SECTION C – STATEMENT OF WORK/DESCRIPTIONS

C.1 – GENERAL DESCRIPTION OF WORK

The Contractor shall furnish all supervision, materials, equipment and vehicles, tools, parts, labor, transportation, lodging, and miscellaneous items to remove and replace concrete sidewalk and install gutters, downspouts and snow bars on roofs of four buildings at Admin Areas 1 and 3 on the Alpine Ranger District.

All work shall be in accordance with the plans and specifications contained herein. No changes to the specifications, terms, or conditions of this Request For Quotations (RFQ) shall be made without the prior approval of the Contracting Officer in writing.

The Government intends to award a contract based on LPTA (Lowest Price Technically Acceptable) to the offeror that demonstrates that they have technical skill required and lowest price. In order to remain in the competitive range, Offerors (Contractors) shall submit the Return Package with the requirements in Section M, Evaluation Factors.

C.2 – LOCATION OF PROJECT

Alpine Admin Site 1: From the US 180 and US-191 intersection in Alpine, AZ 85920, head east on US 180 for approximately 0.6 miles. Turn left onto County Road N2058. . Facilities which the work will be involved in are the first structures on the left side of the road.

01-032C ALP1 MULTI-PURPOSE BUILDING

Alpine Admin Site 3: From the US 180 and US-191 intersection in Alpine, AZ 85920, head east on US 180 for 1.9 miles. Turn left onto County Road 2117/Stone Creek Road. Drive about 0.4 miles, then turn left onto County Road N2256. Drive 0.1 miles, then veer to the right onto County Road N2257. Follow the road 0.2 miles until you reach the two identical buildings on the right.

C.3 – SPECIFIC SCOPE OF WORK

When the term “remove” or “demo” is used, all debris to be hauled offsite and properly disposed of by local, state, and federal regulations, off of USFS lands.

Where new concrete is required, provide in accordance with the drawings and details, and with the following specifications: 4000 PSI, 0.45 water-cement ratio, 4-6 percent air, and 1.5 lb/cy synthetic fiber.

Forms and locations to be approved by the COR prior to placing new concrete.

For all aggregate specified for subbase for concrete sidewalks, use Base Grading Designation E in the following table (or similar performing material available locally):

Scope: The contractor shall purchase and install a total of 450 linear feet of gutters, gutter guards and snow bars between four structures located at Alpine Site 1 and Site 3. This contract also includes the removal of 672 square feet of existing concrete from the walkways at Site 1 and replacement with new concrete that will allow for runoff to flow away from the structures to include a drainage trough. All quantities and lengths to be field verified.

Existing Conditions: Buildings involved will be occupied at various times, coordination to be made through the COR Pam Jaramillo or assistant COR Adam Sands.

Building 01-032B and 01-032A and 01-032C on site 1, are corrugated metal roofs at a 6/12 pitch, with angled back fascia. Spacers will need to be factored in for the gutter installation.

Site Safety: Contractor will be working in residential areas and working on roofs. Public safety is important and be mindful that there might be foot traffic into facilities while contractor is working.

C3.1 Line item 1 - Mobilization

Mobilization, one-time fee. This fee covers both site locations and will only be paid once. Unit of measure is Lump Sum (LS).

C3.2 Line item 2 – Remove & Replace Concrete Sidewalk

Remove and replace approximately 672 SF of concrete sidewalk at Site 1. Concrete to be removed is indicated in the drawings. Install new concrete following locations in drawings, to include a drainage trough, all a light broom finish. Unit of measure is Square Foot (SF).

C3.3 Line item 3 - Install Gutters & Downspouts

Install gutters on Buildings 01-032A &B, 01-032C, 01-0308R & 01-0309R to include gutter guards, downspouts, and concrete or plastic splash blocks at the bottom of the downspouts to minimize erosion.

Gutter and Downspout locations for each building are indicated in the drawings. Unit of measure is Linear Foot (LF).

C3.4 Line item 4 – Install Snow Bars

Install Snow bar per manufacturers recommendations, on same buildings as above. Locations are indicated in the drawings.

SECTION F – DELIVERIES OR PERFORMANCE

FAR 52.211-10 Commencement, Prosecution, and Completion of Work (APR 1984)

The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives notice-to-proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 90 calendar days from issuance of notice-to-proceed. The time stated for completion shall include final cleanup of the premises.

AGAR 452.236-75 MAXIMUM WORK WEEK – CONSTRUCTION SCHEDULE (NOV 1996)

Within 5 calendar days after receipt of a written request from the Contracting Officer, the Contractor must submit the following information in writing for approval:

(a) A schedule as required by FAR 52.236-15, Schedules for Construction Contracts, and

(b) The hours (including the daily starting and stopping times) and days of the week the Contractor proposes to carry out the work

The maximum workweek shall be Monday through Friday, 0700 – 1800. Any change in the work schedule shall be approved in writing by the Contracting Officer prior to commencement.

SECTION M--EVALUATION FACTORS FOR AWARD

M1.0 BASIS FOR AWARD:

LPTA (LOWEST PRICE TECHNICALLY ACCEPTABLE). Offers will be reviewed for conformance to the requirements of this RFQ. Award will be made based on the Lowest Price Technically Acceptable (LPTA) offer that meets or exceeds the acceptability standards for technical factors. Failure to provide adequate information for Technical Factors a & b, will result in the offer not being placed in the competitive range and will removed from further consideration.

Under LPTA:

1. Evaluation factors and significant subfactors that establish the requirements of acceptability shall be set forth in the solicitation.

2. Tradeoffs are not permitted.

3. Offers are evaluated for acceptability but not ranked using non-cost/price factors.

M2.0 TECHNICAL CAPABILITY REQUIREMENTS:

Technical Capability shall be submitted in the form of a statement or document that demonstrates the contractor’s capability to perform the work to meet or exceed the requirements of this solicitation. In order to meet the Technical Capability Requirements, offers shall address the following factors:

Factor a - tools, equipment, training, and general business practices should be developed in the statement or document to satisfy an evaluation panel that you the contractor has a level of technical capability that meets or exceeds the requirements to perform this work:

Factor b - Provide specific information to show that you understand the requirements and have the experience and capability to do the work. You may provide your own drawings, illustrations, documents, or photos to support your firm’s capability to perform the work. Specifically address the following:

Constructing concrete sidewalks and roofing or gutter and snow bar installation.

Failure to provide adequate information for Technically Capability may result in the offer being removed from the competitive range.

M3.0 PRICES:

Competitive offers will establish price reasonableness. Therefore, when contracting on a firm-fixed-price basis, comparison of the proposed prices will satisfy the requirement to perform a price analysis (cost analysis need not be performed). Contracting Officer intends to award without discussions, offerors shall provide their best prices up front. Pricing will serve as a final determining factor for award under

LPTA.

(If the Contracting Officer elects to consider Past Performance as an additional evaluation factor, it shall be evaluated in accordance with FAR Subpart 15.305).
