STATEMENT OF WORK
PERIMETER, EXTERIOR IRON GRATE REFURBISHMENT
U.S. Department of the Interior

Background:
There are 25 iron grates around the perimeter (four sides) of the building on the 18th, 19th, and C and E Street sides. These grates cover the numerous moat areas which periodically require access for mechanical work, etc. Most of these grates are rusted and the case of many of them are thin, metal screening material has been added to the top to prevent smaller debris and rodents from falling inside.
Scope of Work:
The scope of work addresses the removal, stripping and recoating of 24 grates at these locations to bring them to a new, restored, and durable condition. Additionally, a thick mesh screen shall be similarly finished and secured to the top of each of these grates to prevent small debris or and rodent infiltration.
Example of type of grate and screening needed: The grate located near the C Street entrance, towards the 18th St side will be used as an example of the look of all the other perimeter grates.
This example is a heavy, painted iron grate with an applied thick mesh secured to the top. The paint color used for this is “battleship grey” and will be the color for all other grate/screen locations.
The steps/processes outlined below are for the heavy exterior grates as well as the top screening material attached to the tops of each area.
• Perimeter grates shall be removed from each area at the site and taken to the contractor’s shop for all prep and finish work. Process will be coordinated by the contractor to ensure the exposed locations, are properly kept safe, by temporarily covering, coning off or otherwise restricting access during the time need for the work to take place. While these locations are away from the sidewalk area, the risk of someone falling into these open areas should be properly addressed to ensure no one can get hurt during that time.
• Existing heavy iron grates shall be completely stripped to remove all rust, lose or damaged surface defects prior to any prep and finish coating.
• A suitable prep coating such as a galvanized or ZRC rust inhibitor shall be used prior to the finish coat to reduce possibility of future rust. Company can make suggestion on suitable durable coatings for this as well as finished coat.
• A powder coated finish shall be applied to the properly prepped iron grates.
• The screening material to be attached to the top of each of these locations shall also be finished in the same manner and following the same processes listed above. The color, look, and finish of these screening material will be identical to the heavy iron grating they will be attached to. The edges of this screening shall be smooth, finished and coated to prevent any sharp edges causing injuries.
• The screening material will be bolted using stainless steel or galvanized bolts, or other suitable fastening devices. These fasteners shall be finished the same as the grating and screening to maintain look and durability.
• The worksite including each location where grates are located/removed, or work is taking place shall stay clean, and free of debris. Efforts shall be taken to not damage surrounding plants, building elements, curbs, signage, steps etc., during the process.
• All locations which currently allow for locking via padlock or other similar method shall be maintained. The installation of the screening material at the top of each of the iron grates shall not impede the ability to lock or secure them as they are currently.
Work Locations:
The grate locations outlined below are from a survey of the perimeter of the building and provided as reference. Contractor shall not rely on the accuracy of the below information and will conduct their own, thorough evaluation of the areas. All measurements and square footage listed below are estimates.
19th Street- (Locations heading from corner of E St to C St):

Hours and access:
Since all work needed is on the exterior of the building, there are no specific hours (day or night) when the work needs to be completed. Contractor will however be required to identify and provide dates and times to the Department within 3 days of start of work. Contractors will be provided access to the building through normal building security practices.
Period of Performance:
All work to be completed within 150 days after award.
