ADDENDUM TO FAR 52.212-1 INSTRUCTION TO OFFERORS—COMMERCIAL ITEMS

The following paragraphs of this provision are tailored as follows:

Submission of Offers: Contractors are responsible for submitting a complete proposal in response to this Request for Proposal (RFP). All pages requiring fill-in information must be returned with the offeror’s proposal and must be received by the date/time provided in the solicitation, unless otherwise changed via amendment. Amendments must be acknowledged in writing or the proposal may be considered non-responsive. It is the offeror’s responsibility to check beta.SAM.gov for amendments issued against this solicitation and respond accordingly.

Past Performance information will be obtained using independent Government sources, to include:

Federal Awardee Performance and Integrity Information System (FAPIIS)/Past Performance Information Retrieval System (PPIRS), Contractor Performance Assessment Reporting System (CPARS), and the Contracting Officer's knowledge of each offeror's past performance.

The Government will award a contract resulting from the solicitation to the responsible offeror whose proposal conforms to the solicitation and is the most advantageous to the Government, price and other factors considered. Factors being utilized to evaluate proposals are:

Factor 1 – Technical Capability Factor 2 – Past Performance Factor 3 – Price

PROPOSAL PREPARATION INSTRUCTIONS: Provide one (1) electronic proposal copy. The proposal shall be submitted in three sections: Administrative, Technical Capability, and Price.

The proposal shall be clear, concise and include sufficient detail for effective evaluation. Responses to this solicitation shall strictly adhere to the requirements set forth in the RFP. Submissions that do not adhere to format and content requirements may be considered non-compliant. The Government reserves the right to eliminate any such proposals from consideration for award.

The proposal shall not contain any extraneous information such as advertisements, or marketing information.

SECTION I – Administrative: Within the Administrative section, Offerors shall ensure that the proposal includes Offeror's name, address, and telephone number CAGE code and DUNS number; the full address, phone, and facsimile numbers of the Offeror; points of contact (POCs) authorized to negotiate with the Government on the Offeror's behalf; the RFP number; a statement confirming the Offeror is willing to hold its prices firm for at least 60 days from the date specified for receipt of offers.

Offeror shall be registered in the System for Award Management (SAM) with the appropriate NAICS Code and shall not have any Active Exclusions listed within SAM. If the Offeror is currently registered in SAM with completed representations and certifications, an affirmation on the title page (or second page) that these representations and certificates are current, complete, and accurate as of the date proposals are due shall suffice.

A site visit is scheduled for 17 December 2020. Contractors shall limit the number of representatives to no more than 2 personnel. Contractor representatives shall report to the South Gate Visitor Center at 9:00AM on 17 December 2020. We kindly request an RSVP if you plan to attend the site visit. Please send your RSVP to jesse.searles@us.af.mil, james.vercoe.1@us.af.mil, lance.schricke@us.af.mil, and nathan.mccoy@us.af.mil. All RFP related questions shall be submitted via email to jesse.searles@us.af.mil, james.vercoe.1@us.af.mil, lance.schricke@us.af.mil, and nathan.mccoy@us.af.mil by 4:00PM MST on 22 December 2020. The Government may not accept or respond to questions received after 4:00PM MST on 22 December 2020. Offerors shall submit signed and dated proposals to arrive no later than 4:00PM MST on 1 January 2021. Proposals shall be submitted to jesse.searles@us.af.mil, james.vercoe.1@us.af.mil, lance.schricke@us.af.mil, and nathan.mccoy@us.af.mil.

Hard copies of the proposal will not be accepted.

SECTION II - FACTOR 1 – TECHNICAL CAPABILITY:

Offerors must provide all of the required tools and human capital to successfully perform the required services specified in the PWS. Contractors must have an established business with an office and full time staff. The staff includes “fully qualified" Field Service Engineers (FSEs). "Fully Qualified" means that technicians must have an American Association of Automatic Door Manufacturers (AAADM) certification and experience in the field. For field experience, the FSE(s) has a minimum of two years of experience (except for equipment newly on the market) with respect to scheduled and unscheduled preventive and remedial maintenance, on the equipment covered by this contract.

