About this file
This is a Statement of Work for an annual service contract and preventative maintenance plan for a Luminex INTELLIFLEX DR-SE laboratory instrument. The contract covers equipment located at the Center for Grain and Animal Health Research (CGAHR), a USDA facility in Manhattan, Kansas, operating at Biosafety Level 2 (BSL-2). The performance period runs from May 22, 2026, through May 21, 2027, with two optional renewal years extending through May 21, 2029.
The contractor must provide an Elite Service Plan that includes two scheduled preventative maintenance visits annually, unlimited emergency maintenance visits with one business day response time, 24/7 telephonic and online support, certain software updates, and PC hardware coverage. All parts, labor, and travel costs are the contractor's responsibility. Service reports must be delivered electronically within five business days of each maintenance visit. The contractor will be required to arrive onsite within one business day for emergency repairs, provided dispatch determination is made by 6:00 PM Central Standard Time on the previous business day. Contract personnel must be escorted at all times while in non-public building areas, and required personal protective equipment (nitrile gloves, safety glasses, and lab coat) will be provided by the government. The USDA retains the right to extend the contract for up to two additional option years with 60 days' written preliminary notice.

STATEMENT OF WORK
Project: Annual Service Contract and Preventative Maintenance Plan for Laboratory Equipment
– INTELLIFLEX DR-SE
Background The Foreign Arthropod-Borne Animal Diseases Research Unit (FABADRU) currently has a Luminex INTELLIFLEX DR-SE instrument located at the Center for Grain and Animal Health Research (CGAHR) that requires the continuation of an annual service contract, which will include preventative and, if necessary, emergency maintenance visits from the vendor. CGAHR is a USDA facility, and the instrument is located in a laboratory operating at BSL-2. Contractors arriving on site to provide preventative or emergency maintenance to the equipment must be signed in and escorted at all times while in non-public areas of the CGAHR building.
Objectives
• The annual service plan will provide two scheduled preventative maintenance visits per year to ensure that the instrument is operating properly.
• The annual service plan also covers unlimited emergency maintenance visits during the span of the contract, with one business day response time, to prevent loss of productivity due to equipment malfunction and ensure maximum uptime.
Scope
• This Statement of Work covers the INTELLIFLEX DR-SE with serial number IFLEXP22250001, currently located at CGAHR in Manhattan, Kansas, for the period of 22 May 2026 to 21 May 2027 along with two option years (a final date of 21 May 2029).
• The Elite Service Plan provides the following coverage:
• Unlimited visits for emergency repair (includes travel, parts and labor)
• Two preventative maintenance visits per year
• Priority scheduling for service requests (target response time of 1 business day)
• Certain software updates and modifications
• Telephonic and online support 24 x 7
• PC hardware coverage (limited to PCs installed by Luminex on Luminex® 100/200™, FlexMAP 3D®, and MAGPIX® instruments)
Tasks or Requirements
• The contractor will be required to:
o Initiate an annual service contract including the benefits described above o Complete two preventative maintenance visits at CGAHR in Manhattan, Kansas, per year during the contract period o Facilitate priority scheduling for any emergency maintenance service requests o Arrive onsite within one business day, with travel, parts, and labor covered by the contractor, for any necessary emergency maintenance service visits
Deliverables or Delivery Schedule
• Service report is to be delivered to the USDA technical point of contact electronically within five (5) business days of each maintenance visit.
• Response time for repair services will be one business day for contractor to arrive on site in Manhattan, Kansas, as long as dispatch determination is made by 6:00 PM Central Standard Time on the previous business day.
Government-Furnished Equipment and Government-Furnished Information
• The preventative maintenance visits and all parts and labor are included in the Elite Service plan. No government-furnished equipment should be required for completion of the contract, other than personal protective equipment (PPE) required for work at BSL-2.
• The USDA may extend the term of this contract up to two additional option years (a final expiration date of 21 May 2029) by written notice to the contractor, provided that the USDA gives the contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the USDA to an extension.
Travel
• The contractor will be required to travel to CGAHR in Manhattan, Kansas, for each service visit. Travel is paid by the contractor.
Place of Performance
• Work will be performed at CGAHR in Manhattan, Kansas. The facility is access-controlled, so the contractor will need to schedule each visit with the USDA technical point of contact, who will escort the contractor when in non-public areas of the building.
The laboratory in which the instrument is located operates at BSL-2. Required PPE (nitrile gloves, safety glasses, and lab coat) will be provided to contracting personnel while on site.
• Contract performance will not require contractors to have routine physical access to USDA facilities or information systems. Contract personnel will be escorted at all times while in the CGAHR building.
