About this file
This technical specifications document outlines requirements for toilet pumping and portable toilet services for the BLM Cottonwood Field Office in Idaho for the base period of May 15, 2025 to May 14, 2026. The scope includes pumping services for 26 CXT model cement vault toilets across various locations along the Lower Salmon River, with most toilets requiring one pump per season of 500-800 gallons each. The document also covers portable toilet rentals and weekly servicing at three recreation sites.
Contractors must provide per-gallon pumping prices (including disposal fees), emergency call-out rates, and information on their service truck capacities. Work orders must be completed within 14 days of submission, with contractors required to notify the COR within 5 days if unable to meet this timeline. Specific technical requirements include pumping vaults until empty of solid waste, proper sewage disposal meeting state/federal requirements, and maintaining clean conditions post-service. For portable toilets, weekly service includes cleaning, restocking supplies, and pumping as needed. Sam Manifold is listed as the point of contact, with both office and mobile numbers provided.

Technical Specifications and Toilet Locations:
BLM Cottonwood Field Office Toilet Pumping.
Most toilets will only be pumped once in a season. All toilets are CXT models with cement vaults. Most vaults are pumped when they contain 500-800 gallons. All septic tanks we have are each connected to a leach field, and we only pump them once every 8-10 years as needed. Service trips will be coordinated to ensure toilets in close vicinities are pumped on the same trip, ensuring as close to full loads as possible for the service provider to minimize the number of trips. A work order will be submitted based on truck size to request pumping with a list of locations and gallons to be pumped at each site, along with a single Mod fee for that work order. Work orders will be placed based on need and the largest size truck the contractor indicates they have that can be used to service the sites listed on the work order, truck size use will be based on what the contractor indicates on the Bid Schedule. Pumping services will be grouped so that multiple vaults can be pumped in a single trip to consolidate the number of trips for the provider and ensure provider trucks have a full load each work order, more often than not. Contractor will upon receiving work order, fill in “DATE CONTRACTOR INTENDS TO PUMP” and sign work order, then email back to sender and COR. If contractor will be unable to complete work order within 14 days of receiving work order they must notify the COR within 5 days of receiving work order, at which point the BLM would reach out to other companies to complete the work order. A work order will be submitted to request pumping with a list of locations and gallons to be pumped at each site.
* Pumping must be completed within 14 days of work order being submitted*
TOILET PUMPING SPECIFICATIONS:
· Toilets will be pumped until empty of all solid waste, unless otherwise requested (in some instances, a partial pumping may be requested to fill up a load for the servicing truck). Up to an 1/8 vault level (6 inches) of water/liquid may be left to help control odor and flies.
· Vault lids and surface areas inside and surrounding the toilet will be left clean after vault pumping, with no sewage residue on the structure or surrounding location.
· All sewage materials will be hauled off site and disposed of properly, meeting all state and federal requirements for sewage treatment.
· Toilets will be pumped from the outside access clean-out (not the riser).
· Upon completion of pumping the vault, the access clean-out lid will be closed and locked.
· Toilet pumping contract services will be conducted between May 15th and May 14th of the following year.
· Pumping services will follow the submitted work orders sent in by email from the approved requisitioner’s list on the work order.
· Invoices will indicate the date of service, locations serviced, Mob fee to the furthest toilet serviced and approximate gallons pumped from each location.
