STATEMENT OF WORK

TESTING & INSPECTION

LIFE SAFETY SYSTEMS

RIVERSIDE INDIAN SCHOOL

Description:

The work of this contract consists of monthly, semi-annual and annual inspection, testing and preventative maintenance and repair services of the Life Safety Systems and preventative maintenance and repairs services of the Master Clocks at Riverside Indian School Campus.

Monthly Test and Inspection – Fire Alarm and Fire Sprinkler Systems

Quarterly Test and Inspection – Fire Sprinkler Systems

Semi-Annual Test and Inspection – Kitchen Hood Systems

Annual Test and Inspection – Fire Alarm Systems, Fire Sprinkler Systems, Portable Fire Extinguishers, Emergency & Exit Lights, and Master Clock System

All preventative maintenance, parts, repairs and other services (outside of the inspection/testing) on the Fire Alarm Systems, Fire Sprinkler Systems, Fire Extinguishers, Kitchen Hood System, Emergency Lights, and Master Clock Systems will be time and material. Please provide GSA labor rates and a list of material prices.

There are 9 Fire Alarm Panels; 13 Fire Sprinkler Systems; 184 Portable Fire Extinguishers; 1 K Class Fire Extinguisher for the kitchen fryers; 90 Emergency Lights;

95 Exit Lights; 2 Master Clock Systems; and 40 Indicating Clocks.

Fire alarm panels are in the following buildings:

220 Comanche Dorm 268 Old Shop Building 311 Gymnasium 323 Cafeteria 333 Elementary 338 Facilities 339 High School 340 Boys Dorm 341 Girls Dorm

Master clocks are in buildings 323 & 339.

The Kitchen Hood System is an Ansul, Model R102.

All work will be performed under tasks to National Fire Protection Agency (NFPA) standards.

The Systems are located in buildings throughout Riverside Indian School Campus.

Statement of Work:

Annual Fire and Security Alarm System Testing

1. Complete all repairs and maintenance prior to annual alarm testing.

2. Perform annual alarm testing in accordance with NFPA by a certified inspector.

3. Perform testing in the presence of the Facility Operations Specialist or his designated representative.

4. Perform functional test on all detection and notification devices.

5. Ensure that each device is properly reporting to the control panel and the monitoring company is receiving an alarm for the corresponding device address.

6. Check battery and charge circuit voltage for proper operation as designed.

7. Verify the fire alarm system operates on back-up power.

8. Verify all fire alarm enunciators operate correctly as designed.

9. Verify that all signal alarms operate.

10. Verify the audibility of the system has not been impaired (partition walls, etc.). We follow NFPA recommended confidence test methods and frequencies as a minimum guideline for system testing.

11. Perform any repairs, adjustments or changes (time and material) necessary to correct any deficiencies discovered during system testing. Retest system once corrections have been made.

12. Provide a written report of annual fire and security alarm inspection and testing.

Include as a minimum: "Date of inspection." Name and address of Inspection Company." “Name of inspector, certification number, and signature." “Description and location of system inspected." List of each device tested showing type, address, and location of device; type and result of functional test and deficiencies.

Annual Sprinkler Systems Testing

1. Perform annual sprinkler testing in accordance with NFPA by a certified inspector.

2. Test all automatic sprinkler water flow switches and supervisory switches for proper operation as designed.

3. Verify proper indication of both high and low air pressure alarms at the fire alarm panel.

4. Verify proper operation of all flow tamper alarm switches.

5. Verify the fire alarm/life safety system registers a water flow alarm within sixty (60) second at the fire alarm panel after actual water flow occurs.

6. Coordinate fire alarm and sprinkler testing to ensure proper operation of the interdependent systems and minimize the impact to the occupants.

Portable Fire Extinguishers Testing

1. Check that unit is properly hung with the proper manufacturer’s hanger.

2. Remove the extinguisher from its hanger.

3. Check the gauge pressure.

4. Check the condition of the gauge and its compatibility with the extinguisher.

5. Check the weight of the extinguisher.

6. Check that the last hydro-test date is within code requirements.

7. Check the last 6-year maintenance inspection, if applicable.

8. Check the valve and shell for damage or corrosion.

9. Remove the hose and inspect it for cracks or splits.

10. Check the hose threads for signs of wear.

11. Check the condition of the discharge horn.

12. Check for obstructions that interfere with accessibility of the extinguisher.

13. Break the extinguisher seal and remove the locking pin.

14. Check the upper and lower handles.

15. Replace the locking pin and reseal the extinguisher.

16. Check the valve opening for powder or any foreign matter.

17. For dry extinguishers, fluff the powder or any foreign matter.

18. Clean the extinguishers shell with spray cleaner.

19. Return the hose to its proper position.

20. Check the condition of the hose/horn retention band at the side of the extinguisher.

21. Check that the unit’s classification is properly identified with the appropriate decal.

22. Check that the operating instructions are clean and legible.

23. Tag the extinguisher properly.

24. Survey the hazard area to verify that the unit classification corresponds with the hazard.

25. Check that the unit is properly located within the normal path of travel, at a conspicuous height.

26. Check that the unit is visible and unobstructed.

27. Replace the extinguisher on its hanger.

28. Compile a complete report of the inspection, explaining any deficiencies and recommending corrective action to be taken in accordance with recognized codes for care and maintenance.

Emergency Light Testing

1. Inspect the system to determine whether it is in service and in satisfactory condition in accordance with NFPA standards.

