I. Contracting Activity.

The contracting activity:

60th Contracting Squadron (60 CONS), 350 Hangar Avenue, Building 549. Travis Air Force Base (Travis AFB), California.

Contracting Officer: Vitaliy Kim, 707-424-7740

The organizational activity:

60th Medical Group (60 MDG), David Grant Medical Center, 501 Bodin Circle, Travis AFB, California.

II. Nature and/or description of the action being processed.

The proposed action is for a brand name, new firm fixed price contract.

The acquisition is for the purchase of the Manoscan HRM Workstation with Cart which will be used in Gastrointerology Clinic (GI) at David Grant Medical Center.

III. Description of supplies/services required to meet agency needs.

David Grant Medical Center (DGMC) has the ongoing need for a Manometry System to be able to diagnose patients that have dysmotility issues, or problems affecting the esophagus or rectum. Motility issues in the esophagus can make it difficult or impossible to swallow food and motility issues in the rectum can make it difficult to defecate causing constant constipation. This is a Brand Name requirement.

The vendor must provide:

-On Site Training for GI Staff -Hardware -Software -Cart -Esophageal Catheter -Anorectal Catheter -Must include one year warranty

IV. Statutory authority permitting other than full and open competition.

AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The Manoscan HRM Workstation with Cart manufactured by Medtronic and sold through Veterans Healthcare Supply Solutions is the only system on the market that contains both the esophageal catheter and anorectal catheter for diagnosing motility issues. There are other systems on the market that do one or the other, but not both. There are also companies on the market that offer to analyze your manometry readings, but again no company found that provides both functions in one system.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

DGMC researched the Manoscan HMR Workstation with cart in Medical Master Catalog, Prime Vendor Program, Electronic Catalog, Defense Logistics Agency, Federal contracts, and GSA Advantage.

The Mission Partner performed market research through Internet searches and inquires of other military bases.
