USS GERALD R. FORD (CVN 78) FLAG SPACES AND PILOT HOUSE
PERFORMANCE OF WORK STATEMENT
USS GERALD R. FORD (CVN 78) is CSG-12 Flag Ship, currently outfitting for operational employment. The current interior design is inadequate to achieve full operational capability. Renovation is needed for the USS GERALD R. FORD Flag Messroom (03-152-5-L), Chief of Staff Cabin (03-156-5-L) and Flag Cabin (03-148-1-L). Compartments are high visibility spaces used for hosting and housing of CCSG, Flag Chief of Staff, DV/VIP and distinguished visitors. There is daily inport and underway use by the Chief of Staff and Rear Admiral. Additionally, renovate USS GERALD R. FORD Pilot House (09-194-1-C) flooring. The Compartment is a high visibility space and a focal point for distinguished visitor tours.
Essential characteristics.

i. Flooring (Flag Mess). Identical to flooring in Flag Cabin
2. Pilot House
a. Flooring. Covers all visible floors in a durable, water-resistant, wood, tile or vinyl material. Final material will be approved by USS GERALD R. FORD POC.
b. Designs. Inlaid seal/symbol depicting crest of USS GERALD R. FORD
Spaces have existing furniture. Essential characteristics and style must match the color, type, and finish of USS GERALD R. FORD ‘s CO Inport Captain Cabin (03-210-11-L).

USS GERALD R. FORD (CVN 78) FLAG SPACES
1. Objectives.
a. Provide labor and sample materials for interior design concept; sample materials to include images of furnishings and rugs, as well as decking, wallpaper, fabric samples and proposed artwork arrangements on bulkheads.
b. Style shall mimic the style of USS GERALD R. FORD CO Inport Cabin (03-210-11-L). Pictures attached for comparison.
c. Design shall re-use existing furniture plus the manufacture of additional similar-style furniture as stated in specifications below.
d. The contractor shall provide program Management and Material Procurement, receipt and damage inspection, kitting, transportation, design rendering drawings, and final installation services onboard USS GERALD R. FORD (CVN 78).
e. The contractor must have extensive, recent experience, within the past five years, outfitting a U. S. Navy Aircraft Carrier as described in this PWS.
f. Status reports will be prepared weekly describing all material procurement, receipt, and delivery and installation status.
2. Scope of work. Contractor shall renovate high visibility spaces in the same style, color scheme and finish as the USS GERALD R. FORD’s CO Inport Cabin. The extent of renovation shall include the ceiling, walls, Flag Mess flooring (only), all molding, trim, and countertops of new furniture per the PWS.
3. Place of Performance. USS GERALD R. FORD (CVN 78), Newport News Shipyard
4. Specifications/Standards of Quality. The following specifications are generally stated requirements. Final details, required work, and scope shall be ascertained by Mandatory Site Visit. Standards of quality will be practical and reasonable.
5. Specific Tasks.
a. Contractor shall identify and coordinate material requirements with CVN 78’s Technical Point of Contact (TPOC).
b. Contractor shall coordinate scheduling of equipment installation onboard CVN-78 in advance with HII production schedules and Ship’s Force requirements.
c. Contractor shall report material procurement, receipt and delivery status on a weekly basis
d. Contractor shall provide installation status on a weekly basis.
i. Installation updates will be sent to the TPOC by the close of business every Friday.
ii. Metrics will be made available for Work Integration Meeting(s).
e. Contractor shall report contract progress on a monthly basis.
f. Contractor shall develop compartment arrangement sketches based on selected furniture and equipment items and ship’s force preference.
i. Once sketches are developed, CVN 78’s Supply Officer will approve.
ii. The TPOC will determine the appropriate level of ship's force approval.
iii. Contractor shall provide USS GERALD R. FORD (CVN 78) Supply Officer and Principal Assistant of Services electronic and hard copy files no later than one week after drawings are signed and approved by Chief of Staff and Executive Officer (XO).
g. Contractor shall prepare a detailed design rendering manual of high visibility Flag spaces, CAG cabin, and DESRON cabin for renovation.
i. These sketches will be scaled and will provide guidance for the installation of all equipment, furniture, and other materials procured under this PWS.
ii. Deliver design rendering manual NLT 30 days after contract award to USS GERALD R. FORD (CVN 78).
h. Contractor shall schedule all hot work/foundation installation prior to space painting.
i. Contractor shall develop compartment installation POA&M in accordance with the required completion dates listed in this contract.
i. Contractor submit POA&M to the TPOC no later than 30 days after contract award.
ii. Contractor provide template for POA&M in ghant chart format to the TPOC.
iii. Initial Integration and any subsequent schedule adjustments will be made through the TPOC.
