The mission of the FBI Laboratory is to apply scientific capabilities and technical services to the collection, processing, and exploitation of evidence for the FBI and other duly constituted law enforcement agencies in support of investigative and intelligence priorities. In support of its mission, the FBI Laboratory examines evidence free-of-charge for federal, state, and local law enforcement, and for foreign investigations as well as intelligence matters. In addition to conducting scientific analysis of physical evidence submitted for examination, the FBI Laboratory provides expert testimony in court as well as operational and technical support to FBI investigations both domestically and internationally.

Being able to identify and assess nonconforming work is an essential element of a robust quality system and necessary to maintain accreditation. In addition, being able to effectively perform root cause analysis to determine the appropriate action steps to improve processes

and prevent nonconformity recurrence is key to continual improvement of the FBI Laboratory.

The FBI Laboratory recently completed a review and evaluation of one of its forensic disciplines.

That review resulted in the generation of various recommended actions. One of those recommended actions was the provision of root cause analysis training to personnel throughout the FBI Laboratory. The recommendation suggested specific topics for inclusion in the training such as the application of the “5 whys” approach to identified nonconformance, failure mode and effects analysis, and reliability cause mapping methodology. Training for forensic service providers in the corrective action process and root cause analysis is necessary to ensure personnel have the appropriate skills to address nonconforming work.

The FBI Laboratory has determined that this training should be provided to a wide range of laboratory personnel working in various positions. The FBI Laboratory has identified the various positions that would benefit from this training. Additionally, because the FBI operates forensic laboratories in both Quantico, VA and Huntsville, AL, training must be offered in both locations.
