Division 01 General Requirements

SUMMARY OF WORK

SECTION 01 1000 - SUMMARY OF WORK

PART 1 - GENERAL

1.1. Summary

A. This project consists of construction of a drinking water treatment system, selective demolition, replacement of the existing well components, and replacement of four drinking water hydrants.

1.2. Location

A. This project is located at the Sunshine Campground in the Norwood Ranger District on the Grand Mesa, Uncompahgre and Gunnison National Forests. The site is approximately 9 miles southwest of the Town of Telluride, in San Miguel County, along Colorado State Highway 145. Sunshine Campground latitude and longitude are 37.889° N and 107.89° W (37.899°, -107.89°).

1.3. General Site Conditions and Weather

A. The elevation of the site is approximately 9,590 feet above mean sea level. During the winter, the site experiences heavy snowfall and cold temperatures, with snow on the ground typically from mid-September through June.

1.4. Use of Premises

A. Limit use of premises to work areas indicated. Do not disturb portions of site beyond areas in which work is indicated.

B. The Sunshine Campground will be closed to the public prior to Contractor mobilization.

1.5. Contractor’s Responsibilities

A. Confine storage of materials to areas as approved by the CO.

B. Contractor shall provide adequate signing and barricades and take necessary safety measures to protect the public during all construction operations.

C. Contractor shall minimize disturbance of all undisturbed areas.

D. Preservation of Natural Features: Confine all operations to work limits of the project.

Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.

1. Provide temporary barriers to protect existing trees and plants and root zones.

2. Do not remove, injure, or destroy trees or other plants without prior approval.

Consult with CO and remove agreed-on roots and branches that interfere with construction.

3. Do not fasten ropes, cables, or guys to existing trees.

4. Carefully supervise excavating, grading, filling, and other construction operations near trees to prevent damage.

E. Marketable Timber: Marketable timber felled in the process of demolition and/or construction shall be decked as directed by the CO.

F. Existing Utilities: Notify CO and utility companies of proposed locations and times for excavation.

1. On-site utilities include water, sewer, and electrical.

2. Contractor shall be responsible for locating and preventing damage to site utilities. If damage occurs, contractor shall repair utility at no additional expense to the Government.

3. Interruption of Existing Utility Service: Notify CO, 48 hours in advance of any interruption of existing utilities.

1.6. Work Restrictions

A. Smoking is not permitted within utility buildings, bathrooms or within 25 feet (8 meters) of entrances, operable windows, or outdoor air intakes.

B. Fires are not permitted.

1.7. Field Verification

A. Field verify all new and existing dimensions affecting the work of this contract before ordering products, except for the precast concrete utility building.

1.8. Cleaning of Equipment to Prevent Spread of Weeds and Disease

A. Construction equipment must be washed to remove seeds, plants, plant fragments and soil which may contain such material before it is brought onto National Forest lands.

B. Notify the CO at least 5 days before moving any construction equipment onto National Forest System lands.

C. Construction equipment does not include cars, pickup trucks, and other vehicles that regularly travel between the construction site and areas outside of National Forest System lands.

D. Wash the sides, tops, and undercarriages of all construction equipment. Remove all seeds, plants, plant fragments, dirt, and debris from the construction equipment.

E. The Forest Service shall inspect all construction equipment before construction equipment is moved on to the Forest. If construction equipment is not clean, the Contractor shall clean the construction equipment, and the equipment shall be inspected again.

1.9. Permits.

A. The Government has submitted an application to the Colorado Department of Public

Health and Environment (CDPHE) for approval to make modifications to the existing public drinking water system.

B. Special permits for electrical work or any other permits required by County, State, or Federal laws or regulations shall be obtained by the Contractor.

1.10. Camping

A. With approval by the Norwood Ranger District, National Forest System lands may be used by the Contractor to have one fully contained recreation vehicle which may remain at this site during the period of performance.

1.11. Disposal Site

A. The contractor shall dispose of materials left from the construction and any demolition operations off the National Forest System at an approved sanitary landfill.

PART 2 - DEFINITIONS OF ITEMS AND PAYMENT

2.1. DESCRIPTION

A. This section explains what is and what is not included in each pay item; the limits or cutoff points where one item ends, and another begins; and basis of payment for work items listed in the Schedule of Items.

B. Payment: For each individual item listed here and in the Schedule of Items, payment shall be full compensation for all work related to the particular item in accordance with these specifications, and as shown on the drawings

2.2. SCHEDULE OF ITEMS

A. Schedule of Items: The project Schedule of Items organizes the work into Base Items.

1. Contractor shall provide pricing for all Base Items listed in the Schedule of Items.

2. Contract award will be made for all Base Items.

B. Base Items (BI):

1. Base Item No. 1 - General Requirements, Mobilization, Demobilization, Bonding and Insurance

a. Method of Measure: Design Quantity

b. Payment: Lump sum

c. Description: The contract lump sum price shown in the Schedule of

Items shall include all materials, equipment, labor and incidentals required to perform all operations necessary for the movement of personnel, equipment, supplies and incidentals to the project site, and for all other work and operations that must be performed or that cause cost to be incurred prior to beginning of work.

