JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity. The contracting activity and contracting officer is Naval Facilities Engineering Systems Command, Mid-Atlantic, Norfolk, Virginia.

2. Description of the Action being Approved: Procurement of two (2) Applanix POS/MV Wavemaster II Inertial Navigation Systems to support hydrograhic surveying.

3. Description of Supplies/Services. The Contractor shall provide the required equipment, two

(2) Applanix POS/MV Wavemaster II Inertial Navigation Systems, including all ancillary equipment included below for each system:

SFF IP68 comprising of POS MVC System, Small Form Factor (SFF) with RTK option, Inertial

Measurement Unit, between decks enclosure, 8M IMU Cable, GNSS antenna, 10 GNSS

Antenna, Ethernet cable, x-over, DC power cable, IO cable, COM, IO cable, COM and PPS, Cable, RS232, FF, 8GB Flash Drive, Alignment rail, Screw, M5 X 14 mm, POSView and manuals on CD-Rom, cases, PCS, and IMU

Required Delivery Date: On or before September 30, 2022 (estimated)

4. Statutory Authority Permitting Other than Full and Open Competition. 10 U.S.C. 2304(c)(1);

FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Contracting without providing for full and open competition under this acquisition may be accomplished pursuant to the authority of 10 U.S.C. 2304(c)(1) of the Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The authority is implemented by FAR Subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services.

5. Rationale Justifying use of Cited Authority. The use of authority cited in Section 4 is deemed appropriate due to the Inertial Navigation System being a critical component manufactured by Applanix, Inc. that is currently augmented into the Command’s multi-beam sonar system. The current Applanix Wavemaster II system has passed its useful life expectancy and must be replaced with the Applanix POS/MV Wavemaster II Inertial Navigation System to meet form, fit, and function. The Applanix navigation system is required to maintain an operational condition for the entire system since any other component would cause system integration problems, and be cost prohibitive with the potential of having to replace the entire multi-beam sonar system. In addition, it could create down time if another navigation system was used, requiring additional specialized training. All of these concerns would result in several months of delays for actual field use of the required equipment and compromise the proficiency and quality of surveying required by the Command.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable. The Justification and Approval will be publicized, pursuant to FAR Subpart 5.2. All responsible sources may submit a quotation, which shall be considered by the agency.

7. Determination of Fair and Reasonable Cost. The Contracting Officer will determine the anticipated cost to the Government for the supplies covered by this J&A to be fair and reasonable.

8. Actions to Remove Barriers to Future Competition. There are no other requirements for these supplies at this time. If another potential source emerges, the Government will assess whether competition of future requirements is feasible in accordance with FAR Subpart 5.2 and FAR Part 10.
