3.0 Scope of Services:

The Contractor shall provide all professional services necessary for the accomplishment of each project and such required services shall be in accordance with requirements as described herein.

A. The Contractor shall provide services for the following tasks marked by an “X”:

[X] Provide a cost proposal and a technical proposal to complete the project as per project requirements.

[X] The contractor shall furnish all the skilled labor, materials, equipment, tools, transportation, and supervision necessary to resurface the asphalt areas as shown in these documents.

4.0 Technical Project Requirements:

The Contractor will work with site personnel to ensure each task is accomplished in a timely manner.

A. The Contractor’s work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal, state, and local code requirements as well as current industry standards, (ie: EPA, ASTM, GSA, AASHTO, etc.) and health and safety codes, in effect at the time of contract award.

B. All work to meet all pertinent Unified Facilities Guide Specifications (UFGS) and ARS 242.1M standards. UFGS available at http://www.wbdg.org/ffc/dod/unified-facilities-guide-specifications-ufgs.

5.0 Background & Site Description:

A. Existing Parking and Driveway area is 11,000 sq. ft., or approximately 1,222 sq. yds., as shown in file “Parking and Driveway Areas West of Bldg.#1.JPG”

6.0 Technical Cost Proposal: Provide cost proposals for the Base Bid, Add Alternate A, Add Alternate B, and Add Alternate C, for this contract as shown in file “Parking and Driveway Areas West of Bldg. #1.jpg”. Costs to include patching areas in that area.

7.0 Specific Requirements

A. Asphalt Improvements

1. Existing asphalt shall be power swept and joints shall be cleaned with compressed air.

2. Existing asphalt shall be edge milled 48 inches around the existing buildings, concrete slabs, sidewalks, curb and gutter down 2 inches then overlaid with 2 inches.

3. Surface course asphalt meeting the pavement overlay mixture as the “State of North Dakota mix design”.

4. Drainage issues and any fill-in patch work must be discussed with the Location Monitor before the over-lay is completed, so the overlay drains at approximately 1/8 inch in 10 feet as a minimum.

5. Taper milling at 2” vertical to 4 feet horizontal to be completed to provide a smooth and level transition between the existing pavement and new overlaid work.

6. Any and all existing potholes, low spots, and patch work must be filled, repaired and compacted before the over-lay is completed. See file “Surface patching.jpg”, for locations and approximate areas.

7. Parking lot striping with two handicap spaces provided for in the base bid lot, and parking lot striping provided for in Add Alternate A parking lot.

B. Asphalt Areas are as described here and in file “Parking and Driveway Area West of Bldg.#1.jpg”

1. Base Bid is the West 11,000 square feet in the Red boundary area for the typical 2” milling and overlay, sloped slightly to drain to the Southwest.

2. Add Alternate A is the green boundary area north & west of Bldg. #3 with 7,800 square feet of the area shown for the typical 2” milling and overlay, sloped slightly to drain to the west.

3. Add Alternate B is the yellow boundary area north and west of Bldg.#1 with 3,600 square feet of area for the typical 2” milling and overlay, sloped slightly to drain.

4. Add Alternate C is the white boundary area north of Bldg.#3 with 3,000 square feet of area shown for the typical 2” milling and overlay, sloped slightly to drain.

C. Drainage is to be considered and discussed with the Location Monitor, to slightly improve the existing drainage off the asphalt.

8.0 Performance Schedule: When weather is appropriate, project should be completed 365 days after the Notice to Proceed or sooner.

9.0 Government Furnished Equipment\Services

A. None provided.

10.0 General Requirements:

A. Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Design Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of construction permits, licenses, inspections, etc., are the obligation of the future Construction Contractor.

B. Schedules shall be updated and furnished with each submittal.

C. Submittals shall be made as scheduled in the Special Requirements section. Each submittal shall be distributed electronically in Adobe for review, to the Location Monitor at the facility, Engineering Project Manager, and Contracting Officer. Each submittal shall contain the previous submittal's Excel comment sheet with responses, notes of meetings held with ARS personnel, design notes, calculations, and construction progress bi-weekly meetings during construction.

D. Changes in the scope of work or the task order that affect the level of effort of the Contractor have to be pre-approved by the CO.

E. Disputes or questions that arise after the task order has been negotiated will be resolved by the CO.