1) Progress payments shall be made as follows:

a) When 5 percent or more of the original contract amount is earned from other Base Items (except Base Item No. 1), 50 percent of the amount of Base Item No.

1, or 2.5 percent of the original contract amount will be paid, whichever is less.

b) When 10 percent or more of the original contract amount is earned from other Base Items (except Base Item No. 1), 100 percent of the amount of Base Item No. 1, or 5 percent of the original contract amount will be paid, whichever is less.

c) Upon completion of all work on the project any unpaid amount for Base Item No. 1 will be paid.

d) The total of all payments for Base Item No. 1, including bonding, shall not exceed the original contract amount for this Base Item.

2. Base Item No. 2 - Well Component Replacement and Water Quality Testing

a. Method of Measure: Design Quantity

b. Payment: Lump Sum

c. Description: Includes all work associated with conducting water quality testing, furnishing and installing a new well pump and associated well components identified in Specifications and as shown on Sheet W-1, and performing the required yield tests.

3. Base Item No. 3 - Selective Demolition

a. Method of Measure: Design Quantity

b. Payment: Lump Sum

c. Description: Includes all work associated with removing the existing utility building, utility building contents, four hydrants, and any other construction identified for demolition in the contract Specifications and Drawings. This bid item shall include all clearing and grubbing work associated with demolition. This bid item shall also include all clearing and grubbing work associated with installation of the new utility building, new hydrants, and the new water system components, water line and appurtenances.

4. Base Item No. 4 - Precast Concrete Utility Building

a. Method of Measure: Actual Quantity

b. Payment: Lump Sum

c. Description: Includes all work associated with

1) Excavation and fill work and materials associated with preparing the site for installation of the precast concrete utility building.

2) Furnish and install fill and aggregate base course for the site on which the building will be placed.

3) Furnishing and installing the building with electric breaker panel, lights, and receptacles.

4) Furnishing and installing a concrete sidewalk along the entryway of the new precast concrete utility building.

5) Does not include water or utility connections from outside of the building.

5. Base Item No. 5 - Water Treatment System and Electrical Work

a. Method of Measure: Design Quantity

b. Payment: Lump Sum

c. Description: Includes supplying and installing the water treatment components inside the utility building, connecting the utility building water and power to the well pump and to the main site utilities, and

designing and implementing water system controls and instrumentation as describe in the specifications and as shown in the drawings. Includes furnishing and installing electrical heater for the utility building. Includes installation of new water pipe, drain and curb stop and valve system between the pitless adapter and the new utility building. Includes installation of new water distribution pipe connecting new utility building plumbing to the to the existing water distribution system. The new curb stop, valve and drain for treated water leaving the new utility building, as shown on Sheet P-2 Site Plan II, shall be included in this Base Bid Item. This Base Bid Item includes trenching, backfilling, and compaction associated with water line, drain and valve installation associated with this Base Bid Item. This Base Item includes providing power to the new utility building which may include staking, trenching, backfilling, and compaction. This Base Item includes testing and disinfection of installed lines.

6. Base Item No. 6 - Utility Building Insulation

a. Method of Measure: Design Quantity

b. Payment: Lump Sum

c. Description: Includes all work associated with furnishing and installing minimum R-10 insulation for utility building walls and doors, and minimum R-19 for utility building ceiling.

7. Base Item No. 7 – Campground Hydrants

a. Method of Measure: Actual Quantity

b. Payment: Unit price per hydrant

c. Description: Includes all work and materials associated with replacing a capped campground water hydrant with a new hydrant, post, hydrant pad and curb box system, and furnishing and installing new HDPE pipe to connect the new hydrant to the main water distribution line. The labor and materials for trenching, backfilling, and compaction required for installing hydrants and water line to the main line shall be included in Base Item No.7.

Division 02 Existing Conditions

SELECTIVE DEMOLITION

SECTION 02 4119 – SELECTIVE DEMOLITION

PART 1 – GENERAL

1.1. SUMMARY

A. This Section includes the following:

1. Removing selected above-grade construction.

2. Removing selected below-grade construction.

3. Disconnecting, capping or sealing, and abandoning in-place selected site utilities.

B. Items Identified for demolition include:

1. Existing utility building and utility building contents.

2. Existing well pump and motor, drop pipe, electrical junction box and controls to pump.

3. Existing well head cap.

4. Existing water distribution pipe and system drains that are being replaced as part of this contract.

5. Four existing hydrants.

6. One air relief valve.

C. Below Grade Construction to be Abandoned in Place

1. If the path of new utility lines deviates from the path of the existing underground utilities, then the existing utility line shall be abandoned in place.

2. Existing hydrant drains shall be drained and capped. Do not disturb existing water distribution system drains.

1.2. DEFINITIONS

A. Demolish: Completely remove and legally dispose of off the National Forest System.

B. Abandon: Remove items that are visible above ground. Below ground utilities identified to be abandoned in place, shall be removed to at least one foot below grade, drained, and capped or sealed. Utilities that interfere with construction shall be removed to the limit required for new construction.

1.3. MATERIALS OWNERSHIP

A. Unless otherwise indicated, selective demolition items and waste becomes property of

Contractor.

