Statement of Work
For Bldg. 376 Receiving Conveyor System Guarding Project
DLA Distribution Warner Robins, GA

1. Scope: This project is a follow on project to the conveyor fencing project awarded to UNICOR in Sep
20. OSHA made a site visit in Jan 20 wrote up safety deficiencies on subject conveyor system. They determined that the two TGW Ermanco NBS sorters, the two push-offs and perimeter guarding around the eight pallet build stations. This Statement of work covers the purchase and installation of emergency pull cords around the perimeter of the main transportation line between the inspection and shipping accumulation (Bays J-N 8) and the shipping accumulation lines (Bays I-J 8-10), the building 641 out-load loop (Bays K-L 10) and retrofit of the pallet stacker (Bay I-8) for Reusable Bulk Containers (RBCs), purchase of 100 RBCs for the eight pallet build stations in Bays I 9-10. All materials, and accessories furnished shall make the rack systems that are damaged complete, and of a quality necessary to maintain safe package, pallet and cantilever racks capable of meeting the requirements as described herein.
1.1 Site: The conveyor system shall be guarded in Building 376 located at the DLA Distribution Warner Robins, GA (DDWG) in accordance with this Statement of Work and Drawings. DLA Distribution Warner Robins, GA is located at 450 Martin Luther King Jr. Blvd., Robins AFB, GA 31098-1887
2. Applicable Documents: The following documents of the issue in effect on the date of award form a part of this SOW to the extent specified within:
2.1 Contract Drawings:
a. DDWG Bldg. 376 Conveyor System, Drawing no. 21-2-1, Attachment 2
3. Requirements:
3.1 General Requirements:
3.1.1. Conveyor Safety Modifications (Components, Accessories, and Materials): Unless otherwise specifically stated, all items shall be new and of the most suitable grade for the intended purpose. All components shall be manufactured to such standards as will permit replacement or adjustment without modification to the installed components. The racks and components shall be capable of operating in an industrial warehouse environment impacted by extremes of temperature from 0 to 105 degrees Fahrenheit and humidity from 5 to 95 percent relative (non-condensing). The racks and components shall be designed, manufactured, and installed to meet the seismic conditions of Warner Robins, GA.
3.1.2 Dimensions and Quantities: Where required to install replacement components, dimensions shall not be taken from drawings but shall be taken in the field from measurements at the site location. All dimensions and quantities given in this specification and on the drawings are given in nominal values; therefore, the Contractor will be required to make on-site measurements.
3.2 Special Provisions and Installation Requirements:
3.2.1 Interruption of Operations: Production operations shall not be curtailed nor suspended except as absolutely essential during the upright replacement installation. Any required curtailment or suspension shall be coordinated with at least 5 days notice to the Government through the Contracting Officer’s Representative (COR) or designee.
3.2.2 Utilities available for Contractor use during installation. Electricity (120v, 15a, 60 Hz receptacles as a minimum) and nominal amounts of city water required by the Contractor will be furnished by the Government from existing sources. The Contractor shall provide compressed air and any additional power requirements.
3.2.3 Working Hours: The principal period of access to Buildings 380, 385, 368 and 660 for this contract is 9 working hours per day, Monday through Friday, from 7:00 AM through 4:00 PM, excluding federal holidays and base closures. The Government observes the following federal holidays:

If the holiday falls on a Saturday, it will be observed on the preceding Friday. If the holiday falls on a Sunday, it will be observed on the following Monday. The Contractor shall not be required to be onsite on these days. Also, in the event an Executive Order issued by the President of the United States that declares Agencies of the Federal Government closed on a Contractor-scheduled work day, the COR will advise the Contractor on whether work should be performed for that day or it should be rescheduled.
The Contractor may be allowed, as required to minimize interruption of production operations, to perform work outside of regular hours. Where work is desired to be performed other than during regular hours, the Contractor shall request permission from the Contracting Officer or his representative at least 48 hours in advance to allow for the necessary arrangements to be made.
3.2.4 Installation Phasing Schedule:
The Receiving conveyor System processes approximately 5 truckloads a day of small parcel material. The contractor will be permitted to do the installation of the guarding during normal working hours. Electrical work which shuts down the system will be required to be performed during night shift or weekends to prevent shut down of receiving operations. The proposed sequence of the installation shall be as follows:
1) Installation of emergency pull cords around the main transportation line (Bays J-N 8) between the receiving inspection lines and the out-loading case accumulation lines. 2) Installation of emergency pull cords for case accumulation lines for pallet build area in Bays I-J 8-10. 3) Installation of emergency pull cords for Building 641 out-loading loop in Bays K-L 10. 4) Supply of RBCs. 5) Retrofit of pallet dispenser in Bay J-8 for accumulation and dispensing of RBCs. Please note that the UNICOR Fencing Project installation may be concurrently with the installation under this project. Project installation completion date: 180 days after award. The contractor shall provide an installation schedule prior to start of work.
3.2.5 Government Furnished Equipment: There will be no Government furnished equipment under this contract other than the conveyor system that is currently in place.
