Justification and Approval – Open Text Software Maintenance
CUI/SOURCE SELECTION INFORMATION IAW FAR 2.101 & 3.104
of over 90TB of data that are accessed by over 20,000 external and internal users. Therefore, continued maintenance on OpenText software is essential to the Government’s requirement and are the only products that will meet the Government’s needs.
OpenText Live link (previously called IXOS) is the seamlessly integrated business document solution for SAP applications which enables businesses to archive and manage large amounts of documents and data produced by their SAP systems. OpenText Live link is a required component of DLA’s SAP architecture and has many features. It is used to archive R/3 transaction data to offline storage systems in order to maintain a reduced data footprint for the R/3 system. Live link accomplishes this by automatically moving older less frequently accessed data from costly online R/3 disks to less expensive Centerra disk storage, thus saving operational costs. Because Live link is seamlessly integrated with the SAP system, retrieval, access, and document display all take place directly from within the SAP application. Live link and its associated background processes are used exclusively by SAP R/3 to access Centerra information without the need for end-user interaction.
This system makes archived data available for congressionally mandated time periods, reduces operational costs, and improves system performance for more frequently accessed online data.
Because this specific OpenText product is integrated with the Government’s SAP business systems and is an integral part of users’ day to day interactions with their business data, DLA requires that the maintenance support for this software be purchased to avoid the risk of data loss, or system failure due to the lack of availability of essential vendor patches and help desk support that are required to keep the system operating flawlessly. OpenText provides patches, which would be included in the maintenance support, which may include items that close discovered security 3 vulnerabilities, improve performance, correct software glitches or provide additional functionality, all of which help to protect DLA’s assets, control costs, and keep the current end users of the DLA’s SAP systems working efficiently and effectively to support the war fighter. OpenText brand support services are the only services that can meet the Government’s requirements because Open Text is the only source with access to OpenText Operating System software code. Additionally, OpenText possesses unique knowledge of future OpenText products and the associated updates. OpenText support is essential to the Government’s requirement precluding consideration of a product manufactured by another company. In short, the OpenText software (OpenText Meta Strom, OpenText Imagination, and OpenText Live link) maintenance are the only products that can meet the Government’s needs as stated.
6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS IS PRACTICABLE:
The current action will be issued via “Open Market” procedures as a Request for Proposal (RFP) posted to the Federal Business Opportunities (www.fbo.gov) system, and SAM (SAM.gov) in accordance with FAR 5.201(b). All responsible parties, including authorized OpenText resellers, will be given an opportunity to submit an offer.
7. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE:
As the Contracting Officer, I hereby determine that pricing will be fair and reasonable based on pricing analysis in accordance with FAR 15.404-1. It is anticipated that, in order to obtain a fair and reasonable price, the Government will use various price analysis techniques including, but not limited to, the following: 1) comparison of proposed prices received in response to the solicitation (FAR 15.404-1(b)(2)(i)); 2) comparison with competitive published price lists (FAR 15.404-1(a)(2)(iv)); and 3) comparison of proposed prices with prices obtained through market