2. Identify potentially detrimental site conditions that could compromise the performance of mechanical and/or electronic components of the system.

3. Test each unit to ensure that lighting systems will illuminate a minimum of 90 minutes (NFPA standards).

4. Adjust the PC board float voltage. This will ensure extended life of the batteries and other key components, saving repair cost.

5. Inspect all bulbs and lamp heads to ensure they are operational and meet lighting requirements.

6. Inspect all exit signs.

7. Clean all battery terminals and leads.

8. Survey the emergency lights and exit signs for proper placement.

9. Check the energy efficiencies of units, bulbs, and lamps.

10. Tag devices as required and perform all required record-keeping.

11. Compile a complete report of the inspection, explaining any deficiencies and recommending corrective action to be taken in accordance with recognized codes for care and maintenance.

12. Verify and Instruct School personnel with proper operation of the equipment.

Kitchen Hood Systems Testing

1. Inspect the system to determine whether it is in service and in satisfactory condition in accordance with NFPA standards.

2. Identify potentially detrimental site conditions that could compromise the performance of mechanical and/or electronic components of the system.

3. Check that all appliances are properly covered with the correct nozzles.

4. Check that the duct and plenum are covered with the correct nozzles.

5. Check positioning of all nozzles.

6. Verify that the System is installed in accordance with Manufacturer’s UL listing.

7. Verify the hood/duct penetrations are sealed with weld or UL device.

8. Check that seals are intact and for evidence of tampering.

9. Check cartridge weight and replace if needed.

10. Check Hydrostatic/6 year maintenance date.

11. Inspect the cylinder and the mount.

12. Operate the system from the terminal link.

13. Test for proper operation from the remote.

14. Check operation of the micro switch.

15. Check operation of the gas valve.

16. Verify that proper nozzle covers are in place and clean nozzles.

17. Check fuse links and clean. Replace fuse links if needed.

18. Check travel of cable nuts and S-hooks.

19. Check that piping and conduit are securely bracketed.

20. Check that there is proper separation between the fryers and the flame.

21. Check for proper clearance from the flame to filters.

22. Check that the exhaust fan is operating properly.

23. Reinstall all filters.

24. Verify the fuel shut-off is in ON position.

25. Verify the manual and remote set and seals are in place.

26. Replace systems covers.

27. Verify the System is operational and seals are in place.

28. Verify the Slave system is operational.

29. Clean the cylinder and mount.

30. Verify fan warning sign is on the hood.

31. Verify and Instruct School personnel with proper operation of the equipment.

32. Verify that the proper portable fire extinguisher is available in an easily seen, accessible location.

33. Verify that portable fire extinguishers have been properly serviced.

34. Tag System with service and certification information.

35. Verify and Instruct School personnel with proper operation of the equipment.

Fire and Security Alarm System Maintenance and Repair (Time and Material billing)

1. Perform routine and cyclic maintenance (including cleaning) of alarm system components as recommended by the equipment manufacturer.

2. Inspect overall condition of alarm system components.

3. Replace all sensor batteries annually and back-up batteries as required.

Defective or unserviceable alarm components shall be replaced using Original Equipment Manufacturer (OEM) products.

Sprinkler System Maintenance and Repair (Time and Material billing)

1. Perform routine and cyclic maintenance (including cleaning) of sprinkler system components as recommended by the equipment manufacturer and NFPA standards.

2. Inspect overall condition of sprinkler system components.

3. Flush systems as required.

4. Repair or replace any damaged or nonfunctioning components, including sprinkler heads and spare sprinkler heads.

Portable Fire Extinguishers Maintenance and Repair (Time and Material billing)

1. Perform annual maintenance of portable fire extinguishers to meet local, state, and federal requirements.

2. Scheduled six-year maintenance and hydrostatic testing - complete tear-down of the unit when necessary to inspect internally and hydro-test as required by NFPA.

3. Recharges and service calls

4. Replacement parts – valve stems, o-rings, seals, pins, decals, etc.

5. Extinguisher sign(s) clearly identifying extinguisher locations.

Emergency Light Maintenance and Repair (Time and Material billing)

1. Scheduled inspection and maintenance of emergency lighting to meet local, state/provincial and federal requirements.

2. A complete systems analysis of the emergency lighting system.

3. Service calls, including 24-hour emergency service.

4. Battery capacity testing for battery-operated units.

5. Replacement parts – bulbs, batteries and other components as necessary.

6. Alignment of remote heads and lamps to the means of egress.

7. Environmentally safe disposal of batteries.

Kitchen Hood Systems Maintenance and Repair (Time and Material billing)

Master Clock System and Indicating Clocks Maintenance & Repair (Time and Material billing)

1. Perform routine maintenance (including cleaning) of master clock system and indicating clocks components.

2. Inspect overall condition of components.

3. Replace all back-up batteries as required.

4. Repair or replace any damaged or nonfunctioning components.

Service Calls (Time and Material billing)

The alarm systems may require servicing throughout the year. Service will be ordered by the following employees: Facility Operations Specialist or his designated representative.

These are the only employees authorized to make calls against this contract. The Contractor may be responsible for any charges resulting from work performed when called by employees not listed above.

Response Time:

The Contractor shall respond to service calls within 24 hours of notification or by 4:30 p.m. the next business day, whichever is sooner.

A separate accounting line will be included in the contract for maintenance and repair (service and parts).

Supplies and Equipment:

The Contractor will be responsible for providing all supplies and equipment that will be used.
