SECTION 01 10 00
DIVISION 1 SHORT FORM GENERAL REQUIREMENTS
PART 1 – GENERAL
ITEM 1 - DESCRIPTION OF WORK
1.1 Background: The existing 3-inch PVC waterline was installed in 1986 and multiple leaks over the past several years have demonstrated that the waterline has reached the end of its effective lifespan.
1.2 Work Covered by the Contract Documents:
A. Project Location: George Washington Carver National Monument, Diamond, Missouri.
B. Work consists of construction of approximately 1100 linear feet of 3” and 590 linear feet of 1-1/2” waterline. The location of the new waterline shall closely follow the existing waterline, which connects to City water at Carver Road, approximately 260 feet south of the Park entrance road, and runs in a westerly direction towards the south side of the Maintenance Shop. The waterline continues towards the north with service connection to the Maintenance Shop and the Visitor Center. The service line to the Picnic Area tees off the primary service line approximately 250 feet west of Carver Road and runs in a north/northwest direction to the Picnic Area. The new waterlines should be constructed mostly parallel to the existing lines and once the new waterlines have been completed (including testing), the existing PVC waterlines (approximately 1100 of 3” and approximately 590 feet of 1-1/2”) shall be demolished and removed. Records indicate that the service line to the Visitor Center/Maintenance Building is 3” PVC and the service line to the picnic area is 1-1/2” PVC. The work includes installation of new water lines, isolation valves and connection to existing City of Diamond, Missouri service.
C. All work will be performed under a single contract.
D. Period of performance: Work shall be completed within approximately 60 calendar days of contract award.
ITEM 2 - EXISTING UTILITIES
2.1 Existing Utilities: Notify Contracting Officer and utility companies of proposed locations and times for excavation.
2.2 Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government. If damage occurs to an unknown utility, repair utility. An equitable adjustment will be made in accordance with the Changes clause of the contract.
2.3 Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Government or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated:
2.3.1 Notify Contracting Officer not less than two days in advance of proposed utility interruptions.
2.3.2 Hours for Utility Shutdowns: Shutdowns shall not exceed 2 to 3 hours. Temporary provisions will be needed by the Contractor for periods longer than stated allowance.
ITEM 3 - CONTRACTOR’S USE OF PREMISES
3.1 Conduct of Operations: At all times the contractor shall conduct his operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by the Park Superintendent.
A. No signs or advertisements (except those specified herein) shall be displayed on the construction site or within the park unless approved by the Contracting Officer.
B. Smoking is not permitted within any Federal building or within 25 feet of entrances, operable windows, or outdoor air intakes.
C. Pubic Use of Site: Contractor shall at all times conduct operations to ensure the least inconvenience to the public.
3.2 On-site work hours: Work shall be generally performed during normal business working hours of 8 a.m. to 5 p.m., Monday through Friday, except when otherwise indicated.
A. Work on Saturdays, Sundays, Federal holidays, early morning, or at night may not be performed without prior consent from the Contracting Officer. Submit requests for work outside of the stated normal business hours to the Contracting Officer for approval at least 48 hours in advance of the work.
3.3 Contractor Use of Site:
A. General: Contractor shall have limited use of the site for construction operations. Limit use of premises to areas shown on the site plan. Do not disturb portions of Project site beyond areas in which the Work is indicated.
B. Driveways and Entrances: Keep driveways, access roads, and entrances serving premises clear and available to Government, Government's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.
Schedule deliveries to minimize use of driveways and entrances.
C. Limit site disturbance, including earthwork and clearing of vegetation, to area defined on the site plan. :
D. Security and Protection facilities installation:
1. Environmental Protection: Provide protection, operate temporary facilities, and conduct construction in ways and by methods that comply with environmental regulations and that minimize possible air, waterway, and subsoil contamination or pollution or other undesirable effects.
1. Cleaning of Equipment: The Contractor shall ensure that prior to moving on to the Project Area, all equipment, is free of soil, seeds, vegetative matter, or other debris that could contain or hold seeds. Ensure that all equipment has been pressure washed and is free of exotic species prior to start-up of operations and moving of equipment to Project Area. Equipment shall be considered free of soil, seeds, and other debris when a visual inspection does not disclose such material. Disassembly of equipment components or specialized inspection tools are not required.
2. Tree and Plant Protection: Provide Tree Protection fence at drip line of trees impacted in construction area. Coordinate with COR.
3. Pest Control: Follow NPS requirements and practices to minimize attraction and harboring of rodents, roaches, and other pests and to perform extermination and control procedures at regular intervals so Project will be free of pests and their residues at Substantial Completion. Perform control operations lawfully, using environmentally safe materials.
