Statement of Work Project: NCAH Campus Freezer farm Chiller Replacement Project

GENERAL INFORMATION

1.0 Scope of Work: This scope of work is to furnish a new, 35 ton (nominally) air-cooled heat pump chiller with a minimum of two inverter scroll compressors, a 200 gallon (minimum) – four port chilled water buffer tank, and two inline- centrifugal pumps.

2.0 Background: The current air-cooled chiller system serving the NCAH freezer farm is oversized, and the compressors have failed multiple times due to cycling on and off frequently to cool the necessary space. The air-cooled chiller needs to be replaced with a more efficient air cooled chiller that is sized properly and has the necessary controls in place and the ability to turndown at a rate acceptable to prohibit short cycling of the compressors/chiller and to maximize the age and efficiency of the system.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

3.1 Air Cooled Chiller:

3.1.1 The chiller shall be nominally 35 tons with two inverter compressors.

3.1.2 Manufacturer shall be York/JCI, Trane, Daikin, or approved equal.

(Basis of design is York/JCI).

3.1.3 Scroll compressors for chiller shall be inverter style compressors utilizing refrigerant R454b.

3.1.4 Electrical connection to the chiller shall be 460V, 3 phase, 60 Hz connection to a single point circuit breaker.

3.1.5 There shall be two fans on unit shall be high efficiency variable speed fans with EC motors.

3.1.6 Condenser coil shall be copper tubes with aluminum fins.

3.1.7 Chiller shall have wired upper and louvered lower enclosure panels and shall come with an acoustic sound blanket.

3.1.8 Neoprene vibration isolation and flow switch shall be shipped loose for field installation by government mechanics.

3.1.9 Chiller shall come with a smart equipment controller with touchscreen display that integrates with the campus Johnson Controls Building automation system.

3.1.10 Evaporator shall be a brazed plate heat exchanger sized for the use of 50% ethylene glycol solution.

3.1.11 Chiller selection/performance shall be based on the following;

3.1.11.1 54F/44F Entering and Leaving Fluid Temperatures

3.1.11.2 98 gpm flow rate at a 23 ft H20 pressure drop

3.1.11.3 EER 10.2, IPLV 20.02

3.1.11.4 Net Cooling Capacity: 33.88 Tons

3.1.11.5 Minimum Turnodown rate: 1/5

3.1.11.6 Total power input (KW): 40.82

3.1.11.7 2 total compressor circuits.

3.1.11.8 Unit MCA – 74.0

3.1.11.9 Fluid connection sizes – 2.5”

3.1.12 Factory Authorized start-up shall be included in this contract.

3.1.13 If optional adder for a quick ship is available, this must be included in the bid.

3.2 Chilled Water Buffer Tank:

3.2.1 Buffer tank shall have four (4) 4” connections.

3.2.2 Maximum allowable working pressure: 125 psig @450F

3.2.3 Tank shall be made from carbon steel with an exterior coating of red oxide primer.

3.2.4 Tank shell thickness shall be minimum 0.125” and head thickness shall be minimum 0.135.”

3.2.5 Tank shall be approximately 74” tall and 30” in diameter.

3.2.6 2 tank connections shall be located 13-1/2” from top of tank

(centerline) and 2 tank connections shall be located 15” from bottom of tank (centerline).

3.2.7 Manufacturer shall be based on Aerco or approved equivalent.

3.3 Primary Chilled Water Pump:

3.3.1 Chilled water pump shall be a variable speed, sensored inline centrifugal pump sized for 100 gpm at 35 ft of head.

3.3.3 Fluid is based on 50% ethylene glycol solution.

3.3.4 Motor shall be a non-overloading type motor.

3.3.5 Pump duty point efficiency shall be minimum 70% at the rated flow rate and pressure noted above.

3.4 Secondary Chilled Water Pump:

3.4.1 Chilled water pump shall be a variable speed, sensored inline centrifugal pump sized for 100 gpm at 25 ft of head.

3.4.3 Fluid is based on 50% ethylene glycol solution.

3.4.4 Motor shall be a non-overloading type motor.

3.4.5 Pump duty point efficiency shall be minimum 70% at the rated flow rate and pressure noted above.

*There is no trade-in requirement for this contract*

4.0 Government Furnished: The government will furnish all, piping, insulation, and controls necessary for the complete installation of this chiller.

5.0 Deliverables/Schedule Delivery within 60 days of date of award.

6.0 Evaluation Factors This requirement shall be lowest price technically acceptable. The bidders shall provide proposals with submittals for the air-cooled chiller, chilled water buffer tank, and two pumps that must meet the minimum performance technical requirements laid out in the scope of work.

*Special consideration in the evaluation will be given to the contractor that can provide the equipment the quickest to the USDA while still meeting the technical requirements laid out above*
