Statement of Work (SOW)

530 Trailer Demolition

USDA, Ames, Iowa

Background:

Building 530 is a trailer located on the north side of campus. A previous vendor, through the General Services Administration (GSA), was to remove the trailer but only removed the heating and air conditioning system components. The vendor defaulted on the project, and the only recourse left for USDA is to have the entire trailer removed or demolished in place and removed from the USDA Campus.

Scope:

The Contractor must provide all expertise, labor, supervision, services, equipment, tools, supplies, materials, permits, licenses, transportation, disposal cost, and incidentals as necessary to demolish and dispose the 530 Trailer from the USDA Campus. See attached drawings for details.

Contractor must demolish and remove the existing structure in totality including the concrete pad.

Contractor must excavate water and sanitary sewer lines shown on attached drawing to determine the location of abandonment. If the water and sewer lines are found to be active or were not abandoned at the cap locations shown, then Contractor must cut and cap the lines at the proposed locations. Contractor must then remove and dispose of the abandoned water and sewer lines.

All excavated areas are to be filled with the clean soil, compacted, and leveled. The grounds must be repaired to match existing surrounding grassy areas. Contractor must match all USDA rules and regulations as well as IADOT specifications 2601 for application for seeding areas.

o Grass seed must consist of following mix (minimum pounds of pure live seed) Annual Rye Grass – 9 lbs. per acre.

Perennial Rye Grass – 40 lbs. per acre Creeping red fescue – 18 lbs. per acre Kentucky blue grass – 126 lbs. per acre Total = 184 lbs. per acre.

o Starter fertilizer with minimum guaranteed analysis of 6-24-24 or approved alternate fertilizer must be applied to all areas to be seeded.

o Remove all rocks and foreign debris from ground prior to seeding grassy areas.

o Prior to seeding, spread a minimum of 6” of clean, black topsoil on disturbed area and disc or harrow until surface has been thoroughly loosened to a depth of 3-4 inches.

o Contractor to provide water, equipment, transportation, water tanker, hoses, and sprinklers.

o Use enough water to keep the soil moist to a depth of 1” for 21 days. If natural rainfall is adequate to keep the soil moist, artificial watering may not be needed.

Contractor must remove all debris daily or, depending upon the volume of the debris, at least weekly so that it does not pose a safety hazard.

Contractors are encouraged to schedule a site visit with the Contracting Officer's Representative (COR), Tommy Walker, Work Cell Phone: (515) 520-4977 or other COR as assigned, prior to submitting a quote.

The contractor must take all precautions necessary to not damage surrounding campus areas, construction, utilities, and finishes including areas not noted to be in the concrete and paving scope. Any areas including pavement, utilities, grass, or prairie land that is disturbed by Contractor’s work must be fixed to match existing construction and finish.

Load/delivery tickets for concrete deliveries and debris removed from site must be kept and turned over to COR at the end of the project.

Project Timeline:

All work must be scheduled with the COR. The project must be completed within 60 days from date of notice to proceed.

General Requirements

1. Work Restrictions & Conditions A. Site Security Access

1. Access to the construction site is controlled by a security fence and visitor/Contractor check-in/check-out system. All Contractor/subcontractor employees must sign-in and out at the main site entrance gate and always wear a Contractor/visitor identification badge while on the site. The ID badges must be turned in at the end of the workday. A current government-issued identification with a picture ID is required for entry.

2. Access to each individual site must be arranged by the COR according to the schedule submitted by the Contractor and approved by the COR. The Contractor must coordinate and schedule work under this contract to cause the least interference with the normal flow of visitor and employee traffic.

3. Construction vehicles will be allowed access adjacent to the work; Contractor employee’s personal vehicles must be parked in the facility parking lots.

4. The Contractor must use only the service roads and access routes approved by the COR.

5. Work must be confined to the areas identified in the Drawings. Unless accompanied by a

6. Additional security requirements may be imposed when the Federal Government raises the Homeland Security Alert Level. Additional directions will be provided if the situation occurs.

7. Failure to comply with access requirements will be adequate grounds for removal of the Contractor/subcontractor employees from the site and barring further site access to individuals.

B. Work Hours: Regular work hours for the site are 7:00am to 4:30PM, Monday through Friday, excluding Government holidays. Requests for exceptions to this schedule must be made in writing forty-eight (48) hours in advance and approved by the COR.

C. Work Outside Regular Work Hours: Work scheduled outside regular work hours including late hours, Saturdays, Sundays, and Government holidays requires COR approval in advance. Make application to the COR at least 5 calendar days prior to such work to allow arrangements to be made by the Government for access to the work area and inspection & monitoring arrangements.

Requests must include the exact dates, hours, location, and purpose of the exception. If approved, the COR will coordinate access with the site security office.

D. Construct Work in stages to accommodate Owner’s use of premises during construction period.

Coordinate construction schedule and operations with COR.

E. Coordinate use of premises under direction of the COR. Contractor must confine construction equipment, storage of materials and equipment and operations of workers to areas permitted by law, ordinances, permits, or requirements of contract documents, and must not unreasonably encumber premises with construction equipment or other material or equipment.

3. Limited parking may be available on the site away from each facility.

3. Intent of Contract Drawings

A. Government provided drawings, henceforth referred to as “Contract Drawings”, do not attempt to show complete details of building construction that may affect installation. Government provided diagrams of proposed systems are for reference only and do not necessarily show physical arrangement of all equipment and/or maximum number of devices. Minimum system requirements are shown.

B. Devices are shown diagrammatically only. System layout does not necessarily show maximum number of system components and should not be used for obtaining quantities for linear runs of conduits and wires. The Contractor must provide all conduits and wire wherever needed to complete installation of specific equipment required and provided by the Contractor.

C. Locations of existing and Government concept devices are approximate and may be distorted for clarity in representation.