4. Site Enclosure Fence: Before construction operations begin, furnish and install portable chain link fencing in a manner that will prevent people and animals from easily entering site and or storage areas except by entrance gates.
a. Extent of Fence: As required to enclose portion determined sufficient to accommodate construction operations and storage
b. Locate vehicular gates to avoid interference with traffic on public thoroughfares.
c. Locate pedestrian entrance gates as required to provide controlled personnel entry.
d. Maintain security by limiting number of keys and restricting distribution to authorized personnel. Provide Contracting Officer with one set of keys.
5. Security Enclosure and Lockup: Install substantial temporary enclosure around partially completed areas of construction. Provide lockable entrances to prevent unauthorized entrance, vandalism, theft, and similar violations of security.
6. Temporary Enclosures: Provide temporary enclosures for protection of construction, in progress and completed, from exposure, foul weather, other construction operations, and similar activities. Provide temporary weathertight enclosure for building exterior.
3.4 Storage - Staging Areas: within work area defined.
3.5 Housekeeping:
A. Keep project neat, orderly, and in a safe condition at all times. Store and use equipment, tools, and materials in a manner that does not present a hazard.
Immediately remove all hazardous rubbish. Do not allow rubbish to accumulate.
Provide onsite containers for collection of rubbish and dispose of it at frequent intervals during progress of work.
B. Dispose of waste materials legally outside of the park.
3.6 Photo Documentation:
All photos shall be in focus, show maximum range of depth of field general photo and then close up detail photo as needed. Shall be in JPEG digital form and submitted via CD-R Archival Gold or DVD-R Archival Gold media with printed labels and 8 mega pixels minimum within 7 days or as approved by COR.
A. Existing Condition Images: Before starting construction, take color, dated, digital images of project site and adjacent property/roads/etc. that may be impacted by construction activity/traffic. Include existing items to remain or be salvaged from different vantage points and with context for location identification.
B. Construction Images:
1. Document all sub-surface work/ trenches etc. prior to backfill with enough overall field view to show location and then details.
2. Maintain organized index for photos with date, description, etc.
3. Additional images as needed when questions or emergency situations occur.
Submit within 24 hours.
3.7 Fire and Life Safety:
As a minimum, conduct one weekly 15-minute "toolbox" safety meetings. These meetings shall be conducted by a foreman or supervisor and attended by all construction personnel at the worksite. Topics need to coincide with work scheduled for the following week. Document and submit meeting minutes to the Contracting Officer within one day after the meeting.
A. Comply with the requirements of NFPA 241 (Standard for Safeguarding Construction, Alteration, and Demolition Operations).
B. Store and handle hazardous materials in accordance with manufacturer’s and OSHA 29CFR1926 Subpart D requirements. Maintain readily available, on site, MSDS/Safety Data Sheets (SDS) for each chemical.
i. Immediately report all spills of hazardous materials to the park.
ii. Maintain a spill emergency response kit.
iii. Train employees how to respond to a spill and use the emergency response kit.
ITEM 4 - COMMENCEMENT, PROSECUTION, AND COMPLETION
4.1 The Contractor shall commence work in accordance with the terms and conditions of the contract.
ITEM 5 - EXAMINATION OF THE SITE
5.1 All bidders are urged to visit the job site and examine existing conditions before submitting bids. All bidders will be held to have the same knowledge concerning the site and the on-ground conditions as if they had inspected the job site. No change orders will be approved for work obvious during a site visit. Please see FAR 52.236-27 - Site Visit (Construction).
ITEM 6 - ABBREVIATIONS

ITEM 7 - ACCIDENT PREVENTION
7.1 Description: The work of this section consists of establishing and implementing an effective accident prevention program and providing a safe environment for all personnel and visitors.
A. It is the Contractor's responsibility to require all those working on or visiting the site to wear hard hats and other necessary personal protective equipment in good repair at all times. As a minimum, maintain four hard hats and all other APP required equipment.
7.2 Submittals:

A. Accident Prevention Program: At the preconstruction conference submit for approval an accident prevention program. The program shall include:
1. Name of responsible supervisor to carry out the program
2. First aid procedures
3. Training, both initial and continuing
4. Planning for possible emergency situations
5. Contractor to identify nearest location of medical facility for emergencies
6. Recognition that work will be performed in remote areas with limited communication or cell phone coverage
B. Meeting and Inspection Reports: Safety Meetings: As a minimum, conduct 15 minute "toolbox" safety meetings. These meetings shall be conducted by a foreman and attended by all construction personnel at the worksite. Submit a report of safety meetings and inspections.
7.3 Qualification of Employees:
A. Ensure that employees are physically qualified to perform their assigned duties in a safe manner to include operators of vehicles and equipment. Provide operating instructions for all equipment.