PART 2 – PRODUCTS

2.1. REPAIR MATERIALS

A. Use repair materials identical to existing materials.

1. If identical materials are unavailable or cannot be used for exposed surfaces, use materials that visually match existing adjacent surfaces to the fullest extent possible.

2. Use materials whose installed performance equals or surpasses that of existing materials.

PART 3 – EXECUTION

3.1. EXAMINATION

A. Inventory and record the condition of items to be demolished and removed.

B. Inventory and record the condition of items that are not identified for demolition that are adjacent to selective demolition items.

3.2. PREPARATION

A. Existing Utilities: Locate, identify, disconnect, and seal or cap utilities serving buildings and structures identified for demolition.

3.3. DEMOLITION BY MECHANICAL MEANS

A. Existing Utilities: Abandon unnecessary existing utilities and below-grade utility structures. Abandoned below-grade features shall be cut back or removed to at least 1 foot below grade.

3.4. SITE RESTORATION

A. Below-Grade Areas: Completely fill and compact below-grade areas and voids resulting from demolition operations with satisfactory soils according to requirements in Section 31 2510 Trenching, Bedding and Backfill for Utilities.

B. Clean area of debris caused by demolition operations.

3.5. GENERAL SELECTIVE DEMOLITION

A. General: Demolish and remove existing construction only to the extent required by new construction and as indicated. Use methods required to complete the Work within limitations of governing regulations.

1. Neatly cut openings and holes plumb, square, and true to dimensions required.

Use cutting methods least likely to damage construction to remain or adjoining construction.

2. Cut or drill from the exposed or finished side into concealed surfaces to avoid marring existing finished surfaces.

3. Do not use cutting torches until work area is cleared of flammable materials. At concealed spaces, such as duct and pipe interiors, verify condition and contents of hidden space before starting flame-cutting operations. Maintain portable fire-suppression devices during flame-cutting operations.

4. Dispose of demolished items and materials promptly. Do not let demolished items and waste materials accumulate on site.

B. Existing Items to Remain: Protect construction indicated to remain against damage and soiling during selective demolition. When permitted by CO, items may be removed to a suitable, protected storage location during selective demolition, and cleaned and reinstalled in their original locations after selective demolition operations are complete.

If damage occurs to items not identified for selective demolition, the Contractor shall repair the damage at no additional expense to the Government.

3.6. PLUMBING DEMOLITION

A. Disconnect, demolish, and remove plumbing systems, equipment, and components indicated to be removed.

1. Piping to Be Removed: Remove portion of piping indicated to be removed and cap or plug remaining piping with same or compatible piping material.

2. Piping to Be Abandoned in Place: Drain piping and cap or plug piping with same or compatible piping material. Remove construction to be abandoned in place to at least 1 foot below grade.

3. Equipment to Be Removed: Disconnect and cap services and remove equipment.

B. If pipe, insulation, or equipment to remain is damaged in appearance or is unserviceable, remove damaged or unserviceable portions and replace with new products of equal capacity and quality.

3.7. SITE RESTORATION

A. Below-Grade Areas: Completely fill and compact below-grade areas and voids resulting from demolition operations with satisfactory soils according to requirements in Section 31 2510 Trenching, Bedding and Backfill for Utilities.

B. Clean area of debris caused by demolition operations.

SECTION 13 3460 - PRECAST CONCRETE UTILITY BUILDING

PART 1 – GENERAL

1.1. DESCRIPTION

A. The work of this section consists of prefabrication, on-site delivery, off-loading and placement of precast concrete buildings at a prepared site.

B. This section includes specifications for the construction of precast concrete utility buildings. Examples of acceptable floor plans and exterior finishes are shown in the attached drawings.

C. Contractor shall prepare the site as specified.

D. Contractor shall coordinate order with manufacturer to include electric lighting for building.

E. Contractor shall coordinate with manufacturer to ensure floor blockouts are installed as shown on the drawings.

F. Furnish and install a minimum of R-10 insulation for walls and doors and R-19 for ceiling.

G. Contractor shall construct a concrete sidewalk at the building entrance as shown on drawings.

1.2. DESIGN REQUIREMENTS

A. Structural Live Loads – Buildings shall be designed to meet the following load requirements in accordance with the International Building Code (IBC).

1. Snow Load – 350 psf snow load

2. Wind Load – 150 mph (3-second gusts) wind exposure C

3. Earthquake –Seismic design category 4 earthquake

4. Floor – 400 psf floor load

B. Other Loads

1. Contractor is responsible for adding reinforcement as needed to facilitate handling, assembling building components and transporting without incurring structural damage or cracking of the building components.

C. Standard Design Options:

1. Roof Texture – Simulate cedar shake texture

2. Wall Exterior Texture – Simulated barn wood

3. Door size: Two (2) 3’-0” x 6’-8” doors

D. Tolerances

1. Precast concrete panels shall be cast within ¼” of dimensions shown on shop drawings.

B. Minimum Contractor Requirements

1. Precast concrete manufacturing plant shall be Precast/Prestressed Concrete

Institute (PCI) certified.

2. Welders shall be currently qualified according to AWS D1.1.

C. Testing

1. The Contractor shall be responsible for all sampling and concrete testing.

2. Sampling and testing shall be conducted by an independent testing laboratory, unless otherwise approved by the Contracting Officer.

