DESCRIPTION/WORK STATEMENT/SPECIFICATION
FOR
AUXILIARY POWER UNIT (APU) TEST STAND
1. Scope: Development and delivery of test equipment for the APU Assembly, #12546380 by the OEM, Marvin Land Systems (Contractor). The APU Test Stand will be delivered to Anniston Army Depot, building 474 and installed in Test Cell 7.
2. Documents:
a. Quote: See attached document “M1 APU NMWR Revised Quote Anniston”.
b. For the drawing of the Unit to be Tested: See attached document “12546119_C”.
c. For the current Acceptance Test Procedure (ATP): See attached document “APU ATP-402-9901-Rev_B_PRELIMINARY”.
3. Contractor Requirements: The contractor will provide the following:
a. A revised ATP for the APU.
b. APU Test fixture. To include but not limited to:
i. Test Stand
ii. Fuel Tank
iii. Electrical Loads
iv. Main Relay
v. Batteries
vi. Test Bench Schematic/Drawing
vii. Test Software
viii. Cabling
ix. Computer
x. Canalyzer
xi. Test Equipment
xii. Calibration and Maintenance Requirements
c. Provide APU Test Stand Assembly hardware.
d. Proved Duct Tester, its internal components, and hardware.
e. Provide Actuator Tester and its hardware.
f. Provide a Megaohm Meter with the APU test points, procedure and troubleshooting documents, and hardware.
g. Provide Safety Data Sheets (SDS) for all hazardous materials.
h. Provide Training for the test stand developed.
i. If visiting on site, Contractor shall comply with Anniston Army Depot’s health and safety requirements. Contractor shall wear steel toe or composite toe shoes, safety glasses, and mask. Hearing protection will be provided by Anniston Army Depot if required.
4. Project Completion Requirements:
a. Acceptance of work completed shall be done by the assigned Government
Contracting Officer’s Representative (COR), the test stand operator, and the Production Engineering Tech.
i. All test equipment provided shall be in working condition.
ii. All documents provided shall be in electronic form. Documentation shall include, but not be limited to, an operator’s manual, maintenance manual, calibration procedures, test/inspection reports, COTS manual/associated supplemental data, drawings, and a list of all equipment and parts.
iii. Anniston Army Depot shall be able to completely and successfully test three (3) APU units.
b. All work performed at Anniston Army Depot will be performed during normal business hours between 7:00 a.m. to 3:30 p.m. Monday through Friday. The Contractor shall not expect to work off Fridays, holidays, weekends or during maintenance shutdowns without special permission from the COR.
5. Warranty: The Contractor shall provide a warranty for a period of not less than one (1) year. The warranty shall begin the day following government acceptance of the APU Test Stand. During the warranty period, the contractor shall be responsible for all costs, including parts, labor, travel, and lodging required to complete any and all repairs of any defects in the material, parts, and/or workmanship. The warranty shall be written in the Anniston Army Depot’s name.