3.2.6 Contractor Equipment and Material: The Contractor shall furnish all the necessary personnel and special equipment (MHE, cranes, etc.) and shall be responsible for unloading of all Contractor furnished equipment and material delivered to the site. The Contractor shall give the Contracting Officer Representative 48 hours advanced notice of all Contractor material and equipment deliveries to work site.
3.2.7 Safety Requirements: It is the responsibility of the Contractor to be aware of the safety requirements of personnel, equipment and products during the installation. All necessary protective coverings, shields, protective barriers, warning signs, etc., shall be furnished and installed by the Contractor where a hazard or potential hazard exists. The Contractor shall coordinate with the Government Inspector prior to installing protective coverings, shields, barriers, signs and barricades for concurrence and approval. The Contractor shall comply with all pertinent provisions of OSHA standards 29 CFR 1910 and 29 CFR 1926 when applicable. The Contractor will not be excused from requirements of all generally accepted safety standards, practices, rules and regulations as well as those established by this Statement of Work and/or the Contracting Officer. The Safety and Health office personnel may inspect the worksite at any time for compliance.
3.2.8 Personnel Protection. Personal protective equipment such as hard hats, safety shoes, safety glasses, etc., shall be worn in all areas and on all jobs as required by the Safety and Health Office. All hard hat areas shall be indicated by Contractor furnished signs.
3.2.9 Contractor Material. Housekeeping shall be maintained at a high level at all times. Scrap, waste and spoil material shall be removed on a daily basis.
3.2.10 Smoking is prohibited except in designated areas.
3.3. Work to be performed: The contractor shall supply all necessary labor and equipment to perform the conveyor safety modifications as follows:
3.3.1 Installation of emergency pull cords around the main transportation line, Bays J-N 8 The contractor shall install emergency pull cords on the main transportation line between the receiving inspection lines and the out-loading case accumulation lines for pallet build.
The pull cords would need to be tied to the conveyor distribution panel to shut down the system when activated. The pull cord E-stop shall have beacon off the plunger mechanism which helps the operators know where it is tripped in the event that they are pulled. The contractor can extend off existing pull cords if possible. The contractor shall supply all required hardware and electrical work to integrate the new pull cord E-stops into the existing controls system in accordance with NEC and OSHA Standards. The location of the work is shown on drawing no. 21-2-1.
3.3.2 Installation of emergency pull cords for case accumulation lines for triwall pallet build Area in Bays I-J 8-10. The contractor shall install emergency pull cords for case accumulation lines for the triwall pallet build area in Bays I-J 8-10. The pull cords would need to be tied to the conveyor distribution panel to shut down the system when activated.
This can be done by using the existing E-Stop circuits. The Mushroom E-stops are located at the end of the case accumulation lines next to the pallet build stations. There are Mushroom E-Stops located on every other line in accordance NEC. The pull cord requirement is only required on every other line as the E-Stops are configured. The pull cord E-stop shall have beacon off the plunger mechanism which helps the operators know where it is tripped in the event that they are pulled. The contractor shall supply all required hardware and electrical work to integrate the new pull cord E-stops into the existing controls system in accordance with NEC and OSHA Standards. The location of the work is shown on drawing no. 21-2-1.
3.3.3 Installation of emergency pull cords for Building 641 out-loading loop in Bays K-L 10.
The contractor shall install emergency pull cords for the Building 641 out-loading loop in
Bays K-L 10. The pull cords would need to be tied to the conveyor distribution panel to shut down the system when activated. The pull cord E-stop shall have beacon off the plunger mechanism which helps the operators know where it is tripped in the event that they are pulled. The contractor can extend off existing pull cords if possible. The contractor shall supply all required hardware and electrical work to integrate the new pull cord E-stops into the existing controls system in accordance with NEC and OSHA Standards. The location of the work is shown on drawing no. 21-2-1.
3.3.4 Retrofit of Pallet Dispenser for Triwall Pallet Build Area, Bays I 8-10: The current pallet build area Bays I 8-10 is set up to build triwalls that are 39 inches high. The problem is that it is difficult for the operators to reach into the triwall because of the height. To make the loading operation more ergonomic, Reusable Bulk Containers (RBCs) are proposed to be used for pallet building operations. These pallets have fold down sides which allow the operator to more ergonomically reach in to the triwall to prevent back strain from the 48
in. end of the pallet build station.. To use these types of pallets, modification to the existing New Castle Pallet Dispenser, Model 50-57 discharge opening is required.
Currently the opening is 14 ins. tall. The collapsed height of the RBC, NSN Number:
3HH 3990-01-477-1832, part number NP1A1D409 is 14.5 ins. high. The requirement under this contract is to modify the opening to 15.5 inches. Also the contractor shall supply 100 RBCs 40D”x48W”x39”H with the same NSN above and part number. The RBC is a collapsible bulk container for shipping protection for machinery, parts and bulk items. The RBCs shall be long term reusable containers used for shipping material on transporter docks and transported by transporter trucks between DDWG buildings. The RBC corners shall interlock for quick setup and stability and collapsible and stackable to 4 high. The RBCs will have 2 access doors on the 48 in. ends with spring loaded hatches for easy loading of material. Also the RBCs will have 4 way forklift access. Modification of the pallet dispenser shall be done on-site. All required parts and labor for this modification will be provided by the contractor. The pallet dispenser is located in Bay J-8.