3. All testing shall be performed by qualified individuals who have been certified

ACI Technician Grade 1.

4. Sampling shall be in accordance with ASTM C172.

5. The following test shall be performed for first batch poured each day.

a. Slump, ASTM C143

b. Air content, ASTM C231

c. Compressive strength, ASTM C39

d. 1 cylinder at 7 days

e. 1 cylinder at 28 days

f. Contractor shall provide copies of test results to the Contracting Officer upon request.

1.4. SUBMITTALS

A. Technical Proposal

1. Shop Drawings

a. Submit shop drawings for each proposed model. Indicate standard options and any additional cost options.

b. Drawings must show the exact model floor plan, and the size and location of all vents, screens, doors, etc.

2. Specifications and Installation Manual

a. Provide one copy of the specifications and installation manual for each proposed model.

3. Provide Manufacturer’s Literature for the following:

a. Door, louvered door vent (if applicable), and door hardware

b. Paint - interior

c. Caulk, grout, and adhesive

d. Concrete form liners

e. Concrete color additive and stain including color chips, curing compound and sealer

f. Wall vents

4. Concrete

a. Submit aggregate test results, concrete mix design including all concrete additives, and name of concrete supplier and aggregate source. All tests must have been completed within 24 months of the submittal of the technical proposal.

B. Post-Award

1. Design calculations and final drawings shall be stamped by a professional engineer and submitted to the Contracting Officer upon request. The professional engineer must be registered in the United States.

2. Concrete Mix Requirements

a. Provide 28-day compressive strength test results within 35 days following manufacturing of the first building upon request.

b. If concrete supplier, aggregate source, or any additives change at any time during manufacturing, submit new concrete information to the Contracting Officer for approval.

3. Colored and Textured Concrete

a. Submit one colored concrete sample for each color and texture of exterior building surface, accompanied by manufacturer’s literature for color additive and form liner, to the Contracting Officer for approval at least 30 days prior to the first anticipated colored concrete placement.

b. Minimum sample size shall be 12” x 12” x 1”.

c. The Contracting Officer may waive sample requirement if Contractor can show evidence of successful work with same color additive and aggregates as proposed for this project. Evidence must be a completed installation accessible to the Contracting Officer or designated

representative at least 30 days before first placement of colored concrete is anticipated.

1.5. DELIVERY AND HANDLING

A. OFFLOADING AND ASSEMBLY

1. The Contractor is responsible for unloading and assembling all components of the precast concrete utility building.

2. The Contractor shall notify the Ordering Unit Contracting Officer 10 days prior to the anticipated delivery date and 2 days (48 hours) prior to the exact date of delivery.

1.6. CLOSEOUT SUBMITTALS

A. Operation and Maintenance Manual

1. Provide three copies of the operation and maintenance manual to the Ordering Unit Contracting Officer at the time of delivery.

2. Operation and Maintenance Manual should include, but not limited to, recommended types of cleaners and cleaning tools that should be used.

1.7. WARRANTY

A. Special Warranty on Building and Accessories: Written warranty, signed by Contractor agreeing to repair or replace building and/or accessories that fail or are damaged within the specified warranty period as a result of normal use and/or typical weather conditions. Items in this item include precast concrete building in its entirety, and all caulking, sealant, grout, adhesive, mortar, primer, paint, penetrating stain, concrete sealer, wall vents, doors, locksets, deadbolts, door louvers, door sweep and door stops.

1. Warranty Period: 3 years from date of Acceptance

PART 2 – PRODUCTS

2.1. PRECAST CONCRETE FORMWORK

A. Forms shall be constructed of plywood, lumber, or steel sheets or plates free of defects, which could cause blemishes. Forms must be removable without injuring the concrete and must be constructed to maintain tolerances between mating surfaces of buildings components.

B. Form liners shall be used to provide the desired exterior appearance.

1. Form liners for all exterior surfaces shall be approved by the Contracting Officer prior to use.

C. Form coating shall be non-staining type that will not leave residual matter on surface of concrete or adversely affect proper bonding of subsequent coatings, caulking, grout, or adhesive applied to concrete surfaces.

1. Use form release agent or coating as recommended by manufacturer of the form liner.

2. Coatings containing mineral oils or other nondrying ingredients are not permitted.

2.2. CONCRETE REINFORCEMENT

A. Reinforcing steel shall meet the requirements of ASTM A615, grade 60.

B. Welded wire fabric shall meet the requirements of ASTM A185.

C. Pre-stress strand, if Contactor elects to use it to facilitate manufacturing, shall meet the requirements of ASTM A416, Grade 270.

D. All reinforcement shall be new, free from dirt, oil, paint, grease, loose mill scale, and loose or thick rust when placed.

2.3. CONCRETE MIX REQUIREMENTS

A. Concrete shall be supplied by a ready-mix or precast concrete products firm regularly engaged in the business.

B. Cement, aggregate, and water shall be proportioned to obtain concrete with good workability.

C. Do not use materials containing frost or lumps of frozen materials.

D. Concrete shall meet the following requirements:

1. Aggregate size shall be Course No. 67 or fine aggregate (see Table 2, ASTM C33, or Table 1, ASTM C33) as approved by Contracting Officer.

