hazardous Devices /Exercise Coordinator (With ATF Clearance and Secret DOJ). Coordinate all activities in support of the Raven’s Challenge Program Manager and Project Lead and for coordinating direct exercise support to:
1. Assists with the development of exercise plans and operations. Develops scenarios relevant to exercise execution and coordinates the logistics to support the scenarios and enhancement of realism.
2. Develops device designs to support the Program Managers exercise guidance and maintains a device menu to support the multi-year training plan.
3. Coordinates with EOD/PSBS logistics SME to determine supplies and equipment needed for each scenario and overall site support. Assist in deployment of equipment and supplies to exercise locations as directed.
4. Assist with maintenance of bench stock of supplies and movement of logistical train in support of the program.
5. Assist with the determining EOD Specialized tools and operational explosives load requirements for exercises.
6. Assists with coordination of training sites and observer controllers to insure compliance Program Managers Exercise Guidance and safety requirements.
7. Assist with the determining EOD Specialized tools and operational explosives load requirements for exercises.
8. Deploys as directed for exercise site surveys and future site coordination.
9. Has purchase card and authority for procurement of ODC supplies and equipment as directed by COR.
10. Assists with exercise writing, documentation protocols, development of scenarios and
Ground Truth documents to endure compliance with HSEEP protocols.
11. Supports Program Manager at professional conferences, symposiums and other public engagements designed to promote and enhance the program, as directed.
12. Performs liaison between Public Safety Bomb Squads and exercise management to insure maximum participation communication.
13. Instruct OC and participants in methods and procedures as required.
1. Ability to obtain a Secret Clearance and must be currently ATF Cleared for ATF Systems access.
2. Bachelor’s degree or equivalent experience.
3. Graduate of the FBI Hazardous Devises School at Redstone Arsenal and have over 15 years of operational Public Safety Bomb Squad experience.
4. Two (2) years of experience in assisting in the management of large scale Public Safety
Bomb Squad and Military EOD Exercises
5. Two (2) years’ experience in all Homeland Security Exercise and Evaluation Program requirements and completed HSEEP Basic Certification K0146.
6. Two (2) years of experience supporting Raven’s Challenge Exercises as an OC or primary staff.
7. Demonstrated knowledge relative to the handling of commercial and military explosive as well as security and storage.
8. Fully competent in all Microsoft Office Suites.
c) Subject Matter Expert for Explosive Ordnance Disposal /Exercise Coordinator (With ATF Clearance and Top-Secret DOJ). Coordinate all activities in support of the Raven’s Challenge Program Manager and Project Lead and for coordinating direct exercise support to:

5. Assist with the determining EOD Specialized tools and operational explosives load requirements for exercises.
6. Operates Command Post for White cell and C2 functions of the exercises. Assists with coordination of training sites and compliance with safety requirements.
7. Deploys as directed for exercise site surveys and future site coordination.
8. Has purchase card and authority for procurement of ODC supplies and equipment as directed by COR.
9. Assists with exercise writing, documentation protocols, development of scenarios and
Ground Truth documents to endure compliance with HSEEP protocols.
10. Supports Program Manager at professional conferences, symposiums and other public engagements designed to promote and enhance the program, as directed.
11. Performs liaison between Military Explosive Ordnance Disposal Units and International participants to insure maximum participation communication.
12. Instruct OC and participants in methods and procedures as required.
1. Ability to obtain a Secret Clearance and must be currently ATF Cleared for ATF Systems access (Within 3 months).
2. Bachelor’s Degree or equivalent experience.
3. Graduate of the Naval School Explosive Ordnance Disposal and have over 15 years of operational Explosive Ordnance Disposal experience.
4. Two (2) years of experience in assisting in the management of large scale Public Safety
Bomb Squad and Military EOD Exercises
5. Two (2) years of experience in all Homeland Security Exercise and Evaluation Program requirements and completed HSEEP Basic Certification K0146.
6. Two (2) years of experience supporting Raven’s Challenge Exercises as an OC or primary staff.
7. Demonstrated knowledge relative to the handling of commercial and military explosive as well as security and storage.
d) Senior Cost/Financial/Budget Analyst (With ability to obtain ATF Clearance) Direct assistant to the Raven’s Challenge Program Manager and responsible for administering critical duties that include but are not limited to:
1. Administration of all E2 Travel functions to include review and ability to edit and correct travel settlements.
2. Maintenance of the management spreadsheets that guide the entire budget and expenditure process associated with the program. This includes charge card reconciliation of program purchases, travel and other expenditures.
3. Manages the Blanket Purchase Agreement (BPA) process for up to twenty different BPA’s utilized to execute the program
4. Manages professional correspondence required by the program in multiple formats, to include official Bureau correspondence at the Senior Executive level.
