Block 11.e.: Contractor is only required to be physically present in an area containing classified information. Actual knowledge of, generation, or production of classified information is not required for performance of the contract. Cleared personnel are required to perform this service because security measures which are in force do not preclude access to classified information.

NISPOM Section 3. Reporting Requirements: 1-303. Reports of Loss, Compromise, or Suspected Compromise: Any loss, compromise or suspected compromise of classified information, foreign or domestic, shall be reported to the Cognizant Security Agency (CSA) within 24 hours to: karon.joyner-bowser@ssp.navy.mil and suanne.carnaghi@ssp.navy.mil.
Additionally, in conjunction with reporting to SPHQ, any incident(s) occurring at the SWFs, NOTU, or PMOs, shall be reported to the Local Security Manager thru the Industrial Security Specialist (ISS) within 24 hours as follows:

Personnel Clearance (PCL) is valid for access to classified information at the same or lower level of classification as the level of the clearance granted. An interim SECRET PCL is valid for access to classified information at the level of the eligibility granted, except for RD, COMSEC Information and NATO Information.
All contractor personnel performing at SWFLANT or SWFPAC in support of an SPHQ classified contract will require a SECRET PCL. An Interim SECRET PCL will be accepted.
Personnel designated as derivative classifiers shall receive derivative classification training prior to access from the contractor's Facility Security Officer (FSO). The FSO shall ensure personnel receive initial and annual training during the life of this contract. Evidence of completion, training certificates or equivalent, shall be provided to the Information Assurance Manager no later than the individual's due date.
Blocks 10.j and 11.l: All documents generated under this contract and contain CUI materials must be marked in according to the DODI 5200.48 marking requirements. SSP CUI material, including electric transmission thereof, will be protected and handled as specified in the latest version of SSPINST 5230.11.
Block 11.j. Have Operations Security (OPSEC) Requirements: The contractor will apply OPSEC to enhance protection for classified and unclassified critical information. While the documents identified in references below provide details on the development of OPSEC programs and implementation of OPSEC analyses, the requirements below provide the minimum standards for OPSEC application directed in this contract:
a) The contractor manager or a delegated OPSEC coordinator will be familiar with OPSEC as described in National Security Decision Directive Number 298, DoD Directive 5205.02E, DoD Manual 5205.02, SECNAVINST 3070.2A, and NTTP 3-13.3M/MCTP 3-328.
b) Military Service and COCOM OPSEC guidance (Joint Publication 3-13.3, CJCS Instructions, and appropriate Service or COCOM issuances) may also apply if the contracted activity is performed in a Service or COCOM operational environment. If performance is conducted in a tenant arrangement within a Service or COCOM environment and a conflict is identified in local guidance, forward concerns through the COR to the OPSEC Program Manager for clarification.
Personnel will comply with OPSEC measures and program requirements established at the government site/program. Personnel supporting the contract will protect details described on the Critical Information List (CIL) provided by the COR as proprietary to the government.
All personnel supporting the contract will receive initial and recurring (at least annually) OPSEC awareness training that identifies relevant threat information including techniques used by adversaries to obtain classified and unclassified critical information, directed OPSEC measures, OPSEC coordinator contact information, and reporting requirements. The OPSEC coordinator will maintain training records that can be reviewed during assessments or compliance inspections.
OTHER GUIDANCE FOR HANDLING AND PROTECTING:
DoD 5220.22, Volume 2, National Industrial Security Program, Industrial Security Procedures, Chapter 11, Section 4, the following are applicable to SSP Program of Record (POR) Systems (i.e. Federal Information Systems, Information Technology Systems) located at contractor facilities:
a. SSP is the Information System Owner (ISO) and the Information Owner (IO) responsible for approval of applicable security controls for SSP POR Systems.
b. As established in OPNAV INST 5239.1D, U.S. Navy Cybersecurity Program; SSP is the Security Control Assessor (SCA) responsible for the assessment and the Authorizing Official (AO) responsible for the authorization of SSP POR Systems.
c. DCSA is the cognizant security office (CSO) responsible for assessment and authorization of the physical and environmental protection for the spaces where the SSP POR systems are located at contractor owned facilities or government owned contractor operated facilities.
d. SSP POR systems shall be developed, authorized, and maintained in accordance with SSP INST 5239.7B.
Any system processed by DCSA for an authorization decision and after the authorization decision has been rendered, per the SCG, artifacts to these systems are CLASSIFIED. Therefore, the contractor is NOT to upload these systems into eMass; the contractor is to leave these on the local system.
Designation of Information Technology (IT) Levels - Contractor personnel occupying Information Systems Positions designated IT-1, IT-2, and IT-3. DoD military, civilian personnel, consultants, and contractor personnel performing on government automated information systems must be assigned to one of three position sensitivity designations (in accordance with STIG ID: PE-04.02.01 Rule ID: SV-42709r2_rule Vuln ID: V-32372) and MINIMALLY investigated as follows:
