STATEMENT OF WORK
C-130E Static display concrete and misc work,McChord Field Air Park, JBLM IJO MAA000132J
Date: 08/09/2020
1. DESCRIPTION OF WORK: Provide all plant, labor, tools, equipment, and materials (except as indicated otherwise in the plans) and perform all work in strict accordance with the specifications and plans required for this Contract. This work provides concrete and other miscellaneous work such as installing a monument and floodlights for the C-130E static display as shown in the C-130 SITE LAYOUT, Heritage Hill Layout Map and other detailed drawings and sketches. The scope of the project also include other incidental work associated with the construction.
The Contractor shall accomplish all items of work needed for this work in accordance with the applicable drawings, specifications, AWWA, NEC, NFPA, Washington State (WAC), ADA, and provisions of the contract in order to provide the government a complete and useable product.
1.1. AREA DESCRIPTION: Subject project is shown on JBLM –Airpark infrastructure expansion map attached and located at Heritage Hill Airpark, McChord Field.
1.2. PRINCIPLE ITEMS TO BE ACCOMPLISHED
BASE ITEM CLIN 0001:
2.0 IJO MAA000132J– Construct display area for C130E static display.
2.1 All items are for McChord Air Museum and shall be consistent with the existing infrastructure for other aircrafts within the Heritage Hill, McChord Air Field. Contact Museum Manager/curator, Mr. Ray Jordan at 360-280-8858 prior to start of work and location and orientation of C-130E and coordination for mounting.
2.1.1 Government Furnished-Contractor Installed Material and Government provided services.
2.1.1.1 The Government shall disassemble and reassemble wings. The Government shall tow and mount aircraft on contractor installed concrete foundations/footings and concrete aircraft silhouette, see Sketch ”A”.
2.1.1.2 The Government will provide steel supports for contractor installation on Nose and Main gear foundations. The contractor shall bolt Government provided steel supports into concrete foundations using glass epoxy resin in contractor pre-drilled holes and corrosion resistant anchor studs as shown on Sketch “B”. The contractor shall coordinate location of the Government provided steel supports prior to drilling anchor bolt holes.
2.2 The Government will provide the bronze plaque to be contractor installed in the new brick monument built by the contractor. Details and description of the monument are shown and described in Sketch “D”. The contractor shall stub up 6 inches of the monument foundation reinforcing bars and 6 inches of monument conduit for the monument duplex outlet to allow aircraft to be towed into place and mounted. The spotlight concrete shall be placed and a 6 inch conduit stub up nearest the monument area will be placed so that the C-130 Aircraft can be towed and mounted to avoid interference. The monument will be constructed once the C-130 is towed and mounted sometime after Feb 2021.
2.3 Drainage Grading
2.3.1 The contractor shall excavate and grade the area around the site area to allow drainage from the static display to drain water and not allow standing water to accumulate. See the existing topographic area attached.
2.3.2 Remove deleterious material and unsatisfactory fill material for grading purposes offsite.
2.3.3 Seed or sod all disturbed areas.
3.0 Concrete
3.1 Prepare concrete placement area for aircraft silhouette and sidewalk area by removing grass and soil to a depth of 8 inches to be replaced with 4” of ¾” compacted crushed rock and 4” thickness of 4,000 psi concrete with 4x4 woven wire mesh installed at mid slab, except nose and main gear pads, wing anchor areas and monument foundations. Excavate and install Nose gear and main landing gear reinforced concrete pads as shown in detailed Sketch “B”. Mounting pads shall be installed first and allowed to cure at least 20 work days. Install wing anchoring eye bolts in concrete wing anchor after the C-130 is mounted, as detailed in sketch “A”. Align location of wing anchor foundation directly under C130E wing attachment on airplane. Coordinate with Museum curator prior to installing eye bolt by drilling holes and using glass epoxy resin vile in concrete. Remove excavated material off site.
3.2 Concrete shall be Type II exterior with 3-5% air entrainment and ¾” minus aggregate, 4,000 psi at 28 days. Finish shall be broom type with drainage slope. Concrete shall be placed in square configurations if possible and be provided with crack control or construction joints and under 100 SF areas (i.e. 10’x10’).The contractor may submit an alternate crack control joint area for approval similar to the existing C141 concrete configuration. If the contractor’s crack control layout is accepted and approved, the contractor shall be responsible for any cracking in other than the crack control joint proposed and shall be responsible to remove the cracked concrete section between joints and replace the removed concrete at no additional cost to the Government. Provide curing compound to finished concrete and form release agent to forms used. Seal all control and construction joints as shown in Sketch “C”.
