About this file
FAR 52.225-2 Buy American Certificate (October 2022)
This document is a standard federal acquisition regulation form that requires offerors to certify compliance with Buy American Act provisions. The offeror must certify that each end product offered is a domestic end product, except those specifically identified as foreign end products in the submission. For foreign end products that do not consist wholly or predominantly of iron or steel, the offeror must indicate whether they exceed 55 percent domestic content, with an exception for commercially available off-the-shelf (COTS) items. If the domestic content percentage is unknown, the offeror must select "no."
The form contains three primary certification sections: (a) general certification that end products are domestic unless listed otherwise; (b) a table for listing foreign end products by line item number, country of origin, and domestic content percentage; and (c) a separate listing of domestic end products containing critical components by line item number. The document requires vendor point of contact information and an authorized signature. Government evaluation will follow Federal Acquisition Regulation part 25 procedures. This is a standard template form used across federal solicitations to enforce domestic sourcing requirements and ensure compliance with Buy American Act policies.