B. Do not allow employees to work whose ability or alertness is impaired because of drugs, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.
7.4 Accident Reporting: The Contractor shall report all accidents to the Contracting Officer or designee as soon as possible and assist the Contracting Officer and other officials as required in the investigation of the accident.
7.5 First Aid Facilities: Provide adequate facilities for the number of employees and the type of construction at the site.
7.6 Emergency Instructions: Post telephone numbers and reporting instructions for ambulance, physician, hospital, fire department, and police in conspicuous locations at the work site.
7.7 Protective Equipment: It is the Contractor's responsibility to require all those working on or visiting the site to wear necessary protective equipment at all times.
7.8 Hazardous Materials: It shall be the responsibility of all operators and contractors, functioning within the park to properly cleanup, mitigate and remediate if necessary, all unauthorized discharges of hazardous materials or non-hazardous chemical and biological products released from fleet and/or other support vehicles or stationary sources. Response shall be consistent with guidelines established by federal, state and local regulations, and as outlined within the operator's Safety or Hazardous Materials Business Plan.
A. If a spill, leak or other release occurs, the operator shall as soon as possible, without impeding cleanup, notify the National Park Service Emergency Dispatch.
ITEM 8 - PRECONSTRUCTION CONFERENCE: See FAR 52.236-26
ITEM 9 - SUBMITTALS
9.1 General Submittal Procedures:
A. General: Prepare and submit submittals required by individual Specification Sections.
Types of submittals are indicated in individual specific sections.
1. CM-16 Transmittal Form: All submittals shall be transmitted via electronic email using National Park Service form CM-16 form. The form will be provided by the Contracting Officer. No action will be taken on a submittal item unless accompanied by the CM-16 transmittal form.
B. Submittal List: A submittal list has been attached to the end of this Specification Section. The intent is to provide an overall summary of submittal requirements and not a comprehensive list. The requirements of the individual Specification Sections, terms and conditions of the Contract still apply regardless of what is shown on the submittal list.
C. Preconstruction Conference Submittal: The following items shall be submitted a minimum of one week prior to the Preconstruction Conference. If all of these documents have not been received one week prior to the scheduled Pre-Construction Conference date, the conference will be cancelled, Notice to Proceed will not be issued, and the Contracting Officer will consider other contractual remedies. Work shall not commence until written Notice to Proceed has been issued. Contracting Officer will notify Contractor of tentative date for the Pre-Construction Conference:
1. Letter designating Project Superintendent.
2. Construction Schedule.
3. A comprehensive breakdown of the Schedule of Values.
4. Accident Prevention Plan (see section 7 of this document).
5. A list of Subcontractors for this project.
6. Written statements from subcontractors certifying compliance with applicable labor standard clauses (SF1413).
7. Satisfactory evidence of liability insurance coverage and workman’s compensation for the Contactor and all subcontractors.
8. Waste Management Plan.
9. Quality Control Plan.
10. Temporary Storm Water Pollution Prevention Plan (SWPP or UPPP).
11. Historic Preservation Treatment Plan.
12. List of Required Construction Permits. Include the following information for each permit:
a. Name of Permit.
b. The Agency(ies) with Jurisdiction issuing the permit.
c. Information required from the Government to complete the permit application.
9.2 Shop Drawings, Product Data, and Samples: Contracting Officer will provide sample cover sheet.
A. Shop Drawings: Indicate waterproofing and electrical materials, connection details, anchorage spacing, hardware locations, and installation details.
B. Product Data: Provide component construction, anchorage method, hardware, etc.
C. Samples: Submit 2 color samples 4” x 6” in size of actual paint finish color selected on steel.
D. For submittals specified above, forward submittals to Contracting Officer at least 15 days before need for approval (depends on length of project).
E. After approving submittals, Contracting Officer will return one copy to the Contractor. If submittals are not approved, Contracting Officer will return all copies to Contractor with reasons for rejection. Resubmit, identifying changes. Any work done before approval shall be at Contractor's own risk.
9.3 Approved Equals: Refer to FAR 52.211-6 - If an item in this solicitation is identified as “brand name or equal” or lists more than 3 manufacturers, the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation or relevant specification.
A. For each item proposed as an “approved equal,” submit supporting data, including:
1. Drawings and samples as appropriate.
2. Comparison of the characteristics of the proposed item with that specified.
3. Changes required in other elements of the work because of the substitution.
4. Name, address, and telephone number of vendor.
5. Manufacturer’s literature regarding installation, operation, and maintenance, including schematics for electrical and hydraulic systems, lubrication requirements, and parts lists. Describe availability of maintenance service, and state source of replacement materials.
B. A request for approval constitutes a representation that Contractor:
1. Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.