j. Contractor shall prepare for and attend weekly meetings as required by USS Gerald R. Ford (CVN 78). Compartment schedule below:

k. Contractor shall research ship construction drawings to indicate deck and bulkhead materials.
l. Contractor shall provide plan and elevation drawings, 2D CAD, in hard copy for all spaces listed.
m. Contractor shall provide a Bill of Materials containing all materials and technical specifications in this project without exception.
n. Contractor shall coordinate with equipment manufacturers to expedite equipment manufacturing and meet delivery schedules as needed to support ship production schedule.
o. Contractor shall inspect all materials for visual damage, stow material, and kit material by compartment requirements.
p. Contractor shall label each pallet of material with applicable compartment number, and transport material to designated area at Newport News, VA.
q. Contractor shall submit a listing of services required to be provided by USS GERALD R. FORD including but not limited to: rigging services as necessary to move equipment from the pier area to a secure onboard staging area (usually flight deck or hangar bay), temporary power for welding, or temporary lighting.
i. Provide the list of required support services with the contractor’s POA&M.
r. Contractor shall submit rigging requests via Service Order Request (SOR) for equipment too heavy or bulky to maneuver by hand to a designated compartment.
s. Contractor shall provide material coordinating services as required to ensure material is moved to the compartment and available for installation.
t. Contractor shall fabricate and install all material in accordance with approved compartment configuration sketches approved by Carrier Strike Group TWELVE and USS GERALD R. FORD Supply Officers.
u. Contractor shall dispose of all trash in the nearest designated disposal containers supplied by USS GERALD R. FORD
v. Contractors shall maintain a neat and clean work environment.
w. The TPOC will inspect material installation using the compartment sketches and associated quality assurance documents.
x. Contractor shall attend compartment acceptance inspections with TPOC.
i. The TPOC will document compartment acceptance on an Acceptance Agreement form that will be signed and dated by both representatives.
y. Contractor warehousing personnel will transport all material from the Contractor’s warehouse to the pier at Newport News, VA.
z. Delays and disruptions beyond the control of the contractor installation team should be reported on electronically provided Condition Reports (CRs), which may require contract modifications or schedule shifts.
aa. Contractor shall provide qualified personnel to take paint samples for environmental analysis as well as provide environmental analysis of paint, lagging, and deck material samples.
ab. Contractor shall submit requests to USS GERALD R. FORD for temporary services (lighting, power, etc.).
ac. Contractor shall submit hot work and cold work request as needed and as required.
ad. Contractor shall prepare and paint all areas disturbed by hot work.
ae. Contractor shall purchase material and manufacture brackets, foundations, supports, etc. Method of mounting shall not inhibit the functional use of the equipment or space.
af. Contractor shall provide AIT Installer qualified personnel to take paint samples and deck material samples for environmental analysis in shipboard compartments.
ag. Contractor shall provide qualified Marine Chemists for gas free space certifications where required.
ah. Contractor shall provide qualified Shipboard Fire watches for welding hot work operations.
ai. Contractor shall provide quality assurance checks.
aj. Contractor personnel shall have extensive experience working in a shipboard environment, with knowledge of ship fitting skills, and awareness training for working onboard a U. S. Navy nuclear vessel.
6. Deliverables and Schedule
a. Any deliverable defined in this PWS shall be submitted under official company letterhead signed by a designated company representative. The cover letter shall be addressed to USS GERALD R. FORD Supply Officer and TPOC unless otherwise directed. The cover letter shall include as a minimum, the title of the applicable deliverable, date performed, and the appropriate contract number or purchase order number to which the deliverable applies.
1. Weekly Contract Progress Report
a. This report shall be provided monthly, no later than the following Monday and shall contain current data.
b. The report will contain as a minimum the following information:
1. Actual schedule progress verses planned schedule progress on a weekly basis.
2. Conference Reports
a. The contractor shall assist Carrier Strike Group TWELVE and USS Gerald R. Ford (CNV 78) Supply Officer and OSR by attending meetings, conferences, and working groups in support of this contract.
b. Conference reports shall be delivered for all meetings, conferences, and working groups attended while performing this contract in which there are seven or more persons in attendance, or for those in which action responsibilities, and/or milestones were assigned regardless of the number of persons in attendance. Conference reports shall be delivered in electronic format using suitable word processing software.