5. Assists the Program Manager and Project Lead with the management of the registration databases as they pertain to participants and exercise administration.
6. Assist in locating and contracting suitable lodging for all Participants at all exercise sites.
7. Development of official travel orders and instructions for 800-1000 participants and 300- 400 exercise support personnel on an annual basis.
8. Deployment to exercise onsite support at multiple locations throughout CONUS for up to ten days on four to five venues per year.
9. Support Program Manager at Trade Shows and other official conferences to promote the Raven’s Challenge program.
10. Managing certificates and training validation for all participants and exercise support personnel.
11. Processes RQs and Invoices for the program in the Unified Financial Management Systems.
1. Ability to obtain an ATF Clearance for ATF Systems access.
2. Five (5) years of experience in managing DOJ E2, UFMS, and LMS.
3. Two (2) years of experience in operating with AWS hosted public facing website
4. Fully competent in all Microsoft Office Suites.
e) Senior Technical Writer and Exercise Documenter (With ATF Clearance with Secret Clearance) Document all aspects of exercise and all activities in support of the Raven’s Challenge Program Manager and responsible for maintaining exercise documents and developing all required exercise compliance documents. Critical duties that include but are not limited to:
1. Development and oversight of all exercise supporting documentation that are required for HSEEEP compliance.
2. Management of VIP coordination and development of VIP invitation as directed by Program Lead and Program Manager
3. Develops MSEL, Ground Truth Documents, Participant and Observer /Controller feedback and surveys.
4. Responsible for capturing exercise metrics and the development of the After Action Review.
5. Oversees exercise writing, documentation protocols, development of scenarios and Ground Truth documents to endure compliance with HSEEP protocols.
6. Conduct detailed research, analysis and cataloging of IED information from current real-world sources.
7. Develop feedback data management to identify key exercise metrics. Review data, collect metrics and perform statistical analysis to make recommendation to remediate/eliminate underperforming scenarios.
8. Supports Program Manager at professional conferences, symposiums and other public engagements designed to promote and enhance the program, as directed.
9. Advises PM and project lead of changes in the HSEEP program that have an impact on the management and execution of the exercise.
1. Ability to obtain an ATF Clearance for ATF Systems access.
2. Bachelor’s Degree or equivalent experience.
3. Two (2) years of experience in documenting large scale Public Safety Bomb Squad and
Military EOD Exercises.
4. Four (4) years of hands-on experience in HSEEP compliant exercises
5. Two (2) years of experience supporting Raven’s Challenge Exercises as an OC or primary staff.
6. Fully qualified in all Homeland Security Exercise and Evaluation Program. requirements and completed HSEEP Basic Certification K0146.
7. Fully competent in all Microsoft Office Suite
f) Subject Matter Expert for Military EOD & PSBS Logistics/Exercise Coordinator (With ATF Clearance and Top-Secret DOJ). (Half-Time / 956 hours per year) Coordinate all activities in support of the Raven’s Challenge Program Manager and Project Lead and for coordinating direct exercise support to:
1. Assists with the development of exercise plans and operations. Coordinates the logistics to support the scenarios and enhancement of realism.
2. Determines supplies and equipment needed for each scenario and overall site support. Assists in deployment of equipment and supplies to exercise locations as directed.
3. Assist with maintenance of bench stock of supplies and movement of logistical train in support of the program.
4. Assist with the determining EOD Specialized tools and operational explosives load requirements for exercises.
5. Deploys as directed for exercise site surveys and future site coordination.
6. Has purchase card and authority for procurement of ODC supplies and equipment as directed by COR.
7. Ensures all exercise support equipment (Bomb Tech PPE, Home Station
Equipment, etc) is maintained in a manner that it is always ready for deployment. (Batteries charged, computer systems updated, etc)
8. Supports Program Manager at professional conferences, symposiums and other public engagements designed to promote and enhance the program, as directed.
9. Performs liaison between Military Explosive Ordnance Disposal Units and International participants to insure maximum participation communication.
10. Instruct OC and participants in methods and procedures as required.
1. Ability to obtain a Secret Clearance and must be currently ATF Cleared for ATF
Systems access (Within 3 months).
2. Bachelor’s degree or equivalent experience.
3. Graduate of the Naval School Explosive Ordnance Disposal or FBI Hazardous
Devices School and have over 15 years of operational Explosive Ordnance Disposal/Bomb Squad experience.
4. Two (2) years of experience in assisting in the management of large scale Public Safety Bomb Squad and Military EOD Exercises
5. Two (2) years of experience in all Homeland Security Exercise and Evaluation Program requirements and completed HSEEP Basic Certification K0146.
6. Two (2) years of experience supporting Raven’s Challenge Exercises as an OC or primary staff.
7. Demonstrated knowledge relative to the handling of commercial and military explosive as well as security and storage.