2. Will provide the same warranties for the proposed item as for the item specified.
3. Has determined that the proposed item is compatible with interfacing items.
4. Will coordinate the installation of an approved item and make all changes required in other elements of the work because of the substitution.
5. Waives all claims for additional expenses that may be incurred as a result of the substitution.
C. Approved Equals will be evaluated and approved/disapproved during the submittal process.
9.4 Progress Schedules: As soon as possible after Notice of Award and before beginning any work, submit Progress Schedule. Contracting Officer will review the Progress Schedule for format and content. Submit four copies of Progress Schedule (normally in bar chart form) showing estimated starting and completion dates for each part of the work. The first progress payment will not be issued until an acceptable progress schedule is submitted. The following information must accompany submission of progress schedules prior to processing any pay application:
A. Daily/weekly progress reports during construction as part of the administration process.
B. Schedule of Values: Breakdown each lump-sum item into component work activities used in the schedule, for which progress payments may be requested. The Schedule of Values will form the basis for payment. The work activities broken out within the schedule of values shall be integrated into and made a logical part of the construction baseline schedule submitted under this specification. The total costs for the component work activities shall equal the contract price for that lump-sum item. The Contracting Officer may request data to verify accuracy of dollar values. A sample Schedule of Values will be provided by the Contracting Officer.
ITEM 10 - PROJECT CLOSEOUT
10.1 Description: The work of this section consists of final cleanup, closeout submittals, final inspection procedures, and safety precautions.
10.2 Cleaning: Remove all tools, equipment, surplus materials, and rubbish. At time of final inspection, project shall be thoroughly clean and ready for use.
10.3 Substantial Completion and Final Inspection: Submit written certification that project is substantially complete, and a final inspection must be requested to the Contracting Officer in writing. The Contracting Officer or designee will make an inspection within 10 days of receipt of request or at a mutually agreeable time.
A. If the work is determined to be substantially complete, following the final inspection, the.
Contracting Officer will prepare a Punch List and issue a Letter of Substantial Completion.
B. If the work is not determined to be substantially complete following the final inspection, the Contracting Officer will notify Contractor in writing. Contractor shall request a new final inspection after completing the work. Re-inspection costs may be charged against the Contractor in accordance with the Inspection of Construction contract clause.
C. Contractor shall complete the Punch List within 30 calendar days, documented weather permitting.
D. If Contracting Officer determines that the work is not substantially complete; he will immediately notify Contractor in writing, stating reasons. After completing work, Contractor shall resubmit certification and request a new final inspection. Re-inspection costs may be charged against the Contractor in accordance with the Inspection of Construction contract clause.
E. If Contractor completes all items of work on the Punch List and all contractually required items, Contracting Officer will issue Letter of final acceptance of work.
F. If the Contractor fails to complete the work within the time frame, the Contracting Officer may correct the work with an appropriate reduction in contract price or charge for re-inspection costs in accordance with the Inspection of Construction contract clause.
G. Disposition of any permits and warranties required by the specifications in this section.
10.4 Acceptance of the Work: After all deficiencies have been corrected, a Letter of Acceptance will be issued. A Release of Claims document must be executed and submitted to the Contracting Officer before final payment can occur.
10.5 Warranties
A. Construction Warranty shall be based on date of Substantial Completion.
B. Provide All Warranty information of products installed organized by Division. All contact information, extents and conditions shall be clearly noted as well as date of overall project Substantial Completion.
C. Information shall include operation and maintenance manuals for each warranted material.

SUSTAINABLE DESIGN REQUIREMENTS FOR NON LEED™ PROJECTS
PART 1 - GENERAL
1.1 SUMMARY
A. This section includes general requirements and procedures for compliance with the Federal Sustainability requirements. This project is not seeking LEED™ certification but shall comply with the applicable Federal Sustainability requirements. These requirements include laws (Executive Orders and regulations), management policies, building codes and standards, Federal directives, and NPS guidelines.
B. Many of the Federal requirements can be achieved only through intelligent and integrated design of the project and are beyond the control of the Contractor.
However, certain requirements relate to the products and procedures used for construction. Therefore, the full cooperation of the Contractor and subcontractors is essential to successful compliance with the Federal requirements.
C. Contractors shall familiarize themselves with the relevant requirements and provide the necessary information and instruction to all subcontractors and installers.
1. Some requirements involve quantifying percentages by weight; these require careful recordkeeping and reporting by the Contractor.
2. See http://www.nps.gov/dscw/ds-sustainability.htm for a list of Federal Sustainability requirements. The applicable Federal Sustainability requirements are also summarized on the project’s NPS Project Sustainability Checklist. Contractor is responsible for providing the necessary information in the “Construction” column of the checklist.

