Bureau of Indian Affairs Hopi Agency Comprehensive Building Asbestos Assessment and Lead Based Paint Inspection

Scope of Work

I. Introduction

The Bureau of Indian Affairs (BIA) Hopi Agency seeks professional environmental consulting services for performance of comprehensive asbestos assessments and lead-based paint (LBP) inspections for 48

BIA owned buildings located in Keams Canyon, Polacca, and Kykotsmovi, Arizona on the Hopi

Indian Reservation (Figure 1).

II. Location

The buildings are located in Keams Canyon (Figure 2), Polacca (Figure 3), and Kykotsmovi (Figure 3).

III. Building/Sample Requirement Information

Building information and the number of samples to be obtained is listed on Table 1. The number of asbestos samples required for each building is based upon the age, square footage, and type of building materials observed at each location. Photos and/or floorplans of the buildings are available upon request from Anna Masayesva, Natural Resource Specialist, anna.masayesva@bia.gov.

IV. Scope of Work

A. Project Workplan

The contractor shall submit a project workplan to communicate and formalize project objectives, approach, methods, notification procedures, schedule, regulatory requirements, organizational structure

(including list of subcontractors), and contractor and personnel licenses and certifications.

The project workplan shall include, but not be limited to, the following components:

• Project Overview and Objectives

• Project Logistics and Schedule

• Quality Control Procedures

• Health and Safety Plan (HASP)

A draft project workplan shall be submitted to the BIA for review. The BIA shall be provided 14 calendar days to review the draft project workplan. One electronic (PDF) copy of the final workplan shall be submitted to the BIA within 45 calendar days from when Notice to Proceed is issued.

B. Comprehensive Building Asbestos Survey

The scope of this task includes sample collection and analysis to identify asbestos containing materials located on the interior and exterior (including roofing materials and substrate) components of the

Buildings. The contractor shall perform the survey, rendering services and products in accordance with the technical specifications prescribed by the Asbestos Hazard Emergency Response Act (40 CFR

Part 763 Subpart E) and National Emission Standards for Hazardous Air Pollutants (40 CFR Part 61

Subpart M), and ASTM E2356-14 Standard Practice for Comprehensive Building Asbestos Surveys.

The contractor shall use the Occupational Safety and Health Administration’s standard of >1% asbestos (29 CFR 1926.1001(b)) for determination of asbestos-containing and asbestos-contaminated materials. The contractor shall submit bulk samples to an accredited asbestos laboratory under the

National Voluntary Laboratory Accreditation Program. Bulk samples shall be analyzed by Polarized

Light Microscopy for Determination of Asbestos in Bulk Insulation Samples using EPA Method

600/R-93/116. The survey shall be completed by an Asbestos Hazard Emergency Response Act accredited Inspector.

C. Lead Based Paint Inspection

The LBP shall be conducted on the interior and exterior components of the Buildings. The Contractor will conduct LBP inspections following documented methodologies as described in 40 CFR 745.

Painted surfaces will be analyzed by X-Ray Fluorescence for potential lead content, no paint chip samples shall be obtained. The inspection shall be completed by a State of Arizona and/or U.S.

Environmental Protection Agency licensed Inspector.

D. Additional Samples

The Contractor shall provide a cost per additional asbestos sample in the event that the estimated number of asbestos samples per building are exceeded.

V. Deliverables

The survey results shall be contained in a project report that consists of the following key elements:

4. Conclusions and Recommendations

5. Limitations, Exceptions and Assumptions

6. Report Certification

7. Appendices

a. Personnel Certifications

b. Laboratory Accreditations

A draft report shall be submitted to the BIA for review. The BIA shall be provided 14 calendar days to review the draft project report. One electronic (PDF) copy of the final report shall be submitted to the

BIA.

VI. Tribal Requirements

The Contractor shall obtain necessary permits/licenses from the Hopi Tribe Office of Revenue

Commission and the Tribal Employee Rights Office.

VII. Work Schedule

Work shall be performed from 8 am – 5 pm on weekdays (Monday-Friday). If necessary, work on the weekends (Saturday-Sunday, 8 am – 5 pm) is allowable.

VIII. Period of Performance

The period of performance for this project is 180 calendar days.
