I. Contracting Activity.

II. Nature and/or description of the action being processed.
This acquisition is to obtain Motorola / Futurecom Digital Vehicular Repeater System (DVRS) for F.E. Warren Air Force Base LMR and future Enterprise Land Mobile Radio (ELMR) requirements by the use of Brand name, due to AFGSC's standardized use of Motorola radios to ensure all are on the same frequency.
III. Description of supplies/services required to meet agency needs.
a. Service/supply is for the purchase of Motorola / Futurecom Digital Vehicular Repeater System (DVRS) configured to utilize VHF and UHF frequencies configured to interface with existing and future ELMR infrastructure at F.E.
Warren AFB.
b. Currently, F.E. Warren's ELMR systems support one frequency range 136-174MHz (VHF).
IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.
In accordance with FAR 8.405-6(b)(1) "The item is peculiar to one manufacturer. A brand name item, whether available on one or more schedule contact, is an item peculiar to one manufacturer." thus only one manufacturer is capable of providing the needed supplies required to ensure purchase of the Motorola ELMR network system. The AFGSC ELMR system is IA certified and provides non-P25 standardized or tested capabilities that are proprietary to Motorola, such as OTAP, to include Differential Codeplug Programming, Batch Programming, Voice Priority, Non-Intrusive Programming, Auto Retry, IA Certification, and ASTRO 25 'Certification', as well as Certified Coverage Testing, System Roaming Preferences, Smartnet/SmartZone Trunking, DES/DES, OFB/DES, and XL Encryption, DVP/DVP XL Encryption, System Status Broadcast Message, Channel Identifier Update Broadcast Message, Adjacent Status Broadcast Message, Backup Control Channel Broadcast Message, Priority Talk Group Scan, Internal GPS, and radio authentication. It is also an AFGSC requirement to have AES Encryption of Packet Data, which is a P25 standard, but does not currently have a CAP testing method to prove interoperability.
The system purchased must meet and be compatible with the features and capabilities mentioned above and must be supported by a Letter of Validation from the Motorola Application Solution Center Lab to certify interoperability with the AFGSC ELMR network.
V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with
FAR 8.404(d).
After receipt of quotes from authorized vendors, a review of their prices will be conducted to ensure they are within their GSA schedule and all discounts are considered. Although prices are predetermined to be fair and reasonable, an evaluation of received quotes will be conducted to ensure the prices provided are in the best interest of the Government.
VI. Description of the market research conducted and the results, or explain why market research was not conducted.
A search on GSA Advantage! showed that the items requested are available on GSA and are commercially available.

VII. Other facts supporting the justification.
The AFGSC LMR network IA accreditation package was submitted using a certain compliment of LMR/ELMR equipment and network infrastructure. Changing network infrastructure and user equipment could potentially invalidate the IA accreditation process, integration, and testing.
VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.
90 CS would have to re-configure the current infrastructure in order to move away from a brand name environment, therefore; it would economically viable to source via brand name.
