2021 Wake Island HTRW Survey

Facility: 400 Condition: Significantly Damaged Former Dining Facility Utilization: Mostly abandoned, one section is in use (as storage) Currently Hazardous Storage, Base Size: 8,200 Square Feet Year Built: Unknown

Construction: Asbestos roof panels and transite wall boards. Building is severely storm damaged. All electrical systems are destroyed, and large areas of the roof structure are missing.

Remaining walls are in reasonably good condition; however, some areas are cracked and broken. Large areas of roof are completely missing. Building has been marked for demolition.

Chugach Environmental Department has asked to continue using this facility as a Hazardous Waste Storage Facility. To continue use of this facility for this purpose, certain upgrades should be accomplished to bring the facility into compliance with Fire and Life Safety Codes and Environmental requirements for a facility of this type. These would include adequate fire alarm/suppression systems, containment systems, forklift access, electrical and lighting systems. Because portions of the roof remain relatively intact and able to provide at least some shelter from rain, and the building is located away from more populated areas, continuing to use this facility as a Hazardous Waste Facility should pose no inordinate hazards and is better than storing hazardous materials outside. Current materials being stored here include:

HAZMATs, empty barrels and containers. A map of the building location can be seen in Appendix 1.

It appears that abatement had begun and then was abandoned.

Asbestos samples were not collected in 2021. Results from 2007, 2010, and 2016 are provided in Appendix 4.

Lead and PCB Paint Found in Building 400 (estimated quantities)

LBP or coatings were identified in the following:

The following table shows paint samples collected in 2021 and analyzed for lead, toxicity characteristic leaching procedure (TCLP) lead, and polychlorinated biphenyls (PCBs). Complete 2021 results are provided in Appendix 3.

One TCLP sample was collected from the representative waste stream and results were 0.381 mg/L, which is lower than Resource Conservation and Recovery Act (RCRA) landfill limits.

Toxicity characteristic for lead is defined in 40 CFR 261.24.

Overall, PCBs in paint do not appear to be an environmental concern. Paint on metal does not constitute a leachability hazard and therefore all metal materials with PCB amended paint can be readily landfilled in an EPA permitted landfill per 40CFR 761.62(b). The highest concentration of total PCBs from the 2021 sampling events was 0.631 mg/kg (2021 Sample ID W0400‐002LP).

ICSA/ICSAB Statement For the ICP-MS analysis, the ICSA solution contains analyte concentrations which are verified trace impurities indigenous to the purchased standard.

Continuing Calibration Blanks (CCB) Requirements All continuing calibration blanks(CCB) bracketing the sample in this SDG did not meet the acceptance criteria for lead. The samples bracketed by this CCB, however, contained the element with a concentration at least ten times greater than the concentration in the CCB. This indicates that any contribution to the concentration of these elements in the samples from potential laboratory contamination would be minimal. ICP-MS.

Preparation/Analytical Method Verification Method SW-846 3050B is not a total digestion technique for most samples. It is a very strong acid digestion that will dissolve almost all elements that could become environmentally available. By design, elements bound in silicate
