Performance Work Statement MFRC Family Services Consultant RAF Croughton, United Kingdom

1. DESCRIPTION OF NON-PERSONAL SERVICES

1.1. The Contractor shall provide Military & Family Readiness Center (MFRC) Family Services Consultant services in support of the Family Services and Sustainment Flight (422 ABS/FSA) at RAF Croughton, United Kingdom. All work shall be performed in accordance with federal, local rules and regulations, and this Performance Work Statement (PWS).

1.2. The main duty of the Family Services Consultant is to be a liaison between the 422 ABS/FSA and the RAF Mildenhall, UK AFRC (100 FSS/FSSR) at and the RAF Croughton community. The contractor shall communicate and promote all AFRC programs and core services to the RAF Croughton community

1.3. The Family Services Consultant, along with the 100 FSS/FSSR and 422 ABS/FSA, will assist the 422nd Air Base Group (422 ABG) Commander’s programs for the health and welfare and mission readiness of RAF Croughton military community and their eligible family members.

2. SPECIFIC DUTIES

2.1. The Family Services Consultant shall administer and coordinate MFRC programs in support of the 422 ABG Commander’s program as outlined in Chapter 1 of AFI 36-3009.

2.2. The contractor shall be responsible for coordinating and facilitating classes, seminars, and workshops, and coordinating /facilitating these with 100 FSS/FSSR when applicable. These services are outlined in Chapter 2 of AFI 36-3009, Airman and Family Readiness Centers, and include but are not limited to: Key Spouse program, Camp Kudos annual event, Newcomers family support information, Air Force Aide, AFR library resource materials, Employment Assistance, Personal Financial Readiness Services, and Community Attic volunteer coordination.

2.3. The contractor shall be responsible for the dissemination of information such as local services and resources offered by the MFRC to the RAF Croughton community.

2.4. The contractor shall deliver professional and courteous customer service. All services provided by the Family Services Consultant are covered under the Privacy Act and shall be considered confidential, except for some instances which may be excluded by regulation.

2.5. The contractor shall be an Ad Hoc member and attend Integrated Delivery System (IDS) meetings. The contractor is expected to offer solutions based from the Family Services perspective during the meetings.

2.6. The contractor shall maintain a record of all services provided to the community under the Family Services Program.

2.7. The contractor, in coordination with the Relocation Core Compliance Expert staff, shall maintain the Military Home Front’s Plan My Move database relating to Family Services and keep it up to date.

2.8. The contractor shall assist customers in completing paperwork for the Key Spouse program, Camp Kudos annual event, Newcomers family support information, Air Force Aide programs (Heart Link, Bundles for Babies, Give Parent’s a Break, Car Care Program, PCS Care, volunteer Care), AFR library resource materials, Employment Assistance, Personal Financial Readiness Services, and Community Attic volunteer coordination.

2.9. The Family Services Consultant shall attend speaking events such as Commander’s calls, Spouses’ groups, etc. and post on the 422 ABS and Spouse’s social media page to promote MFRC programs.

2.10. The contractor shall maintain a reference library for 422 ABS/FSA volunteers and customers by periodically collecting and gathering information from books, magazines, and other related materials in the subject of Family Services.

2.11. The contractor shall coordinate and route all budget requirements related to Family Services through the Sustainment and Family Service Flight Chief.

2.12. The Family Services Consultant shall maintain a neat, clean, and professional image at all times during work performance.

2.13. The contractor shall not accept or collect any moneys from customers in the performance of any work in this PWS.

2.14. During times of crises or emergencies, the contractor shall be notified and perform a support role to the 422 ABS/FSA Emergency Family Assistance Center (EFAC) program. The contractor shall support the EFAC during regular work hours as specified in paragraph 5. The contractor shall work at the walk-in reception, call center covering phone lines and managing the appropriate checklists at the designed EFAC location. Training for this program will be provided by government.

3. RESPONSIBILITIES

3.1. Records Management. The contractor shall be responsible for maintaining records in support of the 422 AFR Family Services in accordance with AFI 33-322, Records Management Program. The training required for this program will be provided by the government.

3.2. Fire and Safety Manager. The contractor shall be responsible for maintaining the AFRC facility and providing records IAW AFI 32-601, The Fire Protection Operation and Fire Prevention Program, and AFI 91-202, Mishap Prevention Program. The training required for this program will be provided by the government.

4. CONTRACTOR PERSONNEL QUALIFICATIONS

4.1. The contractor shall be able to read, comprehend, write and speak English fluently.

4.2. The contractor shall have strong written and oral communication skills and be able to efficiently plan and organize, communicate, and manage diverse program requirements.

4.3. The contractor shall have basic computer skills, functional working knowledge of Microsoft programs Word, Excel, Publisher, PowerPoint, and Adobe Acrobat, and the ability to navigate web sites, social media sites, and perform searches on the Internet.

4.4. The contractor shall not be a current employee of the United States Government.

5. HOURS OF OPERATION

5.1. The contractor shall maintain a regular work schedule of Monday through Friday at 8:30 AM to 4:30 PM. The contractor is authorized a daily lunch break, not to exceed one hour, which shall be coordinated with the 422 ABS/FSA Chief or designee. The contractor may occasionally be required to work outside duty hours for special projects, these non-normal hours will be compensated with compensation time off as mutually agreed upon both the contractor and the 422 ABS/FSA Chief or designee, prior to the time to be worked. The 422 ABS/FSA observes federal holidays, USAFE Family and Goal Days.

5.2 The contractor is required to give 422 ABS/FSA 14 days of notice of any scheduled period of absence that would prevent the contractor from performing the services. At the discretion of the Contracting Officer, an extended period of absence may require the contractor to provide a substitute to perform the services. This substitute must meet all the qualification requirements of section 4.0 of this PWS. The 422 ABS/FSA, through the Contracting Officer, reserves the right to refuse the services of such a substitute if he/she is deemed unqualified.

6. GOVERNMENT PROVIDED FACILITIES, EQUIPMENT AND SERVICES

6.1. The Government shall provide all necessary facilities, utilities, equipment, supplies and materials. All Government provided items shall be used only in the performance of this contract.

7. ACCESS TO BASE NETWORK

7.1. Contract personnel requiring access to the Air Force network shall complete and submit a DD Form 2875, System Authorization Access Request (SAAR). The contractor personnel must also complete the online Annual Information Awareness Training and be entered into the Trusted Associate Sponsorship System or TASS. The contractor personnel must pass all necessary checks and training to obtain access to the base network.