2. Minimum cement content: 6.5 sacks per cubic yard.

3. Cement type: ASTM C150 Type II, IIA, III, V (sulfate resistant) or ASTM C-595

Type IP (sulfate resistant).

4. Maximum water-cement ratio: 0.45.

5. Slump: 3 to 5 inches by ASTM C143.

6. Air content: 4.0 to 7.0 percent by ASTM C231.

7. Minimum concrete strength: 4,500 psi at 28 days.

8. Water shall be potable.

9. Admixtures:

a. Air-entrainment, ASTM C260.

b. Water reducing agent, ASTM C494, Type A.

c. Use of other admixtures is subject to approval by the Contracting

Officer.

E. The Contractor shall furnish, with each truckload or batch, a certificate showing:

1. Amount (by weight) – Cement in each load

2. Amount (by weight) – Fine aggregate in each load

3. Amount (by weight) – Coarse aggregate in each load

4. Amount (by weight) – Water in each load

5. Amount (by weight) – Color additive

6. Time of day cement was added to the aggregate and water.

7. Certificates shall be available for each building produced and provided to the Contracting Officer upon request.

2.4. COLORED CONCRETE

A. The following components shall be precast with integrally colored concrete:

1. Roof panels

2. Wall and screen panels

B. Color additive shall conform to ASTM C979.

1. The same brand and type of color additive shall be used throughout the manufacturing process.

2. All ingredients shall be weighed and be mixed adequately to ensure uniform dispersion of the color.

2.5. CONCRETE PANEL THICKNESS

A. Minimum thickness of concrete panels shall be as indicated.

1. Floor and porch slabs - 5” if reinforcement steel is prestressed or post tensioned or 6” without prestressed or post tensioning reinforcement.

2. Vertical walls and screens - 4” for uniform panels or as shown below for tapered panels.

2.6. CONCRETE CURING COMPOUND

A. Curing compound shall be colorless, complying with ASTM C-309, type I or I-D.

2.7. STRUCTURAL STEEL

A. Steel angles and plate connectors, ASTM A36 B. Filler metals for welding: ASTM A233, E70XX Series welding electrodes.

2.8. CAULKING, SEALANT, GROUT, ADHESIVE AND MORTAR

A. Caulking and sealant shall remain flexible and non-sag at temperatures from - 50° to +

140° Fahrenheit.

1. Exterior joints at roof ridge, roof/wall connection, and wall panel joints: 100% silicone caulk, clear or colored to match concrete, GE Silicone II, 800-626-2000, or approved equal.

2. Interior joints: Paintable Latex Caulk, GE Speedpaint 35-Year Siliconized Acrylic Latex caulk, 800-626-2000, or approved equal.

B. Grout shall be non-shrink type and shall match color of surrounding concrete as nearly as possible.

C. Epoxy concrete adhesive shall be two component, rigid, non-sag gel adhesive for bonding to dry or damp surfaces, moisture insensitive. Color to match surrounding concrete as nearly as possible.

D. Portland cement mortar shall consist of one part Portland cement, three parts sand, and enough water to make a workable mixture. Bonding agent may be added to mixture in lieu of separate application of adhesive to panel.

2.9. CONCRETE PAINT AND PIGMENTED SEALER

A. Paint, pigmented sealer, and accessory materials shall conform to Federal Specifications or be similar “top-of-the-line” products of the manufacturers listed below. The Government reserves the right to reject “top-of-the-line” products, which in its opinion are not comparable to the Federal Specification requirements.

1. Products used shall not contain more than 0.06 percent (six hundredths of one percent) by weight of lead.

B. Exterior concrete surfaces

1. Walls and roof

a. Water-based, acrylic, penetrating pigmented sealer with water repellent properties, same color as the walls or roof, followed by a clear acrylic anti-graffiti sealer.

1) Canyon Tone Stain “W” as manufactured by United Coatings, 800-541-4383, or approved equal.

2. Concrete porch slab

a. Clear acrylic sealer.

2.10. CONCRETE EXTERIOR SURFACE SEALER

A. Weatherproofing sealer

1. Clear, water based penetrating sealer with water repellent and graffiti resistant properties.

a. Acrysheen as manufactured by United Coatings, 800-541-4383, or approved equal.

2.11. WALL VENTS

A. Frames shall be C3 x 4.1 channel steel.

B. Louver shall be equipped with a lever to open and close them.

C. Each vent shall have an exterior non-corrodible stainless steel 24 mesh screen.

1. Mesh wire diameter: 0.014 inches +/- 0.005 inches

2. Mesh opening size: 0.0277 inches

2.12. STEEL DOORS

A. Doors

1. Flush panel type, 1-3/4-inch thick, minimum 16 gauge prime-coated steel reinforced-core door, with minimum 20 gauge internal stiffeners and fiberglass

B. Door Frames

1. Door frames, shall be knock-down or welded type, single rabbet, minimum 16 gauge galvanized prime-coated steel. Width to suit wall thickness, as manufactured by Curries Company, 800-377-3948, or approved equal.

