About this file
This Statement of Work (SOW) details NIST's requirement for a vector network analyzer (VNA) for the Photonics and Optomechanics Group to characterize electrical and electro-optical frequency responses of microwave and nanofabricated devices. The VNA must have two ports, a 12" color touch screen, capability to measure S-parameters of RF resonators and filters, and a configurable test set with source and receiver access. Specific technical requirements include a measurement frequency range of 10 MHz to 67 GHz, frequency source stability of +/- 2.5 ppm, dynamic range of 121 dB (1-25 GHz) and 98 dB (25-67 GHz), and an internal hard drive for data storage.
Delivery terms specify FOB destination within 20 weeks to NIST's Gaithersburg, MD location, with the contractor responsible for shipping and handling. The acceptance test involves measuring the S21 response of a "through" test structure on a calibration substrate. Payment is 100% upon receipt and acceptance of the fully delivered software, with Net 30-day payment terms. The contractor must provide a one-year warranty for the software in accordance with FAR 52.212-4. The solicitation requires a new VNA with no used, remanufactured, experimental, or gray market components, and all original manufacturer documentation and software.

NIST Statement of Work Vector network analyzer
I. Background
The Photonics and Optomechanics Group at NIST develops photonic integrated circuits, microelectromechanical systems, and optomechanical devices for traceable sensing and measurement applications. Many of these devices operate at microwave frequency and require characterization of their electrical and/or electro-optical frequency responses. As a result, a vector network analyzer is needed to measure the two-port input-output response of micro- and nanofabricated devices, including microwave acoustic resonators and photonic modulators at frequencies up to 67 GHz.
II. Purpose
The vector network analyzer will be used to measure scattering parameters and impedance for microwave acoustic resonators and filter, photonic modulators, and other related devices.
One-port and two-port measurements will be performed with the vector network analyzer.
These measurements will be used to understand loss mechanisms, measure material properties, aid in device optimization, and to better understand their RF dynamics.
III. Minimum Requirements
Contract Line Item 0001:
The Contractor shall provide a Firm Fixed Price quotation for the following:
Vector network analyzer, Quantity 1
The vector network analyzer shall meet or exceed the technical specifications listed below.
All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
Technical Specifications:
The vector network analyzer (VNA) must have the following functionalities:
1. Two ports for standard 2-port measurements.
2. A color touch screen display that is 12” diagonal or larger for visualizing measurements and a front panel for operating the instrument.
3. The VNA must be able to measure the S-parameters of RF resonators and filters by sweeping the input frequency to the DUT and measuring the output of the DUT.
4. The VNA must have a configurable test set for each port with access to the source and receiver.
5. The VNA must have an internal hard disk drive for storing measurement data.
6. The VNA must have USB and LAN ports for data communications and instrument control.
7. All VNA capabilities must be included in a single benchtop enclosure. Combinations of multiple packaged components are not acceptable.
8. The VNA must be calibrated prior to delivery using methods compliant with ANSI Z540.
