About this file
This document is a Solicitation for a LiDAR System for the Department of Agriculture's Agricultural Research Service (ARS) Plains Area Administrative office in College Station, TX. The ARS is seeking to purchase a LiDAR system with specific requirements, including a maximum operating range of 450m, maximum pulse rate of 1200kHz, maximum return count of 15, and absolute accuracy of 2-3cm RMSEz at 120m. The system must have an integrated GNSS/IMU navigation system, integrated 60MP camera, and software for configuration, real-time viewing, and post-processing. The LiDAR system will be integrated with the agency's existing manned and unmanned aircraft. Offers are due by 5:00 PM EST on July 29, 2024, and will be evaluated on a Lowest-Priced Technically Acceptable basis, considering technical acceptability and past performance. The contract will be awarded as a firm-fixed-price contract, and the requirement is set-aside for 100% Small Business.

Specifications
A lidar system for 3D measurements and modeling of crop plants and fruit trees
Background and Scope
A lidar system is crucial for our in-house project, “22000-032-00D Improved Aerial Application Technologies for Precise and Effective Delivery of Crop Production Products,” conducted in the Aerial Application Technology Research Unit in College Station. Precise 3D measurements of crop plants, invasive weeds, and fruit trees, such as pecans, are essential for modeling plant structure and estimating plant growth parameters like height, volume, and biomass. At our College Station location, we already possess a manned aircraft and an unmanned aircraft system (UAS) equipped with various imaging systems for acquiring aerial imagery. Integrating a lidar system into our existing aircraft will enable us to capture both aerial imagery and lidar data simultaneously. This combined spatial data will not only support our project but also benefit other in-house projects in the other research units at the location, as well as collaborative efforts with our stakeholders and research partners.
Key requirements
