Instructions to Offerors and Evaluation Criteria for Award

1. The following criteria will be used by the evaluation team to evaluate each proposal:

a. Statement of Work (SOW) Acknowledgement: Offeror shall provide a written statement acknowledging the offeror has read, understands, and shall comply with the terms listed in Attachment 1, SOW.

b. Past Performance:

Instructions: Offeror shall provide evidence of a proven “track-record” in providing related services for large-scale Airshows or major public events as described in Attachment 1, SOW. Offeror shall include a list of events, dates, locations, types of services rendered, and revenues generated. Offeror shall also provide a minimum of two (2) professional references to include name, email, and phone.

Evaluation Criteria for Award: The Government shall evaluate past performance by contacting references provided by the offeror. The Government will consider offeror’s ability to satisfy the requirements of the SOW based on the offeror’s proven “track-record” in providing motion flight simulators and related services for large-scale Air Shows or major public events. The following ratings will be used during the evaluation: acceptable or unacceptable. Acceptable means based on the offeror's education and experience, the Government has a reasonable expectation that the offeror will successfully perform the required effort. Unacceptable means based on the offeror's education and experience, the Government does not have a reasonable expectation that the offeror will successfully perform the required effort.

c. Financial Disclosure:

Instructions: Offeror shall provide evidence of sufficient resources to perform under the requirements of this contract. Include financial operating statements for the preceding three (3) years.

Evaluation Criteria for Award: These criteria will be met when offeror provides financially sound operating statements for the preceding three (3) years as clear evidence of sufficient resources.

d. Qualifications:

Instructions: The offeror shall provide qualifications of the Contract Manager who may be assigned to this contract to perform the requirements outlined in paragraph

2.3.2 of the SOW.

Evaluation Criteria for Award: This criteria will be met when the offeror provides sufficient qualifications of his/her Contract Manager who may be assigned to this contract with full authority to act on behalf of the Contractor on all matters related to the performance of this contract.

e. Price: The offeror shall provide his/her proposed profit margin through a revenue-share percentage along with any additional terms and conditions of the proposed contract.

2. In addition to the above criteria, the offeror’s proposal shall address the following considerations:

a. The recommended number and type of flight simulator and related services provided during the days of the Open House.

b. Detailed description of all flight simulators and related services. Include proposed price lists for each designated area outlined in Attachment 1, SOW paragraphs 2.2.1 and 2.2.2.

c. Set up and take down responsibility for ride equipment along with time requirements.

d. Security requirements.

e. Safety features.

f. Insurance liability.

g. Operation and audit procedures.

h. Total number of manpower required each day.

i. Include any other contract provisions necessary to execute the duties of this contract.

The Government will evaluate responsive proposals based on the above criteria. The recommendation of the evaluation team will be submitted to the Contracting Officer for final decision.

Consideration will be given to both quality of service and economic advantages as indicated by your response to this Request for Proposal (RFP). This contract will be awarded to the offeror best suited to contribute to the achievement of event objectives based on a thorough evaluation of each proposal. Each offeror will be notified of the award decision within seven (7) business days after contract award. The decision of the Contracting Officer is final.
