REQUIREMENTS / SALIENT CHARACTERISTTICS

STATEMENT OF NEED REQUIREMENTS

Provide Replacement of VSD Logic Board

Furnish all supervision, labor, material, and equipment necessary to provide the items listed below. Items listed below are to be delivered to the Mundt Federal Building, EROS Data Center, Sioux Falls, South Dakota. Normal duty hours are Monday through Friday, 7:30 a.m. to 4:00 p.m.

Items to be accomplished:

The USGS/EROS Center for Science/Facility Management Office is requiring the replacement of a VSD (Variable Speed Drive) logic board on a JCI (Johnson Control Incorporated) control unit located at the Mundt Federal Building. The logic board is required for control of chiller #2 located in the mechanical room servicing computer rooms 2 and 3. The control board relays to the existing Honeywell (BAS) Building Automation System on a constant basis. This Statement of need will involve the purchase of a logic board on a BNE (brand name or equal) basis to logic board. The BNE will be for JCI (Johnson Control Incorporated) logic board with part number listed below.

Overview:

The current VSD logic board is located within a JCI control unit (PN: 371-05614-102/Model: HYP490XH30B-46 SN:

BYM-003) controlling a York Magnetic Centrifugal Chiller (Model: YMC/2 SN: SCDM485420) which was installed in 2016. The logic board located in the control unit supplies all aspects of operation to the BAS. Currently the board has been giving false negatives during operation requiring manual oversite and manual restart if the unit fails during operation. The unit is an integral part of building HVAC (Heating, Ventilation, Air Conditioning) activities servicing computer rooms 2 and 3 in the Data Handling Building. In the event of a failure of the VSD logic board, the issue could lead to the possibility of the mission being unable to be carried out as without the chiller operation, the HVAC failure would lead to shut down due to excessive heat.

Hardware Specifications:

Logic Board: 490A Replacement kit/PN: 33102911610

Software Specifications/Install: Install of above listed hardware shall include all required software, patches, bugs/fixes, engineering fees, troubleshooting, and support for successful coordination into the BAS. Install to be performed by certified OEM technician.

OTHER REQUIREMENTS:

A. The contractor shall be responsible for complying with all National, Federal, State and local laws, codes and regulations in connection with the execution of the work.

B. Any changes affecting the scope of work shall originate from or be approved by the Contracting Officer.

C. Work will be requested by the Contracting Officer's Representative, COR, when needed, by telephone. A written Work Order will be supplied with each request. The Work Order will specify quantities required, locations, special instructions and completion time agreed to by the Contractor and COAR.

D. All materials and workmanship shall be subject to the inspection and approval of the Contracting Officer or the COR.

All work unsatisfactorily performed shall be promptly corrected and made acceptable to the Government at no additional cost.

Attachment A – 140G0125Q0089 Page 4 of 42
