4. IDENTIFICATION OF STATUTORY AUTHORITY PERMITTING OTHER THAN
FULL AND OPEN COMPETITION:
The statutory authority permitting other than full and open competition is Title 10, U.S.C.
2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The RFID Tables (Impinj) brand name is essential to the Government’s requirements and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.
The DSS Program Management conducted research for comparable products. It consulted GSA Advantage/eBuy and the Open Market for the requested RFID Tables. There are no similar products that meet the Agency’s needs. These are specialized items that have to be built and custom made. The RFID Tables with Single RFID Implinj Reader and 2 Antenna are the only approved products that meet and fulfill the DSS, J62D requirement. The Brand Name Description for this acquisition effort is considered to be essential for the Government to meet mission requirements, and to meet the Government’s needs.
Technical Characteristics for the RFID Tables with Single RFID Implinj Reader and 2 Antenna are:
• The RFID Table is 72" Length x 30' Width x 45" Height.
• The RFID Table must have wheels.
• The RFID Table must be installed on-site.
• The RFID Table must be installed with a Single RFID Implinji Reader attached.
• The RFID Table must be installed with 2 antenna attached.
• The RFID Table must installed so it is able to automatically read all Passive RFID
(pRFID) tags associated to those particular issue line items and populate the recruits' clothing records.
5. DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE
QUALIFICATION OR THE NATURE OF ACQUISITION REQUIRES USE OF CITED
AUTHORITY:
The current requirement is for RFID Tables. The required support is a sole source requirement, and the vendor is the only authorized vendor which can supply the RFID Tables & support. During market research on both GSA E-Buy & Open Market, the results gleaned that was the only technically acceptable and interested vendor that can support this urgent requirement. Based upon the information gathered, the Contracting Officer has arrived at a decision to issue the subject requirement as a Combined Synopsis/Solicitation via Open Market on an “Unrestricted” basis and the potential awardee is a small business.
6. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG
SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON
MARKET RESEARCH WAS NOT CONDUCTED.
To provide the best value to the Government, the requirement for Market Research was accomplished by searching for authorized resellers of RFID Tables with Single RFID Implinj Reader and 2 Antenna. Two (2) resellers were identified and requests for quote were issued, and both responded with a quote, only one vendor was technically acceptable.
It was determined the RFID Tables are specialized items and are not average off-the-shelf products that are sold on the market every day. They are specialty products that have to be built and installed on-site. Two quotes were submitted for this requirement. provided an Open Market Quote for tables, shipping and handling, and installation (travel included).

A Technical Support Specialist (TSS) would have to complete installation locally at each site, so their quote was not included in the IGCE estimate.
7. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION.
RFID Tables with Single RFID Implinj Reader and 2 Antenna are the only DLA-approved hardware products to meet DLA IA requirements for this procurement. The Government requires RFID Tables that will be used at various RTCs, and this procurement is essential for the DSS Portfolio, J62D for Troop Support.
8. STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO
REMOVE OR OVERCOME ANY BARRIERS TO COMPEITTION BEFORE ANY
SUBSEUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED:
DLA continues to exercise competition as often as possible and is required to conduct ongoing reviews to keep abreast of new technology, both in industry and in the Government. As a continuing effort DLA uses a variety of vendors, manufacturers, and contracts to fulfill its requirements and will continue its practice of surveying the market to ensure full and open competition.