3.3 A 5 feet wide sidewalk 4” minimum thickness with 4x4 WWM shall be installed around the C-130E mounted aircraft as shown in Sketch “A”. Provide contraction joints spaced every 5 linear feet unless otherwise indicated. Cut contraction joints 1 inch deep, or one fourth the slab thickness. Install woven wire mesh in the middle of sidewalk thickness using concrete bricks (dobies) or chair supports. Cut 1/2 of Woven Wire Mesh ends exactly below contraction joints before concrete is placed. Provide a transverse slope of 1/48 in the concrete. Limit variation in cross section to ¼ inch in four feet. Prepare subsurface and concrete per paragraphs above. Slope to drain concrete, except gear mounting areas and plates shall be level and adjacent concrete shall gradually sloped away from these areas. All gear mounting plates shall be at the same elevation. Areas under mounting plates shall have a smooth finish, while all other concrete areas shall have a non-slip broom finish.
| 3.4 | Install new sidewalk extending from new monument area to terminate with an ADA ramp to meet the existing sidewalk along CMSgt William M. Cannon Blvd as shown on Sketch “C”. Cut, remove and reroute the existing section of the existing water pipe with a rerouted new pipe section under the gravel base of the sidewalk section adjacent to the new ramp as shown on Sketch “C”. Provide concrete as thrust blocks for changes in pipe direction as needed. |
| All service connections and work conducted on water mains must be coordinated through JBLM’s Exterior Plumbing Department and Public Works, Drinking Water Program. |
3.5 Other work necessary to accomplish the above items: The Contractor shall be responsible for providing a complete and useable product/system and shall be responsible for accomplishing all tasks incidental to the completion of the contract requirements. Requirements for a complete and useable product which is not explicitly called out in the SOW but reasonably discernable via any method other than destructive testing shall be considered a requirement of the work.
4.0 See paragraph 2.2 for additional requirements.
Provide New Brick Monument for the C-130E static display as shown on the McChord Air Museum C-130 Site Layout attached.
4.1 Provide subbase and foundation for monument as shown and described in Sketch “A”.
4.1.2 Provide brick monument, complete with electrical weather proof duplex outlet and conduit extending under concrete footing and sidewalk. Government furnished contractor installed plaque consistent with other existing aircraft monuments within the airpark. Coordinate with the Museum curator for exact location. Provide 1” PVC Schedule 80 stub out under sidewalk area as shown on Sketch “D”. Provide PVC underground cap and provide an above ground marker to locate the stub out after PVC installation. Remaining underground PVC, wiring and lights shall be awarded under the optional contract line item 0002 as stated in paragraph 5 below.
Note: Other work necessary to accomplish the above items: The Contractor shall be responsible for providing a complete and useable product/system and shall be responsible for accomplishing all tasks incidental to the completion of the requirements.
5. Option Bid ITEM CLIN 0002:
The Option line item may be awarded up to 30 calendar days after the award of the base line item. This work may be accomplished by the Government or other means.
New Exterior C-130E Display Lighting, Heritage Hill, McChord Field
5.1 Clear and grub area and provide necessary trenching in preparation for installation of exterior display lighting as shown on Provide display exterior lighting fixtures on concrete pads with buried electrical wiring, consistent with other existing lighting within the airpark as shown on drawing. Existing Lights are GLT MFL-100W-UV-B76-TR with Photocell.
5.2 Provide five LED flood display lights approximately located as shown on Sketch “D” Layout. Match existing lights by type, and mounting as described Sketch “D”. Coordinate with Museum Manager for the exact location The LED lights shall be put on a timer and photocell control. The timer energizes the circuit and the photocell controls when the lights come on. This allows for the lights be shut off (or at least dimmed) at pre-planned time, e.g., midnight, when the park closes, coordinate with Museum Manager for set times.
5.3 See Sketch “D” showing underground conduit for lights and monument receptacle. Terminate and connect wiring and conduit to the existing panel box. Install two separate GCFI bolt on breakers in the existing Cutler Hammer 225 Amp Panel PLR-1. One breaker for the five new spotlights and one breaker for the duplex receptacle for the new monument. Breaker must be compatible with the existing Cutler Hammer Panel Box PLR-1. An existing round location for the Panel PLR-1 is located ijn the earth cover box near the Panel. Label Breakers for as C-130 Receptacle and C-130 lights respectively. Redo existing Panel breaker Directory on a new plastic covered printed card inside the panel box incorporating the existing breaker information and the two new C-130 breaker information.
5.4 See paragraph 2.2 above for additional requirements.
5.5 Floodlights must be Energy Star labeled (https://www.energystar.gov/productfinder/product/certified-light-fixtures/results) or meet FEMP minimum efficiency (https://www.energy.gov/eere/femp/purchasing-energy-efficient-floodlights). Lamps/bulbs must be Energy Star labeled (https://data.energystar.gov/Active-Specifications/ENERGY-STAR-Certified-Light-Bulbs-Version-2-0/ebgj-qsf7/data).
