STATEMENT OF WORK FOR

LAKE MEAD NATIONAL RECREATION AREA

2019 Dodge Ram Power Wagon Vehicle Upfit

1. DESCRIPTION OF SERVICES. The contractor shall source, purchase and install equipment to upfit an agency supplied 2019 Dodge Ram Power Wagon pickup truck. Unless otherwise stated in this SOW, all requested equipment will be sourced and provided by the installer. All equipment sourced and purchased by the installer should be sourced from a reputable company and brand. Equipment should be industry standard for inclusion in law enforcement vehicles and designed specifically for this purpose. Contractor awarded must be within the Las Vegas, NV municipal area or within a 2 hour drive from the Las Vegas Valley to ensure that undue burden is not placed upon government employees delivering and retrieving the government supplied vehicle to the contractor’s place of business.

2. INSTALLER SUPPLIED AND INSTALLED EQUIPMENT: The Contractor shall source purchase and install the below listed equipment. The contractor shall provide all the necessary labor, equipment, materials, shipping, and supervision to meet all of the following requirements:

• Siren and light controller o nErgy 400 series siren w/remote control or equivalent o 100 watt speaker w/universal speaker bracket

• Front Vehicle Emergency lights o Front interior/low-profile, split-windshield red/blue/white programable lightbar with takedown function o Headlight flashers

• Side Vehicle Emergency Lights o Driver side and passenger side, under side-mirror dual color lights

Red/white driver side Blue/white passenger side

• Rear Vehicle Emergency Lights o Rear interior, low-profile, dual color red/amber & blue/amber lightbar o Taillight flashers

• After Market interior dome light with red/white lights, Sound-Off brand or equivalent

• Power management system

• Troy center console or equivalent designed specifically for 2019 Dodge Ram Power

Wagon to include the following accessories:

o All faceplates to cover any unused mounting areas o Faceplate to finish around a Motorola APX 8500 o Faceplates for light and siren controllers o USB & 12V charging ports o Handgun locking compartment o Cupholder(s) o All required floorplates and bulkheads to give finished appearance o Arm rest o Magnetic mic holders for radio and PA mic

• Freestanding/floor mounted longun weapon mount for AR-15 and shotgun

• Universal dual weapon locks with handcuff style closures for both AR-15 and shotgun

• All instillation materials, wiring, brackets, hardware and miscellaneous equipment needed to properly install the above equipment to the industry standard for police vehicles

• All wiring, brackets, hardware and non-user interface equipment should be properly covered and concealed to give the final product a finished, from-factory appearance

• All installed equipment must be fully operational, programmed, finished to from-factory appearance and immediately ready for police response upon delivery to the government.

• Contractor must inspect all equipment and instruct the NPS Technical Contact on its use upon delivery. The NPS Technical Contact must inspect all equipment and ensure it has been installed, finished, programmed and ready for immediate police response prior to accepting delivery.

3. GOVERNMENT SUPPLIED EQUIPMENT FOR CONTRACTOR INSTALL: The contractor shall install, finish, and program the below listed equipment supplied by the government. The contractor shall provide all the necessary labor, equipment, materials, shipping, and supervision to meet all of the following requirements:

• Motorolla APX 8500 Radio or equivalent to include all required antennae, and microphones.

• Unless supplied by the government, the contractor shall provide all instillation materials, wiring, brackets, hardware and miscellaneous equipment needed to properly install the above equipment to the industry standard for police vehicles

• All wiring, brackets, hardware and non-user interface equipment should be properly covered and concealed to give the final product a finished, from-factory appearance

• All installed equipment must be fully operational, programmed, finished to from-factory appearance and immediately ready for police response upon delivery to the government.

• Contractor must inspect all equipment and instruct the NPS Technical Contact on its use upon delivery. The NPS Technical Contact must inspect all equipment and ensure it has been installed, finished, programmed and ready for immediate police response prior to accepting delivery.

All work shall be accomplished in accordance with all Federal, state, and local laws and regulations, applicable building codes and standards, & SHPO, and OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION (OSHA) codes.

The Contractor Manager or an alternate shall be available within sixty (60) minutes’ notice during normal duty hours, 8:30am to 4:00pm, to meet with Government personnel by phone to discuss any problems encountered with staff or work. The contractor will supply the National Park Service - Contacting Officer’s representative (COR) with phone number for contacting purposes.

6. PERFORMANCE PERIOD:

Upon beginning work, the contractor will have three (3) weeks to complete this vehicle upfit. All equipment requested in this document must be ordered beforehand or scheduled to arrive at a time in accordance with fulfilling the 3 week upfit requirement. Normal workdays should be Monday-Friday. The NPS Technical Contact may approve work on weekends in advance, if requested by the contractor.

7. INSPECTION / ACCEPTANCE OF PROJECT COMPLETION:

Ongoing inspection and approval of instruction will be conducted by the NPS Technical Contact or their SME to verify product quality and contract requirements.
