I. Contracting Activity.

90th Contracting Squadron

II. Nature and/or description of the action being processed.

The 90th Communication Squadron has submitted a request for a brand name requirement of Dell equipment that is used to support the 90 MW and 20 AF mission. Since this is an Information Technology (IT) product, these servers require a periodic refresh to keep current and ensure the required level of performance is maintained for the mission.

Due to the manufacturer's end-of-life for current existing assets, they need to be replaced.

III. Description of supplies/services required to meet agency needs.

The proposed contract action will be awarded as a new firm-fixed price contract. 90 CS has submitted a request for brand name requirement of Dell manufactured parts for the 4 VXRail E660 servers. This action is only for the portion of purchasing the brand name Dell manufactured parts.

IV. Statutory authority permitting other than full and open competition.

IAW FAR Part 13, this is a brand name requirement.

Procurement of anything other than Dell servers would result in hardware and software changes to the SIPRnet environment causing the requirement to create a configuration issue. Procuring anything other than the Dell servers would require procurement of additional software, diagnostic equipment, and training to support other than Dell servers. The infrastructure, software, diagnostic equipment and trained personnel currently exist for Dell servers at F.E.

Warren AFB.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

All 90th Communications Squadron network equipment works with the VMware software license that is on the DOD Approved Products List (APL). The Dell VxRail is the only jointly engineered hyperconverged infrastructure system with VMware. In accordance with the DOD Enterprise Architecture initiative, standard network configurations are in effect across all network devices as a required standard. The Dell brand name is the Enterprise standard based on careful consideration of product capabilities and best-of-breed systems to meet complex cyber-security and network configuration requirements. Based on market research conducted, it is feasible to say that this procurement will generate enough competition to determine price as fair and reasonable.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Market research was conducted. It was determined that the Dell VxRail servers can be installed by multiple vendors.

The Dell VxRail servers are readily available in the marketplace and is the most cost effective source of procurement.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Based on market research conducted, it is feasible to say that this procurement will generate enough competition to determine price as fair and reasonable based on our sources sought that was posted on SAM.gov from 12 Jul 23 - 19 Jul

Market research was conducted by gathering information from other vendors on the best solution for the 90 CS

SIPRNet environment. The brand name Dell would best suit the needs of the 90th Communications Squadrons. No further market research required.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

X. List of any sources that expressed, in writing, an interest in the acquisition.

ATPGov, GC Associates USA, LLC, and Mvation Worldwide, Inc. showed interest from the sources sought posted on SAM.gov.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

90th Communications Squadron network operations technicians monitor the industry for other technically acceptable solutions. It is in the best interest of the Government to utilize the recommended conduit recovery solution to meet future requirements.
