Heating and Cooling System Replacement Malheur National Wildlife Refuge
STATEMENT OF WORK
Office Heating and Cooling System Replacement
1. GENERAL
The US Fish and Wildlife Service, Region 1, Malheur National Wildlife Refuge, 36391 Sodhouse Lane, Princeton OR 97721 has a requirement to replace office heating and cooling systems.
2. SCOPE
Provide all planning, design, materials and labor for the following:
2.1. BASE BID: Install heating and cooling system in Main Office building
2.1.5. Install ductless split system to support a 2,319-sqft building with seven (7) units/ports: one in each office (4) of approximately 200 sq ft each, one (1) in the Visitor Center of approximately 625 sq ft, one (1) in the break room of approximately 120 sq ft, and one (1) in the common area of approximately 300 sq ft.
The Main Office is a historic stone building that may take extra drilling and grouting to seal any cracks that will accrue during installation. The walls vary in thickness roughly 18” to 24” stones
2.1.6. The ductless system shall meet a minimum SEER of 22, HSPF of 10.2, and have an operating temperature range -20F heating and 120F cooling. Rotary type equipment is not acceptable.
2.1.7. Install plastic covering over system pipes on exterior of building where needed.
Paint any plastic covering red to match existing trim color if the manufacture color dose not match the trim.
2.1.8. Remove currant electrical HVAC system, including all electrical, ductwork and sealing of supply and return vents. Contractor is responsible for proper disposal of all debris from site.
2.1.9. Contractor is responsible for confirming all measurements and properly sizing units to the space.
2.1.10. The System must be installed per manufacture specifications and installed by a technician licensed in the state of Oregon
2.2. OPTIONAL ITEM 1: Install heating and cooling system in Biology office building
2.2.5. Install ductless split system to support a 1220 sq ft building with three (3) units/ports, one in each office (2) of approximately 260 sq ft each and one in the laboratory room of approximately 110 sq ft. The Biology Office is a historic stone building that may take extra drilling and grouting to seal any cracks that will accrue during installation. The walls vary in thickness roughly 18” to 24”
2.2.6. The ductless system shall meet a minimum SEER of 22, HSPF of 10.2, and have an operating temperature range -20F heating and 120F cooling. Rotary type equipment is not acceptable.

2.2.9. Remove currant propane HVAC system, including electrical, ductwork, intake and exhaust vents, supply lines to tank, and sealing of supply and return vents The Refuge will coordinate tank removal with tank owner.
2.2.10. Contractor is responsible for proper disposal of all debris from site.
2.2.11. Contractor is responsible for confirming all measurements and properly sizing units to the space.
2.2.12. The System must be installed per manufacture specifications and installed by a technician licensed in the state of Oregon.
3. PLACE, DELIVERY, AND PERIOD OF PERFORMANCE
3.1. All construction related work is located at Malheur NWR.
Work is to be completed within 270 days of issuance of Notice to Proceed (NTP).
4. DELIVERABLES
4.1. Initial Project Schedule within 15 days of NTP being issued.

5. INSPECTION AND ACCEPTANCE
5.1. The work shall also be done in accordance with all applicable federal, state and local codes including the most current edition of the IBC, National Electrical Code (NEC), NFPA 101 Life Safety Code, ADA/ABA, and any other applicable disciplines of the International Code Council, as well as with accepted general industry standards.
5.2. The work shall be accepted when all the work is completed as described here within and in accordance with any contract documents. Work will be inspected to assure compliance with the contract documents, but quality control and adherence to all contract requirements is the responsibility of the contractor, as further described in CFR 52.246-12, “Inspection of Construction”.
6. GOVERNMENT FURNISHED MATERIALS
6.1. USFWS will make available any historical related documents which may be in their possession.
6.2. In addition to the Availability and Use of Utility Services clause Federal Acquisition
Regulation (FAR) 52.236-14, the Contractor shall furnish all temporary facilities and utilities needed including: heat, light, power, water, telephone, sanitary facilities, job offices, material handling equipment, temporary construction aids, and storage enclosures. If suitable USFWS water, electric, or other utility is present at the site, it may be used for construction purposes at no cost, only if it does not adversely impact the operations of the station and field station agrees to permit use. The Contractor shall provide and remove any temporary connections required.
6.3. USFWS will not provide any government furnished equipment.
7. AVAILABILITY
7.1 Unless approved by the Refuge Manager, the work week is Monday thru Friday, from 7:00 a.m. until 4:30 p.m., except federal holidays. Work shall be performed during these hours unless prearranged with the Refuge.
7.2. Contractor shall notify the COR a minimum of seven (7) days prior to arrival on-site and/or needing access to any of the buildings.