2. Provide three rubber door silencers on latch side of frame.

C. Door Frame Anchors

1. Provide three anchors per jamb located approximately at same level as hinge locations.

2. Use anchor type suitable for fastening to precast concrete and designed for future removal of frame.

3. Anchors may be omitted if frame is cast in panel.

D. Door Hinges

1. Door hinges shall be 3 per door, 4-1/2” x 4-1/2”, U.S. 26D finish (dull chrome) with adjustable tension (adjusted to a 5 lb maximum pull) and automatic closing as manufactured by the Stanley Company, 800-337-4393, or approved equal.

E. Lockset

1. ANSI A156.2 Series 4000, Grade 1 cylindrical lockset for exterior door.

2. Lever handle inside and outside.

3. Either handle operates latch unless outside handle is locked by push-button inside.

4. Push-button automatically releases when inside lever handle is turned or door is closed.

5. Emergency slot on exterior so door can be unlocked from outside with a coin, screwdriver, etc.

6. Inside lever handle always active.

7. U.S. 26D finish (dull chrome).

8. Model No. 5402LN as manufactured by Yale Security Group, 800-438-1951, or approved equal.

F. Deadbolt

1. Mortised type, operated by key from outside only, which will receive a No.

1152, 1-1/8”, 5-pin cylinder as manufactured by Yale Security Group, 800-438- 1951, or approved equal.

2. If provided by the Forest Service, install Government-provided cylinder.

G. Door sweep shall be provided at bottom of door and shall be an adjustable brush type.

1. Door stop shall have a cast metal base, U.S. 26D finish, with convex gray rubber 2 3/8” diameter bumper with a 1” projection, suitable for installation on concrete.

2.13. FILL AND BACKFILL

A. Fill and backfill shall meet the requirements for satisfactory soils specified in Section 31

2317 Trenching, Bedding and Backfill for Utilities.

2.14. BASE MATERIAL

A. Base material shall be 3/4” minus crushed rock (CDOT Class 6 aggregate road base).

PART 3 – EXECUTION

3.1. SITE PREPARATION

A. Location: It is the responsibility of the contractor to:

1. Provide exact location by stakes or other approved method.

2. Provide clear and level site free of overhead and/or underground obstructions.

3. Provide access to the site for truck delivery and sufficient area for the crane to install and the equipment to perform the contract requirements.

B. Base Preparation Grading and Compaction:

1. Finish floor elevation will be 4-6 inches above natural grade measured at the front (entrance) of the exterior slab. The back of the building shall be slightly higher to allow water to freely drain out of the room.

2. Compact the natural ground with a minimum of three passes with a whacker-type mechanical compactor or equivalent. Provide and compact fill such that sub-base is flat and level. Finished surface of sub-base shall have a maximum deviation of -½”, +0” from a true horizontal plane.

3. After compacting the natural ground and any required fill to provide a compacted level the sub-base, place and compact the ¾“ minus base material.

4. Base shall be brought up evenly. Base shall extend 1-foot laterally from the footprint of the precast concrete utility building.

5. Install base material in maximum 6” depth pre-compacted lifts.

6. Compact base material with a whacker-type mechanical tamper or equivalent.

Base shall be compacted to 95% of optimal density in accordance with ASTM D1557.

7. Compacted ¾” minus base shall have a minimum thickness of 6”.

8. Backfill and fill around base and structure: Use approved fill and backfill material. Do not place rocks over 4” in maximum dimension within 12” inches of the precast concrete utility building.

3.2. CONCRETE SIDEWALK

A. Construct sidewalk as shown on drawings.

B. Install isolation joint between sidewalk and building.

3.3. CONCRETE FORMWORK

A. Support and brace forms sufficiently to prevent distortion of forms due to pressure of the concrete during concrete placement, vibrating of concrete, and curing.

B. Vertical grooves in form liner pattern shall be continuous except for openings for doors, windows, and vents.

1. Horizontal butt joints between form liner panels will not be allowed.

2. Vertical butt joints between form liner panels shall be made at vertical groove in liner pattern except at outside corners.

3. Vertical grooves in form liner pattern shall be arranged so that there is equal space between vertical window or doorframe edges and the adjacent vertical grooves at each opening.

C. Form ties will not be allowed.

D. Remove all snow, ice, dirt, sawdust, shavings, or other debris within the forms before placing concrete.

3.4. REMOVAL OF FORMS

A. Contractor shall assume all responsibility for determining when to remove the concrete components from the forms without causing structural damage to the components.

Buildings constructed with damaged components will be rejected.

3.5. REUSE AND COATING OF FORMS AND FORM LINERS

A. Thoroughly clean forms and form liners before each use.

B. Apply form coating and form release agent on all forms and form liners in accordance with the manufacturer’s recommendations.

3.6. CONCRETE REINFORCEMENT

A. Detail reinforcement in accordance with ACI 318.

B. Steel reinforcement shall be centered in the cross-section area of the walls and shall have at least one inch of concrete cover on the under surface of roof and floor. Provide diagonal reinforcement at openings.

C. Accurately place and adequately support steel reinforcing or strand in final position prior to starting placement of concrete. The maximum allowable variation for center-to-center spacing of reinforcing steel is ½ inch.