1.2 DEFINITIONS
A. Chain-of-Custody Certificates: Certificates signed by manufacturers certifying that wood used to make products was obtained from forests certified by an FSC-accredited certification body to comply with FSC STD-01-001, "FSC Principles and Criteria for Forest Stewardship." Certificates shall include evidence that manufacturer is certified for chain of custody by an FSC-accredited certification body.
B. LEED™: Leadership in Energy & Environmental Design. A sustainability rating system developed by the United States Green Building Council.

C. Rapidly Renewable Materials: Materials made from plants that are typically harvested within a 10-year or shorter cycle. Rapidly renewable materials include products made from bamboo, cotton, flax, jute, straw, sunflower seed hulls, vegetable oils, or wool.
D. Recycled Content: The recycled content value of a material assembly shall be determined by weight.
1. "Post-consumer" material is defined as waste material generated by households or by commercial, industrial, and institutional facilities in their role as end users of the product, which can no longer be used for its intended purpose.
2. "Pre-consumer" material is defined as material diverted from the waste stream during the manufacturing process. Excluded is reutilization of materials such as rework, regrind, or scrap generated in a process and capable of being reclaimed within the same process that generated it.
E. Biopreferred Products: Commercial or industrial products (other than food or feed) that are composed in whole, or in significant part, of biological products, renewable agricultural materials (including plant, animal, and marine materials), or forestry materials and includes biobased intermediate ingredients or feedstocks.
1.3 FEDERAL SUSTAINABILITY DOCUMENTATION SUBMITTALS
A. Most of the Federal sustainability documentation submittals are aggregations of submittals already required in relevant technical specifications. They are mentioned here to ensure that they are collected and organized together to efficiently document compliance with sustainability requirements.
B. Provide preliminary submittals to NPS indicating how the following Federal requirements will be met:
1. Recycled Content: List of specified/proposed materials with recycled content.
Indicate cost, post-consumer recycled content, and pre-consumer recycled content for each product having recycled content.
2. Certified Wood: Product data and/or chain-of-custody certificates for products containing certified wood. Include statement indicating cost for each certified wood product.
PART 2 - PRODUCTS
2.1 RECYCLED CONTENT OF MATERIALS
A. Recycled Content: Provide building materials with recycled content such that post-consumer recycled content plus one-half of pre-consumer recycled content constitutes a minimum of 10 percent of cost of materials used for Project.
1. Cost of post-consumer recycled content of an item shall be determined by dividing weight of post-consumer recycled content in the item by total weight of the item and multiplying by cost of the item.
2. Cost of pre-consumer recycled content of an item shall be determined by dividing weight of pre-consumer recycled content in the item by total weight of the item and multiplying by cost of the item.
3. Do not include mechanical and electrical components, and specialty items such as equipment in the calculation.

SELECTIVE DEMOLITION
PART 1 GENERAL
1 .1 DESCRIPTION
A. The work of this section consists of demolition of existing domestic water lines including valves and fittings. The work includes removal, salvage, and disposal.
1 .2 SUBMITTALS

SITE EXCAVATION AND GRADING
5 .1 DESCRIPTION
A. The work of this section consists of site excavation and grading.
5 .2 RELATED WORK (NOT USED)
5 .3 CLASSIFICATION
A. Rock excavation consists of material that cannot be excavated without blasting or using rippers, including boulders having a volume of 2 cubic yards or more.
B. All other excavation under this section will be considered unclassified regardless of the nature of material encountered.
5 .4 PROJECT CONDITIONS
A. Maintain fills, slopes, and ditches within the limits of the new construction until final acceptance. Repair damaged areas at no additional expense to the Government.
PART 2 PRODUCTS
6 .1 EXISTING EMBANKMENT MATERIAL
A. Material for embankment construction shall be free from frozen material, debris, muck, detrimental quantities of organic materials, and other unsuitable materials.
7 .1 STRIPPING AND STOCKPILING TOPSOIL
A. Strip topsoil within the construction limits to a depth of 2-6 inches. The Contracting Officer will designate locations for stockpiles. The maximum haul distance, pick-up point to stockpile, will not exceed 150 feet. Place an approved barrier below each topsoil stockpile. Barrier may be 6 mil plastic or tarp in good condition.
7 .2 FIELD QUALITY CONTROL
A. Testing required to determine compliance for the work of this section will be the responsibility of the Contractor, at no additional expense to the Government.
B. ASTM D698-91 shall be used to determine maximum density and ASTM D1556-90 or a standard nuclear method shall be used to determine in-place density.

7 .3 EXCAVATION
A. Excavate to lines and grades shown. Keep excavation free from water during construction. As directed, stockpile excavated material to be used in embankment construction. Excavate rock to a minimum depth of 6 inches and a maximum depth of 12 inches below subgrade.