6.0 Period of Performance:
6.1 The contract period of performance is 175 calendar days from notice to proceed or issuance of the order. This includes C-130 aircraft moving and mounting by the Government.
6.2 The contractor shall provide a Gantt type bar chart schedule showing preliminary work such as submittals, review and approval, excavation, concrete placement, monument installation, option item light installation, punch list and turnover. Coordinate and include the time for Military 62nd AW to initially move the C-130 from the existing museum hangar to another hangar to disassemble wings, tow to site, reinstall wings/engines and position C-130 for mounting. This time period will be in the months of Jan or Feb 2021. The contractor shall coordinate with 62AW POC, COR and Museum Manager during this timeframe. There may be some contractor downtime during this timeframe. The contractor shall work with the 62nd AW for mounting the Aircaft by installing Government provided mounting stands.
6.3 Submit the schedule for Government approval within 10 calendar days of receipt of notice to proceed or issuance of order.
7.0 Quality Control and Quality Assurance:
7.1 The Contractor is responsible for the quality control of the work. The prime Contractor will assign in writing a Quality Control (QC) Representative for all work. The Prime Contractor’s Superintendent may be assigned by the contractor as the QC Representative. The QC person shall fill out and sign Daily Reports (See TE-4 attached) for each day worked and turn the completed reports into the Government Representative the following working day by 0830.
7.2 The Government will assign a point of contact to represent the Government as their Quality Assurance Representative (QAR) to monitor the Contractor’s QC performance in accordance with the requirements and specification of the contract.
8.0 Hours and Days of Work: The contractor shall be required to work normal working hours which are 0730-1630 Monday through Friday, except Federal Holidays. Federal holidays include;

9.0 Place of Performance: The work to be performed under this contract will be performed at Joint Base Lewis McChord, on McChord Field. The contractor will not be required outside of the Base to perform the work other than storage of material and hauling. Any travel and other costs shall be included in the contractor’s Firm Fixed Price under this contract.
10. Type of Contract: The Government will award a Firm Fixed Price contract with one option item.
11. Security Requirements: Work done under this contract are considered UNCLASSIFIED. The contractor is responsible for providing access clearance requirements for all employees and subcontractors working on this contract.
11.1 Access and General Protection/Security Policy and Procedures.
The Contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. Additionally, Executive Order 13465, 8 September 2008, mandates that all Federal Contractors and Subcontractors are required to use E-Verify for all employees working directly on any federal contract to determine eligibility to legally work in the United States. It is the responsibility of the employer to provide the employee a copy of the E-Verify. The E-Verify will be used ICW other applicable documentation to determine eligibility for access to JBLM. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
12. Warranty: Upon approved completion of work and before final payment, provide:
12.1 Provide the contractor’s point of contact and phone number for warranty items.
12.2 Correction of all punch list items approved by the Government representative.
12.3 Contractor’s one year warranty of construction for defective work such as concrete cracking other than control joints, drainage and aircraft support installation issues.
12.4 As-built of the installation on pdf or Autocad.
13. Environmental
13.1 Concrete is a designated item under Section 6002 of the Resource Conservation and Recovery Act and form release agents are designated under Section 9002 of the Farm Security and Rural Investment Act. Supplied materials shall meet the recycled and bio-based content requirements therein or qualify for a legally valid exception under RCRA 6002/FSRIA 9002 (note that ground granulated blast furnace slag additive to concrete is likely more conformant with EPA guidance cited at Part 23.7 of the Federal Acquisition Regulation than are coal derivatives such as fly ash, cenospheres, or silica fume).The contractor shall submit documentation demonstrating compliance to the COR or Government Project Manager or justification for legal exception using HJB Form 225 (submitted per instructions on the form).

13.2 Environmental Coordination. The Contractor shall comply with all Joint Base Lewis-McChord (JBLM) environmental requirements, including the most current installation regulation 200-1 (Environmental Protection and Enhancement), available at https://www.lewis-mcchord.army.mil/designstandards/pdf/pwref/FLReg_200-1.pdf.
13.3 Environmental Management System (EMS). The JBLM EMS conforms to the criteria defined in the international standard, ISO 14001:2004 Environmental management systems – Requirements with guidance for use.
In accordance with EMS procedures, the Contractor shall be familiar with the JBLM environmental policy and shall ensure that this information is considered and incorporated into this project. Additional information regarding the JBLM EMS is available from the installation EMS Coordinator (253-966-6470).