D. Use full lengths of reinforcing steel whenever possible and keep the number of splices to a minimum. When splices are necessary on long runs, splices shall be alternated from opposite sides of the component for adjacent steel bars. Lap bars No. 4 or smaller, a minimum of 12 inches. Lap bars larger than No. 4, a minimum of 24 bar diameters.

E. Bend bars cold unless otherwise approved by the Contracting Officer. No bars partially embedded in concrete shall be field bent except as approved by the Contracting Officer.

3.7. COLD WEATHER CONCRETE

A. Cold weather concrete placement shall be in accordance with ACI 306.

B. Do not place concrete if ambient temperature is expected to be below 35°F during the curing period unless heating is provided to maintain the concrete surface temperature of at least 45°F.

3.8. HOT WEATHER CONCRETE

A. The temperature of the concrete shall not exceed 80°F at time of placement, and when the ambient temperature reaches 90°F, the concrete shall be protected with moist covering or other methods approved by the Contracting Officer.

3.9. MIXING AND DELIVERY OF READY-MIX CONCRETE

A. Mixing and delivery shall be accomplished in accordance with ASTM C94, sections 9, 10, and 11 as appropriate for manufacturer.

B. Aggregate and water will be adjusted to compensate for differences in the saturated surface-dry condition.

3.10. PLACING AND CONSOLIDATING CONCRETE

A. The Contracting Officer must be given the opportunity to inspect forms after placement of reinforcing steel in forms and before placement of concrete, when requested.

B. Concrete shall be discharged as soon as possible after mixing and time shall not exceed 30 minutes.

C. Avoid segregation. Place in layers not more than 24 inches deep. Do not move concrete with vibrators or tampers.

D. Consolidate concrete with suitable mechanical vibrators operating within the concrete or attached to steel forms. Vibrate at any point sufficiently to accomplish compaction, but do not prolong to a point where segregation occurs.

E. Floor of building shall be one-piece to prevent separation of panels as a result of freeze/thaw.

3.11. FINISHING CONCRETE

A. Interior Floor and Exterior Slab: Strike flush to within 1/8-inch variation in 6 feet. Float and trowel slabs smooth until no marks remain. Apply a final light broom finish to interior and exterior slabs. Slope interior floor to drain toward doorway. Slope shall not exceed 2%.

B. Interior Wall Surfaces, Interior Screen Wall Surfaces, and Ceiling:

1. Finish shall be that provided by smooth steel form, or smooth trowel finish with no trowel marks.

2. All lifting points on screens shall be on panel edge. Plug with bolts or caulking after erection.

C. Exterior Textured Surfaces:

1. Building Walls and Exterior Screen Walls

a. Finish shall be as indicated on the delivery order using an approved form liner.

a. All exterior surfaces of the roof panels shall be as indicated on the delivery order using an approved form liner. The underside of the overhang shall have a smooth finish.

D. Cracks and Patching:

1. Cracks in concrete components caused by contractor fabrication, shrinkage during curing, handling, shipping, and installation shall be cause for rejection if the Government determines that the crack affects the serviceability or structural integrity of the component.

2. Fill small holes, depressions, and air or rock pockets in all surfaces with non-shrink Portland cement-based patching material while concrete is still green and within one day of form removal. Patch shall match the color, finish, and texture of surrounding surface.

3. Patching will not be allowed on any component with holes, ships, or exposed reinforcement totaling more than 18 cubic inches or with any defects more than 2 inches deep. Those components will be rejected and must be replaced at Contractor’s expense.

3.12. CURING AND HARDENING CONCRETE

A. Keep all concrete surfaces wet for at least six days after being placed. Acceptable methods include ponding, wet burlap, curing paper, plastic sheets, and membrane curing compound. Other methods are subject to the approval of the Contracting Officer.

3.13. STRUCTURAL JOINTS

A. Joining details other than those described below will not be allowed unless approved by the Contracting Officer prior to manufacture of the buildings.

B. Wall components shall be joined together with epoxy concrete adhesive and two welded plate pairs at each joint. Each weld plate shall be a minimum of 6 inches long and located one pair in the top quarter and one pair in the bottom quarter of the seam.

Weld plates shall be anchored into concrete panels and welded together with a continuous weld. Welds shall be thoroughly cleaned prior to application of caulk or paint. Adhesive shall be applied for the entire length of the seam. Seal interior seams with paintable caulk. Seal exterior joints with caulk to match building color or clear.

Linseed oil shall be applied under silicone sealant on brown integrally colored components only, where such treatment is necessary to prevent brown color from appearing pinkish.

C. Walls and roof shall be joined with weld plates, minimum 2 ½” x 5” at each building corner. Where the Contracting Officer determines that the joint between wall panels and the joint between walls and roof shall be gas-tight, seal with silicone caulk. Where the joint between the walls and roof is not true enough to prevent point loading, the

joint shall be grouted with approved rigid non-shrink grout that distributes the weight of the roof evenly around the perimeter of the building walls.

D. The joint between the floor slab and walls shall be joined together with epoxy concrete adhesive and two weld plates pair for each wall component, one near each end of each wall panel, or each corner on each side, whichever is greater. Each weld plate shall be a minimum of 6 inches long. Weld plates shall be anchored into concrete panels and welded together with a continuous weld. Adhesive shall be applied for the entire length of the seam. Grout formed keyway to provide smooth cove between walls and floor.