7 .4 EMBANKMENT CONSTRUCTION
A. Before placing embankment, scarify ground surface to provide ample bond between old and new material. Place embankment material in layers not exceeding 8 inches loose measurement. Compact each layer before placing the next layer. As the compaction of each layer progresses, continually level and manipulate to ensure uniform moisture and density. Add water to obtain optimum moisture content.
7 .5 COMPACTION
A. Compact the top 2.5 feet of embankments supporting walks and other structures to 95 percent of the maximum density as determined by ASTM D698-91, at plus or minus 2 percent of the optimum moisture content.
B. Compact embankments below the top 2.5 feet and embankments not supporting walks or other structures to 90 percent of maximum density as determined by ASTM D698-91, at plus or minus 2 percent of the optimum moisture content.
7 .6 SUBGRADE TOLERANCE
A. The finish subgrade elevation shall not vary above or below the theoretical grade more than 0.1 foot.

SECTION 02320
UTILITY TRENCHING, BACKFILLING, BORING, SURFACING
9 .1 DESCRIPTION
A. The work of this section consists of trenching and backfilling for the construction and installation of pipelines, conduits, and cables. All trenching will be open cut or directional boring or bore and jack.
9 .2 SUBMITTALS
A. As specified in Section 01 10 00, Part 1, Item 7.2 Submittals.
B. Written procedure for trench dewatering and disposal of fluidized materials removed.
C. Written description of barricading, shoring, cribbing, bracing, and sloping precautions.
D. Written procedure for boring and jacking, directional boring, casing pipe and bracing under roadways/driveways/parking lots.
E. Written procedure for roadway and parking lot restoration including asphalt mix, concrete mix/reinforcement, gravel and gravel base. Excavation in roadway or parking lots requires CO approval prior to contract award.
9 .3 PROJECT CONDITIONS
A. Obtain all required permits and licenses before installing utilities under existing roads, other than Park Service roads, and follow the rules and requirements of the authority having jurisdiction.
B. Arrange construction sequences to provide the shortest practical time that the trenches will be open to avoid hazard to the public, and to minimize the possibility of trench collapse.
9 .4 EXCAVATION CLASSIFICATION
A. Regardless of the nature of material excavated, all excavation will be considered unclassified.
10 .1 GENERAL
A. All backfill material shall be approved before use and be free of cinders, ashes, ice, frozen soil, large hard clods, organic debris, or other deleterious items. Trench excavation materials may be used as approved.
10 .2 BACKFILL MATERIAL
A. Materials used in backfill, are defined as follows:
1. Bedding (BD): When rock, unstable material, or wet trench is encountered at the excavated grade for utility installation, bedding is required. Materials shall be predominantly sand and gravel, having a plasticity index less than 6. Bedding may be omitted through the approval of the Contracting Officer and if the excavated trench bottom will adequately support and not damage the utility line.

C. Furnish required bedding, select backfill, and backfill materials listed under the appropriate types of utility line in the sections to which this work relates.
1. Water mains and service lines: Use BD-1 bedding material if required and SB-1 select backfill within 6-inches of the pipe if the existing backfill material is unsuitable, and BF-2 backfill.
2. Water Meter Vault and other structures: Use BD-3 bedding material below vault and BF-2 backfill.
3. Paved areas: Use BD-2, SB-2 and BF-1
10 .3 UTILITY LINE MARKING
A. All utilities shall be marked for location and identified by marking tapes and tracing wire. The tracing wire will be a 12 gauge solid copper tracing wire buried 24-inches below ground service above the top of the buried pipe. Have the ends of the tracing wire come to the surface at locations approved by the Contracting Officer. Use marking tape labeled with the type of utility being marked.
11 .1 TRENCH EXCAVATION
A. Trenching, General: Excavate the trench to the approximate level of the top of the utility line to be installed, using adequate trench width and side slopes to safely accommodate worker access. Continue excavating for the utility line, to a width not greater than is shown on the appropriate trench detail. Note that new water lines shall parallel existing domestic water lines and may utilize the same trench.
1. Rocky Trench Bottom: Where ledge rock, hard pan, boulders, or sharp-edged materials are encountered, over-excavate a minimum depth of 6 inches below the bottom of the utility exterior wall to permit adequate bedding preparation. The installed utility shall have at least 6 inches of clearance from any rock protrusion.
2. Unstable Trench Bottom: Secure approval of depth of over-excavation and stabilization method. For wet trench construction, use approved method of dewatering through diversion, damming and pumping, well points, or underdrain systems. Dispose of removed fluidized materials as approved. Use BD-3 material to build a suitable foundation to within 6 inches of finished utility grade, prior to bedding with the specified material. Compact layers to 95 percent of maximum density in not greater than 6-inch layers. Do not proceed with utility installation until wet trench and unstable conditions are under control.
