Sample Order 2 Bulk Helium Order
PURCHASE DESCRIPTION
Statement of Need and Purpose:
The government has a requirement for bulk liquid helium to supply the NINDS Laboratory of Functional and Molecular Imaging for initialization of new equipment.
Background Information and Objective:
The Laboratory of Functional and Molecular Imaging is home to an ultra-high magnetic field 11.7T human MRI scanner, one of the highest field magnets with such a large bore in the world.
This purchase is part of a multi-million-dollar project to install the strongest magnet built to date for human MRI at the NIH. The helium is needed to cool down and fill the magnet after re-installation. The magnet schedule is subject to change, as it requires coordination with the magnet manufacturer and installers and requires the contractor’s capability and flexibility to deliver successfully. The start of the 12-week liquid Helium delivery for the equipment start-up is estimated to be May of 2023.
In addition, to maintain continuing use of this magnet, windings are immersed in liquid helium, and then held in a vacuum to lower the temperature to around 2 Kelvin. This enables the magnet to operate in a superconducting state at this high field. The vacuum and continuous boiloff of the liquid helium requires that the helium be refilled periodically. For this magnet, the volume required for refilling is 500 liters, which is required approximately every six weeks. This contract will include helium for the initial cooldown, startup energizing, and initial maintenance.
Generic Name of Product: Liquid Helium
Purchase Description: HELIUM REQUIREMENT
Salient Characteristics:
Bulk Helium Order:
Following is a typical schedule that may be required. The anticipated delivery schedule and quantity requirements equipment Start-up are summarized as follows below.
week Minimum Quantity (in liters)
Maximum Quantity (in liters)
1 8000 11000
2 8000 11000
3 3000 3000
4 0 0

12 1000 2000
Total: 25000 35000
This delivery Order will support the 12-week start-up of the 11.7T MRI Scanner (including Initial Cooldown and Startup Energizing System). Communications with the Contractor and the NIH are essential for ensuring delivery of the quantities specified for the 12-week start-up during the base year.
The desired delivery date after receipt of order for the start-up is as follows.
Initial Cooldown
• Start date must be mutually agreed upon by both parties and must be within the Contractor’s proposed lead time.
• Weeks 1-3: Anticipate needing an average of 5,000-6,500 liters each week
Startup Energizing System
• Start date must be mutually agreed upon by both parties and is dependent on the completion of the initial cooldown.
• Weeks 4-12: Anticipate needing an average of 1,000 - 1,500 liters each week
Delivery Address:
National Institutes of Health Laboratory of Functional and Molecular Imaging, NINDS, NIH Bldg 10 -- Clinical Center, NMR Research Center B1 NMR Loading Dock, NMR Research Center 10 Center Drive Bethesda, MD. 20892
Tanks shall be delivered and picked up at the following location:
