STATEMENT OF WORK (SOW)
for the
Geographic Information System (GIS) Support
Period of Performance: 8 February 2022 – 7 February 2023
1.0 Objective:
1.1 Anniston Army Depot (ANAD) uses a web-based Geographic Information System (GIS) that provides a common installation map and is used as a decision support tool for management. The installed system is an important tool providing information to support a myriad of projects across the installation. The objective of this statement of work is to provide the specifications required to support all facets of the GIS and to set forth the maintenance requirements to ensure continued operation of the system.
1.2 This GIS system was developed for the Army and is different from commercial GIS systems. In addition to GIS mapping, Anniston Army Depot’s GIS system must include the following:

Monitoring and Control Systems (EMCS), Tridium Niagara AX, General Fund Enterprise Business System (GFEBS), and Backend Historians
Mapping Functions Dig permitting Air permitting Allow for document loading, viewing, and printing Aboveground Storage Tank (AST) and Underground Storage Tank (UST) management Solid Waste management Forest management Water/wastewater compliance Air compliance Waste management Environmental Restorations Provides warranty data, support, and feedback Asbestos management Search functions Utility capacity requirements E-mail functionality for Support/Feedback, Dig Permits, administrator messages, and site approval process Explosives Operating and Storage locations Explosive Quantity and Distance Safety Arc

2.0 Scope:
2.0 ANAD will obtain the services of a vendor that shall provide maintenance support, installation of upgrades, and software development for the ANAD’s GIS System to ensure continued operations and the latest versions of hardware and software. This service requirement is on an as needed basis.
2.1 ANAD will maintain operational responsibilities of a web-based Geographic Information Systems (GIS) that consists of two servers running Microsoft Windows Server 2012 R2 operating system. The first server is an application server which is running on blade servers in a virtual (VMware) environment. The second server is a shared database server utilizing Microsoft SQL Server 2014 software. The systems are linked via the installations Local Area Network (LAN) which utilizes Cisco networking equipment and fiber optic cabling.
2.2 The GIS application is a .Net application that works in conjunction with other software such as: Environmental System Research Institute (Esri) ArcGIS for Advance Server, Microsoft Silverlight, .NET Framework, Microsoft SQL Server 2014, ArcGIS Desktop, and ArcGIS License Manager.
3.0 ANAD DOIM Responsibilities:
3.1. ANAD will provide government personnel to ensure that the contractor has access to computer room facilities and servers to facilitate specific work requirements, and inform contractor of issues that need to be resolved.
3.2. ANAD will coordinate support with contractor schedules and provide notice when service is for software upgrades, software development, patches, troubleshooting, security updates, and other issues that may have potential impacts on the GIS system.
3.3. ANAD will provide hardware and commercial software as required.
3.4. ANAD will provide a functional GIS administrator and a Contracting Officer’s Representative (COR) to monitor and evaluate contractor performance.
3.5. ANAD will provide timely notice to the contractor prior to any system changes, upgrades, or patches. The notice should ensure that the changes will not adversely impact the GIS, to mitigate adverse effects if they are unavoidable, and to assist if necessary.
4.0 Contractor Responsibilities:
4.1. The contractor personnel shall have at least 3 years of experience providing services that exemplify expertise in government owned Information Technology equipment, network systems, services, software, and Geographic Information Systems.
4.2. The contractor shall provide qualified personnel that meets SOW requirements.
Minimum qualifications are as follows:
A. The contractor personnel shall be knowledgeable in Ethernet networking to include IP and SMTP.
B. The contractor shall be able to work any hours during ANAD’s normal business hours. The hours of operations are Monday - Thursday 7:00 AM - 4:30 PM, every other Friday 7:00 AM-3:30 PM, and CLOSED every other Friday, Saturdays, Sundays and Federal Holidays.
C. The contractor personnel shall be able to attain National Agency Check (NAC) clearance to obtain access to installation.
D. The contractor personnel shall have at least 3 years of experience using in Microsoft Windows 10, Microsoft Windows Vista, and Microsoft Windows Server 2008.
E. The contractor personnel shall have at least 3 years of experience in support of Army GIS systems and DOD Energy Management Systems.
F. The contractor personnel shall have knowledge and technical expertise of the Esri’s GIS Software including creating and publishing maps and data.
G. The contractor personnel shall have knowledge and technical expertise of the Microsoft Silverlight and Microsoft’s .Net framework and SQL Server.
H. The contractor personnel shall have knowledge and technical expertise of DOD Energy Management requirements.
I. The contractor personnel shall have at least 3 years of experience with Tridium Niagara AX data and screens with GIS.
J. The contractor personnel shall have at least 3 years of experience implementing backend historians, such as Cassandra and OSIsoft PI.
K. The contractor personnel shall have at least 3 years of experience interfacing, populating and reporting data from backend historians.
L. The contractor personnel shall have at least 3 years of experience integrating Building Automation Systems and Analytics into GIS.
M. The contractor shall be able to communicate orally, in writing, graphically and electronically technical information.
4.3. The contractor shall perform software development work on the GIS system and its’ supporting modules and databases as requested by the Government. This includes adding features, modifying existing features, and removing features that are no longer needed.
4.4. The contractor shall provide quality of life improvements to increase efficiency of GIS processes as requested by the Government.
4.5. The contractor shall be prepared to execute a full restore of the application software in the event that the operational system becomes inoperable.
4.6. The contractor shall perform GIS updates as required and approved by the installation GIS administrator to include support for operating system upgrades.
ANAD will provide the hardware and/or software and the contractor shall test and install.
4.7. The contractor shall provide maintenance programming and troubleshooting support as required for patches and upgrades to the operating and SQL servers.
The contractor shall ensure that programs still function and will function when operating systems/servers are upgraded. This would include information assurance vulnerability alerts (IAVAs) and technical changes made to the system in order to become compliant with Army regulations.
4.8. The contractor shall possess or be able to obtain government Common Access Card (CAC) in order to access and manage applications on the GIS Servers. The contractor shall ensure personnel entering the Anniston Army Depot possess the necessary security checks and training for the CAC. A Directorate of Information Management (DOIM) System Administrator will provide the contractor with access to the operating system and SQL server.
4.9. The contractor shall coordinate with other organizations and vendors on the systems and software that must interface with the GIS to ensure requirements are met.
4.10. The contractor shall provide full range of services required to ensure complete and uninterrupted operational status of the GIS at Anniston Army Depot.
4.11. The contractor shall maintain interface links to other systems that are integrated into the GIS System such as Explosives Safety Siting (ESS) program, Facility and Equipment Management System (FEMS), General Fund Enterprise Business System (GFEBS), and Heating, Ventilation and Air Conditioning (HVAC), Energy Management & Control System (EMCS), and make sure that these links are operational and secure.
4.12. The contractor shall provide telephone support for user problems during business hours.
4.13. The contractor shall provide onsite support for any issues that cannot be resolved via telephone.
4.14. The contractor shall provide and install enhancements and improvements as they are required by the functional administrator.
4.15. The contractor shall perform general system troubleshooting, GIS account maintenance, system cleanup, performance tuning, disaster recovery, and consult with functional administrators to identify any shortcomings or ongoing problems. If new developments or code changes are required to correct problems, all web interfaces shall be Section 508 compliant.
4.16. The contractor shall, upon notification of the GIS being inaccessible, respond within 24 hours of notification, propose a solution within 48 hours, and resolve the issue within 5 business days The contractor shall upgrade software, patch problems, database upgrades, security problems, or any other issues not requiring software development.
4.17. The contractor shall, upon notification of an enhancement/modification request, quality of life improvement, or any other software (SW) development work, provide weekly status reports, and ensure the task is complete within 60 calendar days.
4.18. The contractor shall consult with the COR regarding issues with GIS prior to any system changes.
4.19. The Contractor shall not proceed with any verbal or written change(s) to the scope of work from sources other than the Contracting Officer, who will provide changes in writing.
5.0 If at any time contractor is unable to continue support on the GIS, all documentation on problem resolutions and system alterations and adjustments shall be provided promptly to the Government.
6.0 All software development and documentation for the GIS system produced by the contractor under the contract is the property of the Government. Source codes shall be provided to the COR after any changes have been made.
7.0 All documentation shall be in English.
8.0 Travel expenses shall be based on reasonable actual costs incurred and shall include hourly travel rate plus per diem, airfare and rental vehicle.