B. Reseed disturbed lawn and pipeline areas with PERI “Park Approved” seed mix. Cover the reseeded area with Curlex or approved equal. Cover must be approved prior to seeding.
11 .2 SHORING AND SHEETING
A. Construct and maintain all shoring, sheeting, and slope lay-back necessary to protect the excavation, as needed for the safety of the employees and as required by applicable State and Federal laws.
B. For trenches over 5 feet deep, provide suitable barricades for worker protection. When work area is left open and unattended by Contractor, provide suitable barricades for public safety, regardless of trench depth.
C. For trenches over 4 feet deep, provide suitable exit means in accordance with applicable provisions of OSHA.
D. Do not remove timber or sheeting if it is in a compacted zone. Instead, trim it off at a safe level above that zone.
E. As directed, remove all other sheeting and shoring when safe to do so.
11 .3 INSULATION (Not Used)
11 .4 BACKFILLING
A. Compaction:
1. Use vibratory compactors for sand and gravel (non-cohesive soils).
2. Use mechanical tampers for sand and gravel containing a significant portion of fine-grained material, such as silt and clay (cohesive soils).
3. Hand tamp around pipe or cable to protect the lines until adequate cushion is attained.
4. Puddling or water flooding for consolidation of backfill or compaction by wheel rolling with construction equipment will not be permitted.
B. Bedding: Compact the specified material to 95 percent of maximum density, at a moisture content determined to be suitable for such density. Compaction shall be to the finished utility grade.
C. Utility Installation: Shape the trench bottom to ensure uniform contact with the full length of the installed line and remove any sharp-edged materials that might damage the line.
Compaction shall be maintained beneath the line.
D. Select Backfill: Fill by hand placement around the utility to just over half depth and compact in a manner to ensure against lateral or vertical displacement. Place select backfill to 12 inches above the utility line by hand placement in not more than 6-inch layers. Compact each layer to 95 percent of maximum density, at a moisture content determined to be suitable for such density.
E. Backfill: Place and compact the specified material as follows:
1. Pedestrian and Lawn Areas: Fill and compact in 8-inch maximum layers to 90 percent of maximum density, at moisture content determined to be suitable for such density.
2. Non traffic Areas: Fill and compact in 8-inch maximum layers to 90 percent of maximum density, at moisture content determined to be suitable for such density.
F. Boring and Jacking: Crossing of paved and graveled roadways may be completed by means of a road bore and installation of polyvinyl chloride (PVC), yelomine, high density polyethylene (HDPE), or steel pipe casing under the roadway as shown on the plans.
G. Polyvinyl Chloride (PVC) Casing: PVC casing pipe shall be manufactured from compounds conforming to requirements of ASTM D 1785. All PVC casing pipe shall have a minimum wall thickness of Schedule 80 PVC pipe. All joints on the casing pipe shall be solvent weld connections.
H. Yelomine Casing: Yelomine casing pipe shall be manufactured from compounds conforming to requirements of ASTM D 2241. All yelomine casing pipe shall have a minimum wall thickness of SDR-21 pipe. All connections shall be made by utilizing precision machined grooves on the pipe, and a restraint joint coupling which, when aligned, allow a spline to be inserted, locking the pipe and the coupling together.
I. High Density Polyethylene (HDPE) Casing: HDPE casing pipe shall be the size as indicated on the plans, manufactured from high density, very high molecular weight (VHMW) pipe resin designated by PPI as PE3408. Casing pipe shall have a minimum pressure rating of 100 psi and a SDR of 17. Lengths shall be joined by heat fusion in accordance with manufacturer’s recommendations. Manufacturer’s recommended maximum allowable bending radius for the casing pipe shall be provided by the Contractor in the submittal information.
J. Steel Pipe Casing: Steel casing pipe 8 inches and larger shall be Grade A steel pipe of the diameter shown on the plans with a minimum wall thickness of
K. 0.25 inches and shall meet ASTM Specifications A 53. Casing pipe 2 inches through 6 inches I.D. shall be standard weight galvanized steel pipe conforming to ASTM Specification A 120.
The welding of sections of steel casing pipe shall be done with full depth and circumference welds to produce a watertight joint of strength equal to the casing.
L. The casing pipe shall be installed by boring where indicated on the drawings or at a location designated by the Contracting officer/Project Engineer and shall be kept online and grade by suitable guide rails in the approach pit. The deviation from line and grade of the carrier pipe as established by the Contracting Officer/Project Engineer in the field shall not exceed 1.0 foot per 100 feet of water main and water service line. The Contractor shall be responsible for complying with the local governing authority for the circular annulus size allowed for the size casing installed.
