1. Does the USDA have a preference for a specific OS version (e.g., Windows 11 Enterprise) or any specific security/IT standards for the PC to be integrated into the local network?
a. The instrument computer should have Windows 11. The computer will not be connected to the internet.
2. The delivery is to Peoria, IL, will on-site training be conducted for a single session, or a multi-day training program?
a. The length of on-site training will be dependent on the nature of the instrument and its complexity.
3. Will the USDA accept equipment manufactured in countries covered under the Free Trade Agreements (e.g., Germany or Sweden), as specified in FAR 52.225-3?
a. 52.225-1 Buy American-Supplies (Nov 2025) and 52.225-2 Buy American Certificate (Oct 2022) are required for this solicitation and subsequent award.
4. Is a controller required to read the tensiometers? If so, we understand that the controller connects to your cloud platform and provides real-time data and analytics—please confirm.

5. Do you have details regarding the type of soil in which the tensiometers will be used (e.g., heavy, sandy, light, etc.)?
a. The tensiometers will be used to measure surface properties of liquid samples for potential surfactant and detergent applications.
6. What is your desired sample volume? Does the total volume of the sample matter (for example, blood from a human would probably be limited, whereas a 200L drum of surfactant is not).
a. The preferred sample volume is less than 10 mL, ideally less than 1 mL.
7. Do dynamics matter? Does the speed of migration matter in real time?