3.3.5 Update of as-built documentation: A copy of the existing electrical schematics will be given to the successful offeror. The contractor shall update the electrical schematics, wiring diagrams and electrical as-built drawings to indicate new as-built conditions.
4 Quality Assurance Provisions:
4.1. Inspection: Inspection of the pallet rack upright replacements, bollard placement / anchoring and guide rail installations will be performed at DDSP by the Contracting Officer or the designated representative to insure materials and services conform to this Statement of Work. Failure of the system to pass inspection shall be cause for rejection.
4.2. Partial Acceptance & Government Occupancy: Government warehousing and this contracted project work will co-exist within each building.
4.3. Final Acceptance: Final acceptance will be granted after the Contractor has completed all provisions contained in this specification.
4.4. Contractor Deliverables:
4.4.1. Provide as-built drawings for electrical pull cord work and pallet stacker modification..
5 Personnel
5.1 Project Manager
5.1.1 The Contractor shall provide a Project Manager who shall be responsible for the performance of the replacement service. The name of the person and alternate(s) who shall act for the Contractor when the manager is absent shall be designated in writing to the Contracting Officer.
5.1.2 The Project Manager or alternate shall have full authority to act for the Contactor on all contract matters relating to the performance of this contract.
5.1.3 The Project Manager or alternate shall be available during normal duty hours within 1 hour of notification to meet on the installation, if necessary, with Government personnel designated by the Contracting Officer to discuss problem areas. The Contractor shall provide telephone numbers of the Project Manager and alternate(s) who shall be available within 2 hours after normal working hours.
5.2 Contractor Personnel
5.2.1 All references in this SOW to “Contractor Personnel” include both Contractor employees and subcontractors. Contractor personnel shall wear required Government furnished badge, and be easily recognized. This may be accomplished by Contractor personnel wearing distinctive clothing bearing the name of the company and/or by wearing appropriate badges which contain the company name and employee’s name.
5.2.2 The Contractor shall not employ any person who is an employee of the United States
Government if the employment of that person would create a conflict of interest, nor shall the Contractor employ any person who is an employee of the Department of Defense, either military or civilian, if such employment would be contrary to the policies contained in Defense Logistics Agency Regulations (DLAR) 5500.1, STANDARDS OF CONDUCT.
5.2.3 Contractor personnel shall comply with directives pertaining to operation of privately owned vehicles while on RAFB.
5.2.4 The Contractor shall assure that Contractor personnel completely understand the requirements of this Statement of Work.
6 Security Requirements
6.1 All contractor personnel shall complete and submit to the COR, the Robins Air Force Base (RAFB) Security Affidavit Form at least 5 days prior to arrival to the site. Each employee must pass the background check in order to gain base access.
6.2 The security affidavits shall be furnished to the COR within 5 days from the date of projected start of work on site. As Contractor personnel changes occur, the Contractor shall new affidavits to the COR within five (5) working days. The prompt submission of this information will keep to a minimum any delay and inconvenience to the Contractor and Contractor personnel in performance of the contract.
6.3 Contractor personnel on the first day they report for work shall bring the following documents (driver’s license and original social security card) to the RAFB security office and at that time a background check will be performed. Contractor personnel must bring personal identification to the RAFB Security Office for badge photographs and identification. Contractor personnel operating motor vehicles on the installation shall provide a valid Driver’s License, vehicle registration, and proof of insurance. All contractor vehicles driven onto the installation will be required to have current state registration and proof of insurance. These vehicles are required to be registered for passes with the Pass and ID Office before access is granted to the installation.
The Pass and ID Office hours of operation are 0700-1600 Monday through Friday and closed Saturday, Sunday and all Federal Holidays. After receiving a vehicle pass and badge and passing the background check, the Contractor shall access the installation only through the Main Truck Gate. Before reporting to Building 376 for work, the contractor shall visit Mr. Clarence Mason (DDWG Security Officer) in Building 385, Bay A to receive a DDWG Contractor Badge to gain access to the building. This badge must be worn at all times while working in the building to ensure that only authorized personnel are working in the building. Any additional questions shall be directed to the Government Representative or designee.
6.4 The Contractor and Contractor personnel shall comply with all security requirements imposed by the DDWG and RAFB Commanders at all times while on base. Contractor personnel involved in civil crimes and/or other incidents of misconduct will not be granted access to the installation.
The Contractor is responsible for insuring the badges are returned within three days of employee termination or contract completion.
6.5 The Contractor shall prohibit the use of Government issued Access Cards by any persons other than DDWG and RAFB approved Contractor personnel.
7.0 Government POCs:
