The equipment must operate on standard US current outlets (AC 110V, 60Hz) and include one year warranty from installation completion and on-site training. Government personnel will be present during delivery and installation, and the government will provide suitable facility space and electrical support as needed.

Project Bench-Top Tensiometer
General Information
1.0 Scope of Work
Delivery of a bench-top tensiometer with software, PC, monitor, installation, calibration, training, and warranty.
Additionally, any shipping, transportation, and/or tariff costs should be included as well. The tensiometer should be able to measure at ambient and elevated temperatures the surface and interfacial tensions, adhesion, density of solids. It should also have capability for automatic determination of Critical Micelle Concentration (CMC).
2.0 Background
This instrument will expand the capability of the Bio-Oils Research Unit to measure surface properties of biobased materials and thus enhance our ability to target industrial applications for these materials. The new instrument will provide state-of-the art determination of surface properties of surfactants and other materials. Such data is needed for fulfillment of project plan objectives relating to production of biobased products from vegetable oils and other renewable materials.
Contractor Requirements
3.0 Technical Requirements / Tasks
The tensiometer should:
• Be capable of measuring forces from ≤0.2 μN (~20 μg= 0.02 mg) to ≥1500 N (~150 g) at a rate of ≥10 Hz.
• Be capable of maintaining samples at set temperatures (25 - 90 °C or wider) during measurements.
• Be equipped with a CMC module, allowing automatic determination of CMC.
• Be equipped with a moving stage, with travel distance ≥100 mm and position resolution of ≤0.025 mm or better.
• Be equipped with controlling software. The software should allow exporting of raw and analyzed data via a USB port. If the controlling software requires a computer, a Windows PC and monitor ≥20” must be included.
• Include sample vessel (70 mm diameter)
• Include a Wilhelmy plate and Du Noüy ring according to DIN 53914, Adhesion Force Probe (Pt-Ir) with micro roughened surface, and the appropriate holders, if needed.
• Include a density measurement probe and holder.
• Include installation and on-site training.
• 1+ year warranty from completed installation.
• Fit on a standard lab bench (60” (150 cm) wide, 27” (68 cm) deep) and be of ≤54” (140 cm) height.
• Work with standard US current outlets (AC 110 V, 60 Hz), or include the appropriate adapter.
• Be delivered within 120 days of receipt of the order.
4.0 Government Furnished
Government will be present during delivery and installation of equipment. If needed, the government will supply a standard loading dock to accept delivery of the unit. The government will supply a location with suitable instrument requirements (space, electricity) as needed to operate the instrument. Equipment will be delivered to 1815 North University Street, Peoria, Illinois.
5.0 Deliverables / Schedule
Government representative(s) will be present during delivery and installation of the equipment. The delivery of equipment should be no later than 120 days after the purchase order is provided to the vendor. Equipment should be delivered to 1815 N. University St., Peoria, IL 61604.
