Statement of Work

Repair Bypass Air Plenum Caps on Headhouse

Sugarcane Research Center 501 Bull Run Road

Schriever, LA

STATEMENT OF WORK:

Contractor shall furnish all labor, materials, and supplies to perform the following work for U. S. Department of Agriculture, Agricultural Research Service, Sugarcane Research Center, 501 Bull Run Road, Schriever, LA 70395.

All work shall be completed in accordance with all local, state, and federal codes and regulations. All work should meet the manufacturer’s requirements for all equipment used in the project. All work shall also meet the requirements of the ARS Facilities and Design Standards (P&P 242.1). The P&P 242.1 document can be found at:

http://www.afm.ars.usda.gov/ppweb/PDF/242-01M.pdf. All work shall be accomplished in a professional manner and in accordance with good workmanship and acceptable practice.

Contractor shall obtain at own expense all permits, licenses, and inspections required by all local, state, and federal authorities. Contractor shall submit written specifications for all materials and supplies to be used.

Contractor shall notify and schedule utility outages at least 24 hours in advance.

During work, contractor shall maintain a safe work area around the site of repair and clearly mark danger areas with cones and safety tape. All unused and demolition materials shall be removed from the site by the contractor and shall not be placed in the owner’s disposal areas.

PROJECT REQUIREMENTS:

The base of the existing plenum caps are rusted out and need to be replaced to preserve the integrity of the roof fan exhaust.

The following work will be performed:

1. Isolate electrical to existing roof fans.

2. Remove existing rusted plenum caps on the two rooftop exhaust fans on the Headhouse.

3. Install new plenum caps on the fans to match the existing dimensions of the old plenum caps. Estimated size is 13” however an exact replacement size is to be confirmed before ordering and installation. Contractor shall field verify measurements of the required plenum caps after removal and before ordering to insure a proper fit.

4. All rust on associated metal mounts is to be removed and painted to match existing.

5. Electrify and test fans.

6. Dispose of old plenum caps.

INSPECTIONS AND COMPLETION:

1. Upon completion of the project, contractor shall ensure proper performance and shall demonstrate the required performance to area office POCs.

2. Contractor shall remove all excess materials, debris, and equipment from the site.

Site Visit:

Vendors are encouraged to participate and be escorted by a government representative to confirm locations, dimensions, and conditions of the site. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of the services. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.

Utilization of Bio-Based Products:

As required by the Farm Security and Rural Investment Act of 2002 and the Energy Policy Act of 2005 (7 U.S.C.

8102(c) (3)), the Offeror certifies, by signing this offer, that bio-based products (within categories of products listed by the United States Department of Agriculture in 7 CFR part 3201, subpart B) to be used or delivered in the performance of the contract, other than bio-based products that are not purchased by the Offeror as a direct result of this contract, will comply with the applicable specifications or other contractual requirements.

The contractor shall utilize products and material based from bio-based materials as applicable, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. Recycling. Contractor shall make best effort to recycle any debris created during the contract.

CONTRACTOR RESPONSIBILITY:

1. Contractor will verify all dimensions and existing site conditions prior to beginning work.

2. Contractor shall keep work area clean on a daily basis and take measures to control debris while work is being performed.

3. Contractor is required to manage the project and consult with the Government prior to beginning all work phases. And, to work in a manner that minimizes the impact of the work on Government operations, research, and functions.

4. Contractor shall remove and dispose of all related materials from all work areas on a daily basis and remove these waste materials from the site on a weekly basis.

5. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.

6. Contractor must have a superintendent responsible for overseeing this project.

7. Contactor will provide their restroom facility.

Material / Submittals:

Submittals on all material, including shop drawings and specifications, used on this project shall be submitted to the POCs as noted in this document. The documents detailing the material covered by the submittals will be provided electronically.

Installation Procedure:

Contractor will verify all dimensions and site conditions prior to beginning work. Contractor will schedule the work between working hours as listed below. Contractor is required to provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No Government equipment will be available for use by the contractor. The contractor shall be responsible for protecting his work at all times and ensuring the safety of his crew and ARS employees. Upon completion of the services, the contractor shall remove from the premises all accumulated materials/rubbish. Premises shall be left in a clean, orderly, and acceptable condition.

Damage to Property:

Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government. The contractor will be responsible for replacing at their cost any property damaged at the site.

Inspection and Acceptance:

A government representative shall inspect and approve the work performed. The Contractor shall schedule inspection a minimum of 10 days in advance.

Project Schedule:

The completion of this project shall not exceed 30 days from date of contract award. A request for time extension must be submitted to the Contracting Officer in writing. Each request must include specific and detailed reasons in support of the schedule alteration.

Work Hours:

Contractor work hours shall be Monday through Friday, seven (7) A.M. to five (5) P.M. with the exception of Government holidays or at the discretion of the site with written approval obtained a minimum of 24 hours in advance. Should it be necessary to schedule working hours other than normal working hours, contractor shall arrange for access to the work area with the POCs at the site at least three days prior to the need.