13.4 Sustainable Acquisition: Sustainable Acquisition. In order to comply with federally mandated sustainable acquisition requirements and Department of Defense (DOD) and Department of the Army (DA) Green Procurement Program (GPP) policies, Joint Base Lewis-McChord (JBLM) requires the purchase, supply, and use of environmentally preferable products and services. Program elements include: recovered material products, energy and water efficient products, alternative fuels and fuel efficiency, bio-based products, non-ozone depleting substances, and environmentally preferable products. For a listing of designated items, associated requirements and managing program websites, see https://sftool.gov/greenprocurement. Additionally, the JBLM Guide to Sustainable Acquisition for Construction is available in the “Reference Manuals” section of the JBLM Design Standards webpage (https://www.lewis-mcchord.army.mil/designstandards/index1.htm). The Contractor shall comply with all applicable Federal, DOD, Army, and JBLM sustainable acquisition laws and policies. If compliant products are unavailable or determined to be impracticable based on cost or performance, the Contractor shall contact the Contracting Officer or their representative for further guidance. Claims of exception must meet applicable legal criteria and be justified in writing through the submission of a completed HJB Form 225 (Sustainable Acquisition Exception). 13.5 Hazardous Material: This would apply to dry mix concrete, release agents, curing agents, concrete patch, etc:
For any hazardous materials, the Contractor shall submit an initial list of hazardous materials to be used (including unit of measure and Safety Data Sheet for each product). A copy of these documents must be submitted to the Joint Base Lewis-McChord (JBLM) Pollution Prevention Program (usarmy.jblm.id-readiness.list.dpw-aul@mail.mil) prior to commencement. These items must be reviewed by Pollution Prevention and authorized for use by addition to the contractor’s Authorized Use List (AUL) issued by Pollution Prevention. The Contractor shall not use any hazardous materials not listed on their current AUL issued by Pollution Prevention.
For any in-use hazardous materials, the Contractor shall submit a hazardous material inventory on HJB Form 953 noting the hazardous materials used, the units of measure, quantities used, storage locations, and other information indicated on the form. This inventory shall be submitted at the end of the project. [If the project goes into a new calendar year, the Contractor shall also submit a copy of this inventory (accounting for all hazardous materials) by 15 January.] For any hazardous materials stored on JBLM, this inventory shall be submitted by the 15th day following the calendar year quarter in which the hazardous materials were used or stored. All HJB 953 inventories shall be submitted electronically and addressed to the Contracting Officer or their representative with usarmy.jblm.id-readiness.list.dpw-hm-inventory@mail.mil included in the carbon copy (“cc”) line of the email. Questions regarding the form may be directed to the JBLM Pollution Prevention Program (966-6469). The current HJB Form 953 and form instructions are available at Section 01 57 19 of the JBLM Design Standards (https://www.lewis-mcchord.army.mil/designstandards/index1.htm).
13.6 Stormwater Requirements: The Contractor shall comply with all Joint Base Lewis-McChord (JBLM) environmental requirements, including the most current installation regulation 200-1 (Environmental Protection and Enhancement) and Design Standards specification section 01 57 19 (Temporary Environmental Controls). This includes the submission of an Environmental Protection Plan (EPP) prior to commencement, which must include proposed source control, temporary, and permanent stormwater Best Management Practices (BMPs). Coordination with the JBLM Stormwater Program Office on any ground disturbing activities is required to ensure compliance with the MS4 Permit. For construction of projects disturbing 5,000 sq. ft. or more a Stormwater Pollution Prevention Plan (SWPPP) must be submitted by the contractor detailing sediment and erosion control best management practices (BMPs) in accordance with PWE-633 Construction Site Stormwater Runoff Control Program and the 2012 SWMMWW. See section 8.9.4. for required permits. The JBLM Environmental Division will review the submittals (EPP & SWPPP) and provide any necessary corrections or additions to the Contracting Officer or their representative. Regulation 200-1 and specification section 01 57 19 are available at the JBLM Design Standards website (http://www.lewis-mcchord.army.mil/designstandards/). The Stormwater office can be contacted at: usarmy.jblm.id-readiness.list.dpw-stormwater1@mail.mil The contractor shall appoint by letter a person as the onsite contractor Stormwater Manager to monitor and annotate the Government accepted Stormwater Polution Prevention Management Plan (SWPPP). The proposed SWPPP will be submitted within ten calendar days of Notice to Proceed.
13.7 Spills and discharges: The drinking water system operations manager must be notified of any spills or discharges to ground or surface water within the 10 year travel zone associated with the potable water East well (S03) on JBLM by cell phone immediately and a written record of the event must be included by email within 24 hours.