3. Performance Standards and Quality Measurement
a. Contractor must have an approved ISO Quality Manual and detailed Level III Work Instructions for the warehousing and installation processes related to the work described in this PWS.
b. Contractor’s Quality Management System must be certified to the ISO 9001:2000 standard
4. Assumptions, Risks and Constraints
a. The ship’s space(s) and passageways are accessible as required through job completion.
b. Ship’s Force will remove miscellaneous tools, equipment, personal effects and uninstalled equipment as necessary for the installation in the proposed locations prior to work start.
c. All spaces will be cleaned and ready for hot work as proposed in compartment completion schedule.
d. Government Furnished Information and documentation will be available in time to support procurement of any long lead material.
e. Contractor shall conform to approved OSHA regulations regarding removal of lead paint, asbestos, fiberglass and mineral fiber insulation in a shipboard environment.
7. Key Personnel Replacement and Substitution
a. Project Manager, Procurement Agent, and Installation Supervisor positions must have recent experience (within the last 12 months) of overhaul production processes, waterfront trade operations and Navy production schedules.
b. If changes occur, new personnel must have similar qualifications and/or experience. Advise the TPOC of personnel changes.
8. Subcontractors
a. Project integrity must be maintained by a single, Prime contractor who shall be liable for all functional areas of the contract such as Program Management, material procurement, receipt and damage inspection, installation kitting, transportation, compartment arrangement drawing development and final installation on board the USS GERALD R FORD (CVN 78).
b. Subcontractors may be used to supply equipment, materials, furniture and engineering effort to support the Prime contractor.
9. Confidentiality
a. This project and all materials provided to the Contractor by the Government and results, conclusions and recommendations obtained thereof should be considered confidential in nature and treated with the same level of care that the Contractor treats its own confidential business information. The information shall not be disclosed, copied, modified, used (except in the completion of this project) or otherwise disseminated to any other person or entity at any time to include, but not limited to inclusion in any database external to the Government without the Government’s express consent.
10. Security/Security Clearances
a. Contractors must abide by security requirements for shipboard access.
b. Contractors must be able to access Newport News Ship Yard and Naval Base Norfolk.
11. Points Of Contact
a. Point(s) of contact will be provided to the contractor to include; Program Manager POC name, telephone, fax and email. Primary and Alternate Technical POC name, telephone, fax and email. Financial POC name, telephone, fax, and e-mail. The Government Work Integration Manager, telephone, fax and email.
b. TPOC
i. The TPOC is the individual who has overall technical responsibility for this effort.
ii. Making final decisions regarding any recommended rejection of deliverables. Providing technical clarification relative to overall workload matters. Providing advice and guidance to the Contractor in the preparation of deliverables and services. Providing acceptance of deliverable products to ensure compliance with requirements.
iii. The TPOC also provides technical direction to the Contractor, i.e., shifting work emphasis between areas of work; fills in details, or otherwise serves to accomplish the purposes of this effort. Technical direction shall be within the general PWS for this effort.
iv. The TPOC does NOT have the authority to and may NOT issue any technical direction which: Constitutes an assignment of work outside the general scope of this effort; Constitutes a change; In any way causes an increase or decrease in cost or the time required for performance; Changes any of the terms, conditions, or other requirements of this effort; and Suspends or terminates any portion of this effort.
c. Technical direction shall be issued in writing by the TPOC or will be confirmed by the TPOC in writing within 10 calendar days after verbal issuance. A copy of the written direction shall be furnished to the TPOC.
d. In addition to providing technical direction, the TPOC will monitor the Contractor’s technical progress, including surveillance and assessment of performance, Assist the Contractor in the resolution of technical problems encountered during performance; and perform inspection and acceptance or recommendation for rejection of Contractor deliverables and identify deficiencies in delivered items. This does not replace any other quality assurance inspection requirements that are specified elsewhere within this PWS.
e. If in the opinion of the Contractor, any instruction or direction issued by the TPOC is outside of their specific authority, the Contractor will not proceed and will notify the Contracting Officer in writing within 5 working days after receipt of any instruction or direction
12. Non-Personal Service Statement
a. Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the contractor.
b. Contractor management will ensure that employees properly comply with the performance work standards outlined in the PWS.
13. Personnel Qualifications
a. The contractor shall be responsible for employing technically qualified personnel to perform the work specified in this PWS.
b. The contractor shall maintain the personnel, organization, and administrative control necessary to ensure that the work delivered meets the contract specifications and requirements.
c. The work history of each contractor employee must contain experience directly related to the task and functions he/she is intended to perform under this contract.