FACTOR 2 – PAST PERFORMANCE:

The Government does not consider Auto Door Maintenance to be highly technical in nature. Therefore, heavy emphasis will be placed on overall past performance, and will not be limited to past performance on Auto Door Maintenance contracts. The Government will review past performance to ascertain whether or not an offeror has demonstrated the ability to successfully perform on previous contracts in terms of: Quality, Schedule, Cost Control, Small Business Subcontracting, Management, and Regulatory Compliance. Offerors are not required to submit anything for past performance. Past Performance information will be obtained using independent Government sources, to include: Federal Awardee Performance and Integrity Information System (FAPIIS)/Past Performance Information Retrieval System (PPIRS), Contractor Performance Assessment Reporting System (CPARS), and the Contracting Officer's knowledge of each offeror’s past performance.

SECTION III - FACTOR 3 - PRICE:

The Offeror shall submit proposed pricing for all contract line item numbers identified in the RFP. Cost and Pricing Data is not required under competitive and commercial acquisitions; but if only one proposal is received - Other than Certified Cost or Pricing data may be required.

ADDENDUM TO 52.212-2

The Government will review proposals received to determine if they are responsive to the RFP requirements. A responsive proposal is one that meets all of the terms, conditions and specifications in the RFP. The Offeror must provide all documents listed and comply with all proposal instructions in order for their proposal to be considered “responsive” to this RFP. Only responsive proposals will be evaluated for award.

Award shall also be made on a “Past Performance Price Tradeoff” basis. This may result in an award to a higher-rated, higher-priced offer if the Government determines that the past performance of the higher-priced offer outweighs the price difference. The selection process is subjective by nature and professional judgment is implicit throughout the tradeoff process.

An Offeror’s technical capability will be evaluated to determine if it is acceptable or unacceptable IAW the evaluation criteria stated in this RFP. If an Offeror’s technical capability is determined to be unacceptable the Offeror will no longer be considered for award.

Award will be made to the Offeror providing an offer that is deemed most advantageous to the Government whose technical capability has been determined to be “Acceptable” and trading off Past Performance against Price. Technical and Past Performance when combined will be significantly more important than Price.

Award may be made without discussions with Offerors (except communications conducted for the purpose of minor clarification). Therefore, the offer should contain the Offeror's best terms and conditions.

EVALUATION CRITERIA

The following evaluation factors will be used to evaluate each proposal. Technical Capability, Past Performance and Price. The Offeror’s Technical Capability will be evaluated as either “Acceptable” or “Unacceptable”. If an Offeror’s Technical Capability is “Unacceptable” the Offeror will not be eligible for award. Technical Capability and Past performance is significantly more important than Price.

Factor 1 – Technical Capability Factor 2 – Past Performance Factor 3 – Price

The following adjectival rating will be used to annotate the technical evaluations and will form the basis of the assignment of ratings for Factor 1 (Technical Capability):

Factor 2 - Past Performance.

Evaluation Process

The Government will use Performance Price Tradeoff procedures and past performance data independently obtained from other Government sources i.e. (FAPIIS, PPIRS, CPARS, and Contracting Officer's knowledge of offeror's past performance). The Government does not consider Auto Door Maintenance to be highly technical in nature. Therfore, heavy emphasis will be placed on overall past performance, and will not be limited to past performance on Auto Door Maintenance contracts. The Government will review past performance to ascertain whether or not an offeror has demonstrated the ability to successfully perform on previous contracts in terms of: Quality, Schedule, Cost Control, Small Business Subcontracting, Management, and Regulatory Compliance.

The most current past performance (3 years or newer) information will be evaluated and shall be ranked according to the scale below:

Adjectival Rating Description Substantial Confidence Based on the offeror’s recent performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence Based on the offeror’s recent performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Neutral Confidence No recent performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence Based on the offeror’s recent performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror’s recent performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

Offeror’s with Limited Confidence, No Confidence or Adverse past performance will not be considered.

Adverse past performance is defined as past performance information that supports a less than satisfactory rating or any unfavorable comments/evaluations received from other Government sources.

Factor 3 - Price

Proposals will be evaluated to determine price reasonableness, balance and completeness inclusive of all options. Evaluation of options shall not obligate the Government to exercise the option(s).

A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business. The Government may use various price analysis techniques and procedures to ensure a fair and reasonable price. Some of those techniques are, but not limited to, comparison of proposed prices received in response to the solicitation and/or comparison of proposed prices with the Independent Government Estimate. Price must be determined fair and reasonable.
