The total estimated value for the brand-name Aurea (Sonic) Software Maintenance Support Renewal is for a 12 month Base Period plus two 12-month Option Periods. The Base Period will be fully funding utilizing FY22 funds.

4. IDENTIFICATION OF STATUTORY AUTHORITY PERMITTING OTHER

THAN FULL AND OPENCOMPETITION:

The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source is capable of satisfying the Agency’s requirements

5. DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE

QUALIFICATIONS OR THE NATURE OF ACQUISITION REQUIRES USE OF

CITED AUTHORITY:

The current acquisition is for Aurea (Sonic) ESB software maintenance, which is a brand-name product peculiar to one manufacturer, Aurea Software, Inc. In accordance with FAR 6.302- 1(c)(1), brand name Aurea software maintenance is essential to the Government’s requirements because the supplies or services required by the agency are available from only one responsible source, and no other supplies or services will satisfy the agency’s requirements. A brand name, whether available on one or more contracts, is an item particular to one manufacturer and may be procured by brand name specification if essential to the Government’s requirements. Aurea (Sonic) ESB software maintenance is the only source for patches and upgrades of the software and is proprietary to Aurea Software, Inc. No other company’s product can meet, or be modified to meet, the Government’s needs. Consequently, the brand name Aurea (Sonic) support is essential to the Government’s requirements, thereby precluding consideration of products manufactured by another company

Aurea (Sonic) ESB software simplifies the integration and flexible re-use of Service Oriented Messaging Architecture (SOMA) and Service Oriented Architecture (SOA) services by resolving the architectural issues inherent in point-to-point integration with an event-driven architecture that can be scaled and extended. This allows DLA’s SOMA to quickly adapt to current and new customer requirements. Aurea (Sonic) ESB is used for service bus architecture and communication between services. Incoming IBM Websphere data uses SONIC MQ Bridge Server to receive data from the IBM Websphere queues that are in turn processed by the SOMA services. The SOMA transmitter service incorporates the Aurea (Sonic) ESB software to send data to IBM Websphere which then delivers to the customer; these are unique features found only in Aurea (Sonic) brand components. Purchasing a replacement product would require additional reengineering, rewriting, retesting, and redeployment of SOMA to all DLA environments. The SOMA core services are designed around this product, which negates swapping it with any other product.

Over the years, Aurea (Sonic) ESB has performed with high levels of reliability and availability, thus assuring business continuity for DLA DAAS. Its continued use is essential to the operation and deployment of SOMA core services, which are vital to the DLA infrastructure.

6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE

SOLICITED FROM AS MANY POTENTIAL SOURCES AS IS PRACTICABLE:

The requirement will be synopsized on SAM.gov. All authorized resellers will be given an opportunity to submit an offer.

7. DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND

REASONABLE:

As the Contracting Officer, I hereby determine that pricing will be fair and reasonable based on price analysis in accordance with FAR 15.404-1. It is anticipated that the Government will use various price analysis techniques including, but not limited to, (1) Comparison of proposed prices received in response to solicitations; (2) Comparison with competitive price lists; and/or

(3) Comparison of proposes prices with the Independent Government Cost Estimate. The Contracting Officer will determine that the apparent awardee’s proposed price is fair and reasonable prior to award.

8. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE

RESULTS:

Market Research was conducted via an informal Sources Sought (SS) announcement utilizing Open Market procedures on SAM.gov and a Request for Information (RFI) submitted via the NASA SEWP System. A total of three responses were received under the Open Market (SS) action: Carahsoft Technology Corporation (Large Business), Sterling Computers (Large Business), and IT Federal Sales LLC. (Small Business). Furthermore, each firm confirmed that the required support is only available on an Open Market basis. Important to Note: No responses were received under the RFI posting in NASA SEWP. Consequently, the noted best in class contract vehicles cannot be utilized under the subject requirement. Furthermore, based upon the noted market research endeavors, the Contracting Officer ultimately arrived at a decision to issue the current requirement as a Combined Synopsis/Solicitation - Request for Proposal (SP4701-22- R-0006) posted to SAM.gov under an "unrestricted" acquisition in accordance with FAR 5.201(b) as there is no realistic expectation that offers will be received from at least two (2) or more small business concerns. Consequently, all responsible firms will be afforded an opportunity to submit an offer under this requirement.
