Any information (classified or unclassified) pertaining to this contract shall not be released for public dissemination except as provided by the National Industrial Security Program Operating Manual (NISPOM) or unless it has been approved for public release by appropriate U.S. Government authority. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract; and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended.

| Block9: Secretary of the Air Force (SECAF) and Chief of Staff of the Air Force (CSAF) signed Vision (Strategy) Document contains 39 objectives nested in it to move Air Force Weather Operations (AFWO) in synch with the 2018 National Defense Strategy (NDS). Contract support is required to develop the framework to synchronize the various AFWO entities to cogently move forward in achieving the AFWO Vision's objectives--directly aligned with the NDS. Provide strategic planning, facilitation, program management, workforce development, working group support, and communications support driven from an Executive Counsel (EC). Charter and design an EC to include formalizing roles and responsibilities, annual governance rhythm and schedule, deliverables, and facilitate EC membership meetings. Charter and design a Management Integration Group (MIG) to include formalizing roles and responsibilities, annual governance rhythm and schedule, deliverables, and process for asking for EC assistance (resources requests and policy changes). Charter and design a Data & Architecture Group (DAG) with a Cloud Migration Panel (CMP) to include formalizing roles and responsibilities, annual governance rhythm and schedule, deliverables, and process for asking for EC assistance (resources requests and policy changes).
