About this file
This document is a hazardous energy control compliance certification for contractors working at the Portsmouth Naval Shipyard. It certifies that contractors understand and will comply with OSHA and Navy regulations for lockout/tagout procedures when working on hazardous energy sources. These regulations require contractors to implement control of hazardous energy programs per 29 CFR 1915.89 and Naval Sea Systems Command Occupational Safety, Health and Environmental Corporate Manual Chapter 250. Contractors must designate representatives responsible for hazardous energy coordination and ensure their employees are trained on required lockout/tagout procedures before performing work involving hazardous energy. Failure to comply with these energy isolation requirements could result in serious injury or death to contractor personnel. The Navy will not assume liability for any incidents that result from a contractor's non-compliance with their hazardous energy control responsibilities.
