Statement of Work

Chiller repairs (Circuit 1 compressor, circuit 2 condenser coil, CW pump motor)

SCOPE OF WORK

A. GENERAL: It is the intent of these general conditions, specifications, together with the contract, to include all labor, materials, equipment, transportation, permits and fees, temporary protection and supervision necessary to complete the required work. All work shall be done under the direction of and completion to the satisfaction of the Contracting Officer.

1. Project Details & Description:

HQ BD.01 Chiller has several deficiencies. 1 of 2 circuit 1 compressors have failed, the inside condenser coil has a leak located near the West tube sheet, and 1 of 2 onboard chilled water pump motors is seized. We have determined the best course of action is to replace 1 failed compressor for circuit 1, replace inside condenser coil for circuit 2, and replace 1 bad chilled water pump motor.

Chiller is located just South of Building 1 at ground level.

Circuit #1 work includes:

1-1. Recover and dispose of refrigerant.

1-2. Disconnect and remove damaged compressor.

1-3. Install new OEM compressor 1-4. Leak check circuit with dry nitrogen.

1-5. Evacuate circuit and charge with location provided 410A refrigerant.

1-6. Ensure there is adequate compressor oil in the system, add/drain as necessary.

1-7. Start chiller and verify proper operation.

1-8. Note any additional repair needs found.

1-9. Clean up jobsite. Off-site disposal is the contractor’s responsibility. Some of the equipment/parts being replaced may be of use to the facility. Maintenance staff will be allowed to keep some/any of the removed equipment/parts for facility needs.

Circuit #2 work includes:

1-1. Recover and dispose of refrigerant.

1-2. Disconnect and remove inside condenser coil.

1-3. Install new OEM condenser coil.

1-4. Leak check circuit with dry nitrogen.

1-5. Evacuate circuit and charge with location provided 410A refrigerant.

1-6. Start chiller and verify proper operation.

1-7. Note any additional repair needs found.

1-8. Clean up jobsite. Off-site disposal is the contractor’s responsibility. Some of the

Onboard Chilled Water pump repair includes:

1-1. Disconnect and remove seized pump motor.

1-2. Install and connect new OEM pump motor.

1-3. Install all applicable new seals/gaskets (pump kit) for motor/pump connection.

1-4. Start pump and ensure proper rotation and no leaks.

1-5. Note any additional repair needs found.

1-6. Clean up jobsite. Off-site disposal is the contractor’s responsibility. Some of the

The contractor shall furnish all labor, tools, equipment, transportation to the job site, and supervision for the job indicated above. The contractor shall furnish all material except material listed in the government furnished material section of this document.

2. Government Furnished Equipment: New 410A Refrigerant

3. Codes and Standards: Construction shall comply with the requirements of ARS Facilities Design Standards Manual 242.1, ARS Energy Management Plan 134.2 and all other applicable federal, state and local code requirements as well as current industry standards, (ie. UBC, UPC, NFPA, UL, ASTM, ACI, NEC, NEMA., etc,) and health and safety codes, in effect at the time of contract award. ARS Design and construction manuals can be found on the website under “P&P and Manuals” at http://www.afm.ars.usda.gov/facilities/pplist‐FD.htm.

4. Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the responsibility of the Contractor.

5. Application: It shall be the responsibility of the Contractor to perform all work in accordance with the manufacturers’ recommendations and Industry Standards. If any item specified herein and/or on the drawings conflicts with applicable codes and recommendations, the contractor shall bring it to the attention of the Contracting Officer for immediate resolution.

FIELD ENGINEERING/INSPECTION OF SITE

A. The Contractor shall be responsible for verifying site conditions, making quantity take‐offs, obtaining accurate measurement of existing conditions, and performing any act or operation which may be necessary to properly quote the work and complete the same as depicted and specified. Failure to verify the existing site conditions shall not relieve the Contractor of the responsibility to complete the work as required.

SUBMITTALS

A. Manufacturer's descriptive literature sufficient to determine conformance of the proposed product to the contract requirements shall be submitted to the CO for review and approval. The descriptive literature shall be annotated/highlighted to show its conformance with contract requirements.

B. Installation procedures supplied by the manufacturer.

QUALITY CONTROL

A. GENERAL: To satisfy the requirement for Quality Control, the work performed under this contract shall be subject to continuous audit by the Location Site Monitor (LSM). Quality control is the exclusive responsibility of the Contractor.

B. FINAL ACCEPTANCE: Acceptance of the completed work will be based upon its conformance to the contract.

C. WARRANTY: The warranty period for workmanship shall be for one (1) year from the date the government accepts the work.

PROTECTION OF WORK AND PROPERTY

A. The Contractor shall protect the work, the site, and all existing property and structures within the limit of construction activities or that may be affected thereby until acceptance of the work.

Any damage to property shall be repaired at the Contractor’s expense, to pre‐damaged condition to the satisfaction of the COR.

B. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities for protection and security.

TEMPORARY FACILITIES

A. Temporary utilities (water and electricity) will be furnished to the Contractor by the Government, if so requested. Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through is own negligence.

B. Should the Contractor require any power or utility shutdown during performance; he shall receive approval for such shutdown from the LSM three working days prior to this need.

MATERIALS AND EQUIPMENT

A. The material and equipment to be furnished under these contract documents shall be the standard products of manufacturers regularly engaged in the production of such materials and equipment and shall be the manufacturer's latest standard design.

B. All materials and equipment to be incorporated in the work shall be handled and stored by the manufacturer, fabricator, supplier and Contractor before, during and after shipment in a manner to prevent warping, twisting, breaking, chipping, rusting and any injury, theft or damage of any kind whatsoever to the materials and equipment. All materials and equipment furnished by Contractor shall be subject to inspection and approval by the CO/LSM.

D. EXECUTION:

(a) The Contractor shall provide the necessary tools, equipment, labor, coordination, and related materials necessary for the completion of work.

(b) Erection techniques employed by the Contractor must be in accordance with the manufacturing company's suggested erection procedures. Work is expected to be completed no later than 45 days after notice of award.

CLEANING

Upon completion of project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the

LSM.

WARRANTY

Submit data concerning the standard one-year warranty for workmanship, including the warranty period (dates), and warranty contacts with names, addresses and telephone numbers.

Extended Equipment/Product Warranties: Obtain and furnish to the Contracting Officer all written warranties for equipment/products that have extended warranties (warranty periods exceeding the standard one‐year warranty) furnished under the contract. The warranty period shall begin on the same date as project acceptance and shall continue for the full/product warranty period. The warranties shall be fully executed and delivered to the Contracting Officer prior to final acceptance of the facility.