M. The casing pipe for all crossings shall be installed in a manner that will allow for the installation of the carrier pipe in a straight line without contacting the walls of the casing.
N. Casings for water mains and water service lines shall be installed prior to the installation of pipe within 100 feet of the crossing for the main or service line under construction. Crossings for water service lines and water mains shall be a minimum of 5 feet below the surface of the roadway.
O. When crossing roadways, driveways, or other areas requiring the installation of casing pipe by boring, the minimum depth of cover over the top of the casing shall be that shown on the drawings.
P. Casing spacers (skids) shall be used to install the PVC carrier pipe inside the encasement pipe, providing support around the periphery of the pipe should the pipe twist as it is pushed through the casing. The spacers shall be of a projection type that has a minimum of four projections around the circumference. The total number of projections will vary with the diameter of the pipe and shall be in accordance with industry standards.
Q. Casing spacers shall use double backed tape, provided with the spacers, to fasten tightly onto the carrier pipe so that the spacers do not move during installation. Installation instructions shall be provided with each shipment. Casing spacers shall have a span of 6½ feet to 10 feet dependent on the total load anticipated with the carrier pipe full of liquid. The skid length of the spacers shall be of such length so that the carrier pipe bell does not come in contact with the carrier casing.
R. Casing spacers shall be projection type totally non-metallic spacers constructed of preformed sections of high-density polyethylene. Spacers shall be ISO 9002 certified for strength and quality. Projection type spacers shall be RACI type spacers, or approved equal, along with wrap around end seals made of 1/8-inch thick rubber with stainless steel clamps.
S. Directional Drilling: Crossing of paved and graveled roadways, wetlands and streams where specially noted, may be completed by means of directional drilling and installation of High- Density Polyethylene (HDPE) carrier and casing pipe.
T. HDPE carrier pipe shall be the (IPS) size as indicated on the plans, with a minimum pressure rating of 200 psi, a SDR of 9 and a cell classification of 355434C or 345434C by ASTM D 3350. Pipe shall be provided in the manufacturer’s standard lengths. Lengths shall be joined by heat fusion in accordance with manufacturer’s recommendations. Manufacturers recommended maximum allowable bending radius for the carrier pipe shall be provided by the Contractor in the submittal information.
U. Fittings for connecting to polyethylene pipe 1½ inches and 2 inches in size shall be red brass insert or pack joint compression type fittings as recommended by the manufacturers. Fittings for connecting to polyethylene pipe 3 inches to 12 inches in size shall be standard commercial products manufactured through injection molding or extrusion and machining. The fittings shall be manufactured from the same resin type, grade, and cell classification as the pipe itself, and shall be rated to the same working pressure of the pipe.
V. HDPE casing pipe shall be the size as indicated on the plans, manufactured from high density, very high molecular weight (VHMW) pipe resin designated by PPI as PE3408. Casing pipe shall have a minimum pressure rating of 100 psi and an SDR of 17. Lengths shall be joined by heat fusion in accordance with manufacturer’s recommendations. Manufacturer’s recommended maximum allowable bending radius for the casing pipe shall be provided by the Contractor in the submittal information.
W. End seals, (1/8-inch synthetic rubber, Pipeline Seal and Insulator, or equal), shall be provided on the casing pipe to prevent entrance of backfill material.
X. The Contractor shall utilize a walkover system or a wire line steering tool and record the readings a minimum of every 25 feet while drilling to ensure that the Contractor keeps a grade alignment within ½-foot of the designed grade shown on the plans. The location of the exit point of the drill bit shall be accurate within 2 percent of the length of the drill hole. It is the intent of the grade shown on the plan profile, that there be no high points allowed in the line, within the area that is to be directional drilled. If a portion of the bore is out of the given tolerance, the drill string shall be pulled back, and that segment of the hole shall be re-drilled.
Y. Upon completion of the pilot hole, the Contractor shall ream the hole to the smaller of either 4 inches larger than the outside diameter of the HDPE casing pipe being installed or approximately 1 ½ times the outside diameter of the HDPE casing pipe to be installed. Drill mud shall be left in the hole to fill all voids around the pipe. The pipe pullback operation shall be carried out as soon as possible following the reaming. When pulling the HDPE through the hole, steps shall be taken to ensure the prevention of rotational torque from spinning the pipe.
Z. A drilling log shall be supplied to the Project Engineer, upon completion of the boring. The log shall be typed, and include specific dates, times, locations, soil conditions, and drilling data such as depth, angle, rate of penetration, and utility crossings. Data shall be neat and organized so that the Project Engineer can easily create a profile from the data.
AA.When crossing roadways, the minimum depth of cover is 5 feet.