3.14. PAINTING AND STAINING

A. Apply materials in strict accordance with manufacturer’s recommendations.

B. Examine work to ensure all surfaces are properly prepared to receive finish.

1. Allow a minimum of 14 days curing time for concrete before paints are applied to concrete. Allow longer curing time when recommended by paint manufacturer.

2. If needed to ensure uniform application, prepare concrete surface for application of paints by acid etching with a 30 percent solution of hydrochloric acid. Flush with water and allow to thoroughly dry.

C. Painting shall NOT be done under the following condition:

1. Outside in cold, frosty, foggy, or damp weather.

2. In winter, unless temperature is 50°F or over and surfaces are dry and hard.

3. In dusty areas.

D. Apply coats, additional to those shown in the Schedule of Finishes, when undercoats or other conditions show through final coat of paint, until paint film is of uniform finish, color, and appearance.

E. Gray concrete epoxy paint on the floor shall also cover the cove at the junction between wall and floor. The line between the gray floor and the white wall shall be straight and parallel to the floor.

F. Schedule of Finishes:

1. Metalwork: Steel doors, door vents and frames, window frames and roof posts.

a. One coat metal primer.

b. Two coats enamel.

2. Interior concrete surfaces

a. Walls and ceiling of building: 1 coat latex block filler and minimum 2 coats paint/pigmented sealer. Pigmented sealer shall be followed by 1 coat of clear sealer.

b. Interior floor: Primer coat and minimum 2 coats of epoxy paint.

3. Exterior slab: 1 coat of clear penetrating sealer.

4. Exterior surfaces of building walls, roof, and screens, which will not be painted:

2 coats stain followed by 1 coat sealer.

a. Seal colored concrete as recommended by the manufacturer of the concrete color, if different from above.

G. Cleanup: Repair all defects and remove all paint spatters, etc.

H. Protect interior painted surfaces from direct exposure to sunlight and weather during manufacture, assembly, and installation.

3.15. METAL DOORS AND FRAMES

A. Install steel door and frame in accordance with manufacturer’s recommendations. Fit door accurately in frame. Mount louvers on door, if required, with cadmium-or zinc-plated corrosion resistant Phillips head metal screws

B. Install hardware in accordance with hardware manufacturer’s instructions after finish paintwork is completed. Install a sweep on bottom of door and adjust so it contacts the floor when door is closed. Install door bumper on vestibule wall to meet door handle.

C. Adjust hinge tension after building is installed so that the maximum force necessary for pushing or pulling the door open is 5 pounds and the door takes at least three seconds to move from 70 degrees open to within three inches of the latch. Verify smooth operations of door and hardware. Adjust as necessary to provide smooth operation and required hinge tension.

BASIC PLUMBING MATERIALS AND METHODS

Section 22 0500 – BASIC PLUMBING MATERIALS AND METHODS

PART 1 – GENERAL

1.1. SUMMARY

A. This Section includes the following basic mechanical materials and methods to complement other Division 22 Sections.

1. Piping materials and installation instructions common to most piping systems.

2. Installation requirements common to equipment specification sections.

B. Utility building pipe and pipe fitting materials are specified in Section 22 1100 Utility Building Plumbing.

1.2. QUALITY ASSURANCE

A. Plumbing systems shall be installed in accordance with local codes and regulations, the latest edition of the International Plumbing Code (2018), and the requirements of this specification. In the case of conflict, the more stringent requirements shall prevail. State license contractors are required for all plumbing work.

B. Comply with ASME A13.1 for lettering size, length of color field, colors, and viewing angles of pipe identification devices.

C. NSF Compliance:

1. Comply with NSF 14 for plastic potable-water-service piping.

2. Comply with NSF 61 for materials for water-service piping and specialties for domestic water.

DELIVERY, STORAGE, AND HANDLING

D. Deliver pipes and tubes with factory-applied end caps. Maintain end caps through shipping, storage, and handling to prevent pipe end damage and prevent entrance of dirt, debris, and moisture.

E. Protect stored pipes and tubes from moisture and dirt. Elevate above grade. Do not exceed structural capacity of floor, if stored inside.

F. Protect flanges, fittings, and piping specialties from moisture and dirt.

G. Store plastic pipes protected from direct sunlight. Support to prevent sagging and bending.

1.3. SEQUENCING AND SCHEDULING

A. Coordinate connection of interior plumbing systems with exterior underground services.

PART 2 – PRODUCTS

2.1. GENERAL

A. All products that will be in contact with the drinking water must be NSF / ANSI 61 certified as applicable.

2.2. PIPE, TUBE, AND FITTINGS

B. Pipe-Flange Gasket Materials: ASME B16.21, nonmetallic, flat, asbestos-free, 1/8-inch (3.2-mm) maximum thickness unless thickness or specific material is indicated.

C. Plastic, Pipe-Flange Gasket, Bolts, and Nuts: Type and material recommended by piping system manufacturer, unless otherwise indicated.

D. Solder Filler Metals: ASTM B 32, lead-free alloys. Include water-flushable flux according to ASTM B 813.
