About this file

This Statement of Work (SOW) details a requirement for the Agricultural Research Service (ARS) to purchase two IRGASON integrated gas analyzer and sonic anemometer systems for research on crop production management and sustainability in the Central Mississippi River Basin. The project involves measuring nitrous oxide fluxes in two study fields with contrasting management practices, using specific Campbell Scientific equipment including the IRGASON-NM-BB-NC integrated CO2/H2O open-path gas analyzer, CR6 datalogger, and associated cables and mounting equipment. The technical requirements specify precise measurement capabilities, including H2O and CO2 concentration measurements with less than 2% error, and a requirement for a stabilizer brace kit and power supply. The delivery schedule mandates sensor delivery within 90 days of order placement, with two complete systems needed to ensure consistent measurements across research sites. The procurement is identified as a sole-source acquisition from Campbell Scientific, with multiple components required to create a fully functional eddy covariance measurement system.

Statement of Work (SOW) Project: Linkages Between Crop Production Management and Sustainability in the

Central Mississippi River Basin - Columbia, MO

GENERAL INFORMATION

1.0 Scope of Work: We require IRGASON integrated gas analyzer and sonic anemometers to complete the installation of eddy covariance systems to measure nitrous oxide fluxes. We will measure fluxes in two study fields with contrasting management practices. Nitrous oxide represent gaseous losses of fertilizer applications and the eddy covariance systems allow continuous measurements of these losses to evaluate the effectiveness of management practice.

2.0 Background: ARS office of national programs purchased 6 gas analyzers to measure nitrous oxide fluxes from croplands in the U.S. Corn Belt. Measurement of exchange of nitrogen between the land surface and atmosphere can help improve fertilizer management. To facilitate these measurements, we also need to complete the eddy covariance system with a sonic anemometer and infrared gas analyzer capable of measuring water vapor concentration. This must be the IRGASON system, made by Campbell Scientific, to remain consistent with existing instrumentation at the sites. We require two sensors, one for each study field. This is to accomplish research related to project: Linkages Between Crop Production Management and Sustainability in the Central Mississippi River Basin

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

As part of the research, we have already purchased 4 IRGASON gas analyzers, in order to ensure that measurements obtained from this system are consistent with measurements from the previously purchased instruments, we need to purchase IRGASON sonic anemometer/gas analyzers. Campbell Scientific is the sole source manufacturer and vendor of this instrument. Additionally, there are multiple parts to the system that are priced individually, but in order for the analyzer to work as needed, all parts listed in the IGCE must be included.

The integrated sonic anemometer and gas analyzers need to be capable of measuring wind speed and direction as well as H2O and CO2 concentrations in the air at a speed of 20 hz.

Additionally, the datalogger to manage the system must be capable of interfacing with the IRGASON and the currently owned fast response nitrous oxide gas analyzers. Testing from ARS scientists in Ames, IA, showed that the CR6 datalogger is the only one fast enough to perform these tasks simultaneously. The system must be weatherized and capable of long-term field installation. Detailed requirements are listed below:

IRGASON-6NA-BB-NC option.

o This also requires a power cable (CABLEPCBL-L10-PF) and a communications cable (CABLE4CBL-L10-PF CABLE4CBL-L 4-Conductor 22 AWG Cable w/Drain).

Specifications for accuracy of H2O measurements:

o Accuracy less than 2% error o Precision: 0.004 g/m3 (0.006 mmol/mol)

Specifications for accuracy of CO2 measurements:

o Precision: 0.2 mg/m3 (0.15 μmol/mol) o Accuracy: less than 2% error

A stabilizer brace kit must be included to stabilize the sensor when it is mounted on the observation tower. This must include at least 2 stabilizer arms.

A measurement and control datalogger that is capable of interfacing with the whole system. The only datalogger on the market that is capable of this is the CR-6 datalogger from Campbell Scientific.

A power converter to convert from A/C line power to D/C power for the datalogger.

A cable to connect the RS-232 port from an existing gas analyzer to the datalogger.

4.0 Government Furnished: {List any government-furnished support, data, property or facilities. Describe government responsibility for reviewing and approving reports and final products generated under the contract. If the contractor will require access to government facilities, identify the facility location and specific area. Identify any federal holidays or other times when access may be restricted.}

5.0 Deliverables / Schedule: Delivery of the sensor should be completed within 90 days of the order being placed.

6.0 Travel: Not applicable.

7.0 Contractor’s Key Personnel: Not applicable.

8.0 Security Requirements: Not applicable.

9.0 Data Rights: Not applicable.