15. Flag Mess Room (03-152-5-L)
a. Removals: Contractor shall remove decking and remove AFFF Stanchion to be relocated along existing bulkhead but on opposite side of COS office door.
b. Wall Covering. Contractor shall prep bulkhead and provide and approximately 756 sq ft of wall covering and wainscoting in Flag Messroom 03-152-5-L. Contractor shall paint associated trim, color of wall covering to specification per ship’s representative prior to installation. Crown, base, doors all molding, and trim in white paint.
c. Deck Covering: Contractor shall remove existing decking, prep deck, and provide/install approximately 608 sq ft of decking. Color and style to be equal to decking in Flag Cabin and Chief of Staff Study and be verified by ship’s representative prior to installation.
d. False Overhead. Provide labor and materials to provide and install approximately 608 sq ft of new 2’ x 2’ overhead grid and decorative overhead panels. Finish all trim and panels in white paint.
e. Lighting, Overhead. Provide labor and materials to replace 10 each 1’ x 2’ fluorescent overhead lights with 10each drop lights, incorporated in the false overhead decorative ceiling grid. Install CFE recessed lighting throughout Flag Mess Room. Drop lights shall be in sufficient quantity and placement to highlight coffee bar, salad bar, living area, all walls and hangings.
f. Lighting, Dining Table. Provide two chandeliers in brass finish equally spaced above dining room table area to highlight table settings.
g. Dining table. Remove current dining table and replace with dark brown, wood table to seat 20 people.
h. Dining Chairs. Provide 20 chairs for dining table above. Chair finish shall be same dark brown, wood with fabric covering. Chair upholstery shall be Navy Blue upholstery, floral pattern.
16. Flag Cabin (03-148-1-L)
a. Remove. Contractor shall remove desk.
b. Wall Covering. Contractor shall prep bulkhead and provide and install approximately 700 sq ft of wall covering and wainscoting in Flag Cabin 03-148-1-L. Contractor shall paint associated trim, color of wall covering to specification per ship’s representative prior to installation. Crown, base, doors all molding, and trim in white paint.
c. False Overhead. Provide labor and materials to provide and install approximately 400 square feet of new 2’ x 2’ overhead grid and decorative overhead panels. Finish all trim and panels in white paint.
d. Lighting, Overhead. Provide labor and materials to replace 7 each 1’ x 2’ fluorescent overhead lights with 7 each drop lights, incorporated in the false overhead decorative ceiling grid. Install CFE recessed lighting throughout Flag Cabin. Drop lights shall be in sufficient quantity and placement to highlight desk, living area and all walls and hangings.
17. Chief of Staff Study (03-156-5-L)
a. Remove. Contractor shall remove desk.
b. Wall Covering. Contractor shall prep bulkhead and provide and install approximately 294 sq ft of wall covering and wainscoting in Chief of Staff Study 03-156-5-L. Contractor shall paint associated trim, color of wall covering to specification per ship’s representative prior to installation. Crown, base, doors all molding, and trim in white paint.
c. False Overhead. Provide labor and materials to provide and install approximately 110 sq ft of new 2’ x 2’ overhead grid and decorative overhead panels. Finish all trim and panels in white paint.
d. Lighting, Overhead. Provide labor and materials to replace 3 each 1’ x 2’ fluorescent overhead lights with 3 each drop lights, incorporated in the false overhead decorative ceiling grid. Install CFE recessed lighting throughout Flag Cabin. Drop lights shall be in sufficient quantity and placement to highlight desk, living area and all walls and hangings.
18. Pilot House (09-194-1-C)
a. Removals: Contractor shall remove decking.
b. Deck Covering: Contractor shall remove existing decking, prep deck, and provide/install approximately 720 Sqr. feet of decking. Color and style to be verified by ship’s representative prior to installation.
25. Delivery Date
a. If contractor estimates that delivery will not take place on appointed date, the contractor representative must inform the TPOC at the earliest possible.
26. Invoicing
a. Submit invoices only after spaces have been accepted by the USS GERALD R FORD (CVN 78) Supply Officer.
27. Payment
a. Payment will be completed 15 days after final invoicing is received.
b. Payment will be completed once proper invoice is received and after satisfactory compartment acceptance.
28. General Information.
a. Security Requirements. Submit JPAS/DIS to GERALD R. FORD (CVN 78) Security Manager.

All furnishings will comply with:
· MIL-STD-1623E, Fire Performance Requirements and Approved Specifications for Interior Finish Materials and Furnishings, Naval Shipboard Use
· MIL-PRF-32038A, Shipboard Furniture, fixtures, Fittings, and Accessories
· NAVSEA STANDARD ITEM 009-01 Ch 3.General Criteria; Accomplish
NOTE: All furniture shall be manufactured in accordance with MIL-PRF-32038A and meet the fire performance requirements of MIL-STD-1623E. All materials used shall meet the requirements of MIL-STD-l 623E. High pressure laminates shall meet the requirements of MIL-P-17171 E.
For non-catalog furnishings, each custom furniture item must be certified by the manufacturer to be constructed in accordance with MIL-PRF-32038 in order to be approved for shipboard use. See attached the Vendor Submittal Form that manufacturers must submit for certification of each item and attached MIL-PRF-32038 for reference.
